CALL TO ORDER a. Chairman Mick Nazerali called the meeting to order at 5:29pm. II. AGENDA a. MOTION: A motion to accept the agenda for the regularly scheduled Parks & Recreation Commission meeting was obtained and passed unanimously. III. MINUTES a. MOTION: A motion to accept the minutes of the previous Parks & Recreation Commission meeting was obtained and passed unanimously. IV. ANNOUCEMENTS a. Winter-Spring Activity Guide online preview December 12 with registration opening December 17 for programs from January to May. b. December 13 the Wreaths Across America program will honor veterans in our cemeteries. V. REPORTS a. AQUATICS: i. Positive enrollment for swim lessons. ii. WEX classes have been very full with great attendance. iii. Spooky Splash was successful. iv. Looking forward to upcoming Drop N Shop events. v. December 19 will be the last day of programming. vi. Revenue has been $27,000 over estimated. vii. City Council resolved that the City would not have any further involvement in the aquatic center, and would give over full operation to SEL effective immediately after the property sale is completed. A public announcement should be available soon. viii. This will release the City of Pullman from significant financial burden in regards to the aquatic center. b. PARKS: i. General maintenance has been the focus. ii. Reaney Park pool has been prepped for winter. iii. Downtown winterization continues as well as all sprinkler systems. iv. Cougar Plaza brick wall was completely redone. v. Cemetery-expansion irrigation project continues, leaves have continued to be picked up and had four days of volunteer help from Pullman Christian School. vi. Lawson Gardens has been winterized. Page 2 of 26  c. RECREATION: i. The month of September was great. ii. Increased rentals and use of the Rec Center. iii. Halloween carnival saw 577 people through the doors. iv. Still in talks with Pullman School District about use of facilities; may result in an increased fee to utilize PSD owned spaces. d. SENIOR CENTER: i. Meals continue to have good attendance numbers. ii. December 2 COA sponsored meals on Tuesdays will stop, and there is talk of pulling Friday meals as well. COA is experiencing funding issues resulting in meals being discontinued. VI. OLD BUSINESS a. Project Update: i. New landscape around the highway sign. ii. Cemetery expansion irrigation was installed and has been seeded for grass. iii. Reaney Park gazebo flooring has been replaced. iv. Pickleball courts at City Playfields opened October 10. Contractor will be back to repaint courts in the spring. VII. NEW BUSINESS a. Fee Schedule: Changes to the fee schedule for 2026 were discussed. See attached document, where yellow highlighted areas indicate a change. i. MOTION: A motion to accept the proposed changes to the fee schedule was obtained and passed unanimously. b. Veterans Park: i. Construction documents have been generated. ii. Awarded $500,000 grant that must be used by 2027. iii. Due to budget constrains some Capital Improvement projects are not happening and those funds can be reallocated elsewhere. iv. Next summer will see some work beginning. VIII. ADJOURNMENT a. MOTION: A motion for adjournment was obtained and passed unanimously. X X Mick Nazerali Kurt Dahmen Chairman Director Parks & Facilities Page 3 of 26  PARKS REPORT November 2025 – January 2026 Park Maintenance Projects: • Reviewed snow routes for the upcoming season and pruned branches backs on paths and sidewalks that impact snow removal. • Completed winterization of irrigation and restrooms. • Installed new decking on the Reaney Park gazebo. • Cleaned up downed trees and limbs from December 17th wind storm. • Setup and take down of seasonal lighting displays. Assisted the Chamber of Commerce with tree setup/take down at Pine St. Plaza. • Coordinated volunteer projects with Pullman Christian School students that involved leaf pickup at Cemetery, graffiti removal, cleaning out of perennial gardens at Lawson Gardens. • Cleaned out overgrown planter boxes at City Playfields. • Moved final items out of Aquatic Center to Reaney Park and Surplus. • Refurbishing and painting picnic tables from various parks. • Staff completing CEU’s for arborist and pesticide certifications. • Staff took advantage of mild weather and did some early season spraying for hemlock. • Repaired Cone Spinner at Sunnyside Park with help from Northwest Playground staff. Cemetery Projects: • Handled the following interments: o December October: (2) - (1) internment, (1) full burials • Completed irrigation and planted new grass for new expansion area. • Completed leaf pickup and mulching for the year. • Cleaned up downed trees and limbs from December 17th wind storm. Lawson Garden Projects: • Finished cleanup of perennial garden and leaf removal for the season. • Seeds and soil for Lawson Gardens has been ordered for 2026 planting. • Cleaning pots and prepping for 2026 season. • Cleaned up downed trees and limbs from December 17th wind storm.
