REGULAR BUSINESS 1. Discuss the definition of short-term rentals in Pullman City Code Section 17.109.020, as directed by the Pullman City Council on October 14, 2025. City Council has requested that Staff review portions of Pullman City Code regarding short-term rentals. Staff would like to discuss the current definition of short-term rental with the Commission, per City Council directive below. ADJOURNMENT Page 2 of 5  CITY OF PULLMAN PLANNING COMMISSION Regular Meeting Minutes The City of Pullman Planning Commission held a regular meeting at 7:00 p.m. on Wednesday, August 27, 2025, in Council Chambers, City Hall, 190 SE Crestview, Building A, Pullman, Washington with Chair John Anderson presiding. ROLL CALL: Present: Anderson, Carper, Hodge, Joswig-Jones, O’Callaghan, O’English, Excused: Taylor Staff: Medeiros, Goodwater ANDERSON Called the meeting to order at 7:00 PM and called roll. MOTION O’Callaghan moved to approve the May 28, 2025, regular meeting minutes as prepared by staff. Seconded by Hodge and passed unanimously. REGULAR BUSINESS Every 10 years, the Washington State Department of Presentation on the Overview of Commerce requires all cities and counties to review and the Periodic Update update their Comprehensive Plans and related development regulations. The City is undertaking this periodic update in response to changes since the last major update in 2021. Both the Comprehensive Plan and the Critical Areas Ordinance (CAO), which was last updated in 2016, will be revised to align with the community’s current vision and meet state requirements under RCW 36.70A.130. The update must be completed, adopted by the City Council, and submitted to the Department of Commerce by June 30, 2027. Additionally, a minor update to the zoning code will be included, addressing Senate Bill 5184 related to parking and STEP housing. A presentation was given by Medeiros to the Commission, providing an overview of the update process, staff progress, available guidance materials, and how the Planning Division plans to involve the community in the process. The timeline for the entire process will be from July 2025 through the date of its final adoption by City Council in June of 2027. Staff asked for suggestions from the Commission on how they would like the process to be handled and any questions they may have. DISCUSSION Commissioners suggested that staff lead the meetings; using surveys or workshops to hear what’s most important to Page 3 of 5 Planning Commission August 27, 2025 Regular Meeting Minutes Page 2 of 3 community members so they can gain actionable data; and spelling and grammar review outside of the public meetings. Commissioners also discussed how the Pullman School District conducted their update. Medeiros said there will be no consultant this year, and there will be monthly meetings on each hill, as well as a general meeting and an online meeting. Staff has already started contacting community groups. Medeiros said staff will gather data from the community regarding their overall ratings of Pullman, the positives they see, the problems they see, and how to improve. She also stated that portions of the Comprehensive Plan that don’t comply with state law will be removed and redundant policies will be combined. Staff will create a data book explaining how the Comprehensive Plan was updated, all ideas that were presented, and explanations of why some were combined, added, or not added. Medeiros informed the Commission that staff regulate the critical areas that we have in the city; we have wetlands, fish and wildlife habitat conservation areas, critical aquifer recharge area, frequently flooded areas/floodplains, and geologically hazardous areas prone to landslides or erosion. She stated that the Critical Areas Ordinance update will be done in conjunction with the Comprehensive Plan update. Commissioners discussed public transportation and transit- oriented development, and suggested transit should review that section. Staff explained that transit is part of the Public Works Department and they will look at the chapter on transportation. In response to a question, Lott said that a transportation benefit district is an increase in sales tax that goes directly to transportation projects. It is an additional tax by percentage, apart from the utility tax that goes to Transit for public transportation. It will fund transportation-only projects such as road resurfacing, signage, or other transportation related infrastructure. OTHER BUSINESS Carper asked about new parking coming out of state legislature. Medeiros said statutory requirements need to be updated by 2028 but this will be done as part of the periodic update due in 2027. Page 4 of 5 Planning Commission August 27, 2025 Regular Meeting Minutes Page 3 of 3 Commissioners asked about the lack of meetings in the last 6 months and were informed that applications have been received but are either incomplete, are on hold by the applicant, or have required design corrections. Lott explained there are a lot of outside factors such as cost of materials, state codes, loan rates, developers that are interested, and college enrollment that come into play. Most of these factors are not in staff’s control. He said it has been slow over the last few months but he expects it to pick up again. Hodge wants to continue to participate in meetings but won’t be available in person for the remainder of the year. He asked if it would be possible to participate virtually. Lott said he would look into the possibility. This prompted a discussion about having IT staff available for their meetings. Lott suggested that the Commission write a letter to the mayor. The Commission also discussed allowing remote attendance for applicants. Carper volunteered to draft a letter about having IT staff present, will send it for review to staff, and will bring it to a later meeting for discussion. UPCOMING MEETINGS September 24, 2025 – Hodge and Carper will be absent. October 22, 2025 – Hodge will be absent. November 26, 2025 – This meeting will be cancelled due to the holiday. November 19, 2025 – Special Meeting. MOTION Carper moved to adjourn the meeting. Seconded by O’English and passed unanimously.
