Aaron Breshears +/or Ruben Harris X/X Darby Baldwin X BUSINESS 1. Approval of Minutes Minutes of the April 13, 2026 meeting were approved by unanimous vote. 2. Code Enforcement Priorities Commander Harris showed a photo of a van parked along the street with windows full of items and flat tires. He asked for committee members to give their immediate impressions. Members indicated that children would call the vehicle a “creeper van”. Since it is parked on a public roadway, with flat tires, Craig Watt indicated that this was likely a parking violation. Barbara Hammond said that she would wonder whether someone may be living in the van. Harris shared that the vehicle has been parked in this location for many months. It has been issued multiple warnings and tickets. No one is currently living in the vehicle, and the owner is a resident of the adjacent parking complex. The vehicle has been moved short distances now and then. It continues to accumulate trash and junk inside. City Code allows a vehicle to be tagged as abandoned and towed after 96 hours. This vehicle has been towed in the past and none of the local companies are willing to tow it after dealing with its owner. History with the vehicle goes back approximately 10 years. Isa Thomas does not believe that the vehicle is a big problem now, but recognized that others could begin to follow the example. Barbara Hammond agreed, noting that while it would be convenient for many people to leave vehicles parked along the street, they do not because the law says that they cannot. Members agreed that if laws do not appear that they are being enforced, those who currently follow them may stop. Craig Watt noted that safety and perception are two separate issues. Abatement requires staff time and costs. Commander Harris shared other photos of similar parking problems. Page 3 of 5  3. New PAC Applicants Juanita Garcia is a new applicant for the Pullman At-Large vacancy. She has been in the Pullman area since 2018. She has been a Pullman Transit driver, dispatcher, and supervisor. Garcia has also worked as a Corrections Officer. She lives on Sunnyside Hill, values community and believes that the PAC is a great opportunity to build relationships. If she could choose one thing to change about Pullman, Garcia would like to see businesses grow and find new ways to draw people to Pullman. Craig Watt made a motion, seconded by Nicole Drumhiller, to add Juanita Garcia as the Pullman At-Large alternate. The motion carried by unanimous vote. Garcia was invited to join the meeting in an official capacity. 4. PAC Leadership Amy Caessens will be taking a new job as the high school principal and superintendent for the Whitepine School District in July and needs to step down as PAC Chair. Elections will be held at the June meeting. 5. Website Feedback PAC members were able to find the policies discussed at the previous meeting. They suggested hot buttons on the main page. David Makin suggested Pullman PD get a LinkedIn page so that the department can be tagged. Mike Petlovany suggested adding all PPD policies under “Public Records”. 6. Department Update CTJC has received Pullman PD’s HB 2015 sales tax authorization and grant application. The City of Pullman has implemented a separation incentive to help relieve some of the current budget problem. The incentive is available to those who have at least 10 years of service. Around 81 employees qualify to apply citywide. Pullman PD has had two employees apply. The positions vacated through this incentive program must be held open for three months. Pullman PD is close to finalizing implementation of the Lexipol Policy Manual. Construction of the Skyline radio tower is complete. The tower addresses many years of ongoing radio issues. Emergency communication sales tax money funded this project, managed by Whitman County Emergency Management. Whitman County personnel completed aerial certifications in order to service the tower. Tax revenue also provided upgrades at Whitcom 911. Keira Caessens asked whether it would be possible to see call stats comparing calls for service when students are in and out of town. David Makin shared that WADEPS (wadeps.org) provides use of force, calls for service, and other stats for all agencies statewide. The site also provides nationwide comparisons. CONSTITUENCIES POLL Nicole Drumhiller said that complainant names are not listed in activity logs, but she is hoping to build collaboration to ensure that officers are helping to connect students with support as appropriate. This would also assist with threat management. Breshears and Harris will discuss this further. Samantha Gizerian appreciates seeing more officers in school zones during morning drop-off. Page 4 of 5  Petlovany said that it might have been helpful during the recent pedestrian vs. vehicle collision to share that the parents had already been contacted. Keira Caessens suggested that the City of Pullman consider a lighted beacon at this crosswalk. Chief Breshears has been reviewing an Alternative Response Team grant opportunity, to determine whether Pullman PD should explore the establishment of a co-response team. David Makin suggested that transferring calls from 911 to 988 if they meet the appropriate criteria is a great first step. Pierce County has already implemented this type of program. Mike Petlovany inquired about a call-in option for PAC meetings. Committee members shared that this used to be offered but was rarely used.
