Discussion with Justin Cohee, Stormwater Services Program Manager Justin Cohee, Stormwater Services Program Manager, will talk with the Environmental Resilience Commission. 2. City Council Meeting Update Page 1 of 4  Updates from the City Council Meetings from September 23, presented by Commissioner Rojo. 3. Update on 2025 Goals and Objectives The Commission will update each other on the following 2025 Goals and Objectives. 2025 ERC Objectives 1. Develop an Environmental Resilience Action Plan (ERAP) with measurable goals, practical and achievable policies, and clear actions for the City and community. To develop that plan, the commission will:  Continue working on Section 1 draft of the ERAP.  Update from Climate Action Team Kick-Off Meeting. 4. Identify and facilitate at least two grant proposals for the City to expand its resiliency to climate change.  The work of the grant would determine which Department would be the main partner for City-owned land. 4. Adjournment A motion to adjourn Page 2 of 4  CITY OF PULLMAN ENVIRONMENTAL RESILIENCE COMMISSION Meeting Minutes The City of Pullman Environmental Resilience Commission held a regular meeting at 3:00 p.m. on Friday, Friday, July 11, 2025 in Council Chambers, City Hall, 190 SE Crestview Street, Building A, Pullman, Washington with Chair Larry Clark presiding. ROLL CALL: Present: Clark, Cooper, Johnson, Rojo, Ugwu Excused: Cronan, Kirkpatrick Staff: Medeiros CLARK Called the meeting to order at 3:02 PM and called roll. MOTION Cooper moved to approve the minutes of the regular meeting of July 11, 2025, as prepared by staff. Seconded by Johnson and passed unanimously DISCUSSION Carlos will listen and report back going forward. City Council Updates DISCUSSION Medeiros provided a presentation on the periodic update. The Presentation on the Overview of presentation discussed the background, phases of the the Periodic Update periodic update, and how the public will be engaged. The Commission discussed when how they would like to be involved in the process. They would like monthly meetings with staff to go over the document. DISCUSSION Pullman To Go and Gather – will have a QR code with a Discuss Outreach Events short survey School District: Community Connections Fair – October 2 at 6 PM. Is there a City Table? The Pullman School District DEI taskforce is putting it on. Environmental Resilience Action Plan Climate Action Team Kick-off Meeting October 6th at 3 PM. Two additional Commissioners can be on the CAT. Citizen Climate Lobby September 21 – Transportation Fair at PCEI 12 PM – 3 PM. DISCUSSION Continue working on Section 1 of the Environmental Update on 2025 Goals and Resilience Action Plan Draft. Objectives Commissioners are still working on their sections. Identify and facilitate at least two grant proposals for the City to expand its resiliency to climate change Clean Bus Planning Award is not taking applications. The City’s grants manager is out on parental leave. Staff has not heard back from Public Works about the water related grants. DISCUSSION Funding for Environmental Resilience Action Plan Next Meeting Agenda Items • Meet with Mayor and Sean to discuss (November) Grants for City Land ERAP update UPCOMING MEETINGS October 10, 2025 – Kirkpatrick has a conflict.
