The meeting was called to order at 8:30am by Chair Milford Hodge.
APPROVAL OF AGENDA
1. Commissioner Drumhiller moved to approve the agenda for May 27, 2026; Commissioner Hodge
seconded. The motion passed with no discussion.
APPROVAL OF MINUTES
1. Commissioner Drumhiller moved to approve the minutes from the March 25, 2026 meeting;
Commission Hodge seconded. The motion passed with no discussion.
REPORTS
Chief Examiner Pederson updated the commissioners with the immediate resignation of her position as
the Secretary/ Chief Examiner.
Question from Commissioners; will HR be taking over your position? Discussions with the City
Administrator will need to happen.

NEW ITEMS OF BUSINESS
1. The first item of business was Approval of Job Posting for Civil Service Secretary/Chief Examiner.
a. Commissioner Pitzer inquired about pay & time. Mayor makes decisions to change pay,
required up to 40 hours per month.
b. Commissioner Drumhiller motioned to approve; Commission Milford seconded. Motion
passed.
2. The second item of business was Approval of announcement for the Police Sergeant testing
process
a. Commissioner Drumhiller motioned to approve; Commission Milford seconded. Motion
passed.
3. The third item of business was Approval of the announcement for the entry level/ Lateral Police
Officer process.
a. Commissioner Drumhiller motioned to approve; Commission Milford seconded. Motion
passed.

list.

5. The Fifth item of business was Approval of the eligibility list for the Reserve level EMT Fire Fighter
list.
a. Commissioner Drumhiller motioned to approve; Commission Milford seconded. Motion
passed.
6. The sixth item of business was discussion and decision of Zach Hubbard Complaint. Complaint
was read aloud, confirmed Lateral list is on hold until the complaint is decided.
a. Commissioner Drumhiller motioned to table item until next meeting; Commission Milford
seconded. Motion passed.
7. The seventh item of business was discussion on use of provisional until we hire a person.
Provisionals were brought on in May, it will take 1-2 months to hire. This time is within the 4 months
allowed for Provisionals. Chris Volk argued Union gets to bargain under CBA temp, Assistant Chief
Chiavaras argues Temp is not applicable now. Rule does not state when provisional are termed
only hired. Rule was read.
a. Commissioner Pitzer stated that the intent is to allow Provisionals to stay on until positions
are filled or 4 months, whichever is shorter. Commissioner Drumhiller seconded. All
agreed.
Commissioner Hodge adjourned the meeting at 9:15 AM.

OFFICIAL FORMAL COMPLAINT
I, Zachariah R. Hubbard, hereby announce this document as my formal complaint to the Civil
Service Secretary, Civil Service Commission and all entities or people associated with the hiring
process involving the City of Pullman Fire Department. I am requesting a formal review of civil
service rules and an investigation into the matter as to why my application was rejected. This
document will outline the situation as listed below.
On July 16th of 2025, I was informed via email that I had come in as the number one firefighter
on the lateral list for the Pullman Fire Department which would be valid for 1 year from its
certification. I ultimately was not offered a formal spot with the last round of hiring for the
Pullman Fire Department; However, the list was still active. Fast forward to March 2nd of 2026,
(229 days since the certification of the list) I received notification that Pullman Fire Department
was taking applications for Lateral firefighters due to the recent departure of 4 members.
Wishing to get clarification, I sent an email to Heidi Pederson on March 2nd, 2026, at 2:41 pm
asking if the current eligibility list was still active or if I needed to apply again as I did not want to
miss out on the employment opportunity. At 2:43pm on March 2nd, 2026, Heidi Pederson
informed me that the list was no longer valid per Civil service rules and recommended that if I
would like to be considered eligible for the next round that I would need to re-apply. I had some
issues regarding 3rd party testing and reached out to Heidi Pederson via phone call and email
exchanges to ensure my application had been received and on April 12th of 2026, I received an
email from Heidi Pederson that my application was received in the lateral firefighter queue on
Public safety testing, I was all set and that she would be in touch with me regarding interviews
set at the established time frame of April 27th, 2026 to May 8th, 2026. Since that email
exchange on April 12th of 2026, I had not been contacted in any manner by anybody from civil
service regarding an interview date or time. Being concerned that something may have
happened or that the interview time frame had changed and I wasn’t informed, I reached out
myself. On May 6th, 2026 I sent an email to Heidi Pederson asking if something had changed
and on May 6th, 2026 I received an email from Heidi Pederson informing me that since I had
interviewed the last round and it has not been full year since that last round I was unable to
partake in this round of interviews. After taking some time to review rules of civil service and civil
service minuets, On May 19th, 2026 i had sent an email off to Heidi Pederson requesting
clarification to what rule was utilized in the determination that I was not eligible to interview, I
gave over 48 hours for a response and have not received any response.
According to the rules of Civil service titled “Rejection of Applicants” stated in “CSC
Rules-Adopted March 2026” on page 16 of 36 the document states:
Section 1. Rejection of Applicants. The Civil Service Commission may refuse to accept an
application, after acceptance may reject an application, after examination may disqualify a
successful applicant, or remove the name of a successful applicant from an eligibility list
whenever the applicant:
1) Is found to lack any of the minimum prerequisites established for the class or position.
2) Is found to be physically, mentally, or emotionally unable to perform the essential job
functions with or without a reasonable accommodation.

3) Has made a false statement of material fact in his/her application or has practiced fraud or
deception in securing eligibility.
4) Has previously been dismissed or has resigned in lieu of discharge from any private or public
service for delinquency, misconduct, or inability to perform similar work, any other such cause,
or has violated any of these regulations.
5) Has not met the requirements of R.C.W. 41.08.070 or R.C.W. 41.12.070.
6) Has failed after due notification to appear at the time and place designated for the
examination.
As stated earlier, I am requesting formal investigation as to why I was denied the ability to
interview when the reason stated does not exist within the rules that have been adopted by the
civil service commission.
There will be a physical copy of this complaint mailed as well
