AMENDED Neighborhood District 3 Meeting minutes – February 19, 2025
Introduction of Neighborhood District 3 Executive Board Members
● Brooke Barnes from Lakewood neighborhood, starting her third year on the board.
● Andrew Terry from Sunset neighborhood, on the board for about two years.
● Hailey Glenn from Provo Bay Area, on the board for about two years.
● Derek Ney, new member representing Lakewood.
● John Wight, new member representing Lakeview North neighborhood.
● Matt Peterson (Zoom), on the district board since the program started and previously a neighborhood
chair for Lakeview South.
Epic Regional Sports Park update
● Parking lots and playgrounds remain open during city park hours.
● Family restrooms on the north end are available during winter.
● Walking path concrete work is completed, with final touches set for spring use.
● The park's address changed to 1200 Epic Lane to improve traffic flow via Lakeview Parkway.
● New signs are being installed on-site and along I-15 to direct traffic through Lakeview Parkway.
● The provo.gov/epic website is the main resource for park information, including events and FAQs.
Foster Watabe, the Parks and Recreation Assistant Director, addressed questions:
● The playground is open and should not be locked.
● The park plans to open in early spring, with three tournaments scheduled.
● Local teams will be scheduled to play at the park.
● Some pickleball courts will be available for open play, while others may be used for tournaments.
● There are currently no plans for lights on the pickleball courts or soccer fields.
● Parking is expected to be sufficient based on studies and previous events.
● A new parking system using license plate readers will be implemented.
Proposed zone change from A1.5 and RA to CG and VLDR at 1560 S 1100 W
Andrade Christensen presented a proposed commercial project with some residential elements:
● The project is located at Lakeview Parkway and 1100 West.
● It follows the city's designation for a commercial area.
● The plan includes residential areas to keep them separated from commercial spaces.
● The zoning matches the subdivision across the street.
● Potential uses include credit unions, hotels, restaurants, and convenience stores.
● A traffic study has been conducted, but no specific users have been confirmed yet.
Residents raised concerns about:
● The need for a traffic light at 1100 West and Lakeview Parkway.
● The impact on traffic in the area.
● The transition from agricultural to commercial zoning.
● The lack of specific plans for the commercial spaces.
The developer explained that the zoning change is necessary to attract potential users and that they are
following the city's zoning plan.
Proposed zone change to apply PD Overlay to R1.8 at 130 S 2050 W
Steve Turley presented a proposed zone change for the Lakeview Village project:
● The project is located on 2050 West, stretching from Center Street to about 280 South.
● It includes 60 condos and 10,000 square feet of commercial space in Lakeview Crossing North.
● The southern portion, Lakeview Village, proposes 18 clustered units (no ADUs allowed).
● The PD overlay allows for flexibility in design and access.
● The units are planned to be for sale, with prices around $450,000.
● The project includes over an acre and a half of open space.
● A development agreement will include restrictions on rentals for three years after sale.
Residents asked questions about:
● The amount of open space and its accessibility to surrounding neighborhoods.
● Parking availability for both the residential and commercial areas.
● The possibility of including clauses to discourage buying homes solely for rental purposes.
The developer clarified that the open space would be accessible to the public and managed by an HOA. They
also stated that parking studies have been conducted and deemed sufficient.
Proposed zone change from PF to AI at 814 S Lakeview Pkwy
Mary Barnes, the planner for the project, presented the proposed zone change:
● The property is located in the backyard of the existing Kenny Seng construction property.
● The current zoning is A1.5 (agricultural) and PF (public facilities).
● The proposed rezoning is to AI (airport industrial) for the entire property.
● The plan includes building a new office to the north and a maintenance shop to the south.
● The majority of the existing site will remain unchanged.
Residents asked about:
● The proximity to the airport runway.
● The type of maintenance work to be done (confirmed as for construction vehicles and diesel trucks).
The planner said the project would need to follow FAA requirements due to its proximity to the airport.
Proposed Ordinance Text Amendment for SDP4 zone at 3000 W 2000 N
Tyler Horan presented the proposed text amendment for the Lakeview Fields project:
● The project is located on the north edge of Provo, near Orem and west of I-15.
● It's in the SDP4 zone, which is unique to this area.
● The plan is to build single-family detached homes.
● The developer is seeking to update a 19-year-old development agreement.
● Proposed changes include:
● Restricting rentals for three years after sale.
● Updating architectural offerings.
● Changing fence material from cedar to vinyl.
● Clarifying HOA responsibilities for common areas.
● Reducing lot widths from 80 feet to 50 feet.
Residents asked questions about:
● The enforcement of owner-occupancy requirements.
● The number of additional houses that could be built with the proposed changes.
● The potential increase in density compared to the original plan.
The developer explained that the deed restrictions would be enforced through the development agreement and
that the changes would likely result in about 10 more units than originally planned.
Proposed zone change from A1.10 to AI at 3420 W Center St
Aaron Ardmore, the planning staff, presented the proposed zone change:
● The property is located north of Center Street.
● The current zoning is agricultural.
● The proposed change is to airport industrial (AI) zone.
● The plan includes warehouses and flex industrial space.
● The project is still under staff review.
Residents expressed concerns about:
● The proximity to the Provo River and potential environmental impacts.
● The transition from agricultural to industrial zoning.
● The need for more public input on the expansion of airport-related activities.
Aaron explained that the development agreement would include provisions for park space and a pedestrian
trail along the river. He also noted that the general plan allows for airport-related activities in this area.
Proposed zone change from A1.5 to AI at 3185 W 550 S
Joel Pilling, the developer, and Aaron Ardmore presented the proposed zone change:
● The property is adjacent to existing warehouses in the airport industrial zone.
● The plan is to extend the AI zone to provide additional warehouse spaces.
● This proposal aligns with the existing development in the area.
Residents generally viewed this proposal favorably, as it was consistent with the surrounding development and
did not represent a significant change in land use.
Announcement of Neighborhood District 3 Chair, Vice Chairs, and Secretary
● Andrew Terry as chair.
● Hailey Glenn as vice chair.
● Brooke Barnes as secretary.
Residents approved by consensus, with no opposition voiced.
Matching Grant project ideas
Board members and residents discussed potential projects for the $7,500 matching grant:
● Portable soccer goals for Lakewood Park.
● Basketball courts (pending feasibility study).
● Street lights (limited by cost).
● Crosswalks or speed signs near schools (work with Lakeview Elementary Community Council?).
● Bird sanctuary or educational resources for wildlife in the area.
The board encouraged residents to work with their representatives to develop pricing and feasibility for these
ideas.
Traffic Study Results
Rachel Breen presented the results of traffic studies conducted in the area:
● 1020 South and 1100 West:
○ Speed limit is 25 mph, but some vehicles were recorded going up to 50 mph.
○ Average of 38-44 vehicles per hour.
○ All-way stop not warranted based on crash history and traffic volume.
● 890 South and 1100 West:
○ New street with no reported crashes.
○ Lower speeds compared to other areas, but still above the limit.
○ Low traffic volume (18-34 vehicles per hour).
○ All-way stop not warranted.
● 560 South and 2470 West (near Epic Sports Park):
○ Weekday and weekend studies conducted.
○ Some vehicles recorded going 46-50 mph in a 25 mph zone.
○ Weekend traffic slightly higher but still low overall.
○ All-way stop not warranted based on current data.
Rachel explained that these studies are available on the Neighborhood District 3 webpage and that each
district gets five traffic studies per year.
