MINUTES
1. Call to order and declaration of a quorum present.
Mayor/Chairman Cox called the meeting to order and declared a quorum to be present at 12:00
p.m. (Noon).
2. Roll Call.
Roll call was conducted by City Clerk/Secretary, Dorothy Kennedy, with the following results:
Councilmen/Trustee present: Danny Jacobs, Graham Fishburn, Theda Engert, Jay Tate,
Ted Cox
Councilman/Trustee absent: None
Staff present: Dale Bunn, Victor Lohn, Dorothy Kennedy, Michael Minor
Counsel: Ted Haxel
3. Pledge of Allegiance.
Mayor/Chairman Cox led the Pledge of Allegiance.
Councilman/Trustee Fishburn offered the invocation.
4. Welcome.
Mayor/Chairman Cox welcomed those present.
5. Discussion of the Mayor’s update on the sale of the Hospital Bonds.
Mayor Cox reported that he was able to watch the bonds being sold. All bonds were sold and the
money will be available June 30, 2020. Because of the interest and offers on the bonds they were
able to lower the interest on both 2035 bond and 2040 bond.
He reported we started with a larger bond but our rating was Triple B plus. By lower the bond
amount slightly our rate was adjusted to A-. The rate adjustment was significant when going to
market. Bonds maturing in 2035 and 2040 were reduced five bases points. The savings will be
over $700,000 over the life of the bond. Mr. Bunn added that the rate adjustment saved $2.8M as
well
Mayor Cox reported that Purcell is the only municipality to Sales Tax Bonds after the Covid
Emergency.
6. Discussion and possible action to award contract for the Pierce/Harrison Sanitary Sewer
Rehab from bids received.
Mr. Kenny Sullivan was present to review the bid and make a recommendation. He advised this
is a project that has been postponed a couple of years. The existing sewer line is six inch PVC
thin wall. It has root intrusion and likely has collapsed areas. The project is pipe bursting from
the easement of 9th between Pierce and Harrison.
He explained it was bid in two parts a base bid and a bid alternate. The alternate was due to some
problems in obtaining easements and has since been solved. The two lowest bids are very close
with only approximately $500 different.
Mr. Sullivan made the recommendation to approve base bid and bid alternate for Urban
Contracting in the amount of $110,025.
Councilman/Trustee Jacobs made a motion second by Councilwoman/Trustee Engert to award
contract for the Pierce/Harrison Sanitary Sewer Rehab to Urban Contractors for base and alternate
bid in the amount of $110,025.

7. Discussion and possible action to approve the 2020-2021 Agreement for Library Services,
Facilities and Maintenance.
Councilman/Trustees Fishburn made a motion second by Councilman/Trustees Jacobs to approve
the 2020-2021 Agreement for Library Services, Facilities and Maintenance.
Yes: Fishburn, Jacobs, Engert, Tate, Cox No: None Absent: None
8. Adjourn.
Mayor/Chairman Cox declared the meeting to be adjourned at 12:15 p.m.
