Purcell Public Works Authority Agenda 11-04-2024 AGENDA PURCELL PUBLIC WORKS AUTHORITY REGULAR MEETING NOVEMBER 4, 2024, at 6:00 P.M. IN THE COMMUNITY ROOM OF THE POLICE SERVICE BUILDING 1515 N. GREEN AVENUE THE PURCELL PUBLIC WORKS AUTHORITY, PURCELL, OKLAHOMA, WILL HOLD A REGULAR MEETING AT THE TIME AND PLACE STATED ABOVE. THE FOLLOWING BUSINESS WILL BE CONDUCTED. THE TRUSTEES MAY DISCUSS, VOTE TO APPROVE, VOTE TO DISAPPROVE, VOTE TO TABLE, VOTE TO AMEND, OR DECIDE NOT TO VOTE ON ANY ITEM ON THIS AGENDA. 1. Call to order and declaration of a quorum present. 2. Roll Call 3. Approval of the Consent Agenda: All items listed under the Consent Agenda are deemed to be non-controversial and routine in nature by the governing body. They will be approved by one motion of the governing body. The items on the Consent Agenda WILL NOT be discussed. Any member of the governing body desiring to discuss an item on the Consent Agenda may request it be removed from the Consent Agenda and placed in its proper order on the regular agenda for consideration. a. Approval of claims as presented in the Council Expense Report in the amount of $1,077,746.09. b. Approval of the claims from the Water Impact Fee Fund as presented in the Council Expense Report in the amount of $132,181.00. c. Approval of payment of Golf Claims as presented in the Council Expense Report in the amount of $67,196.29. d. Approval of estimated payroll in the amount of $295,000.00. e. Approval of the Treasurer’s September 2024 Financial Report. f. Approval of October 22, 2024 Special Meeting Minutes. g. Approval of South Brook Phase 1 voucher rebates: a. Lot Eleven (11), Block Six (6) in the sum of $2,192.18; and b. Lot Five (5), Block Seven (7) in the sum of $2192.18. 4. Discussion and possible action on items removed from the consent agenda. 5. Discussion and possible action to approve additional compensation to Chief Bobby Elmore for his added responsibilities as Interim City Manager Presentation of Purcell Municipal Hospital Quarterly Report. 6. EXECUTIVE SESSION: DISCUSSION AND CONSIDERATION TO ENTER EXECUTIVE SESSION TO BE HELD IN ACCORDANCE WITH 25 O.S. 307 § (B) (1) and 25 O.S. 307 § (B) (3) 25 O.S. 307§ (B) (4) a. Discussion consideration and possible action concerning the employment, hiring, appointment, promotion, demotion, discipline or resignation of City Manager and City Treasurer in accordance with 25 O.S. 307 § (B) (1). b. Discussion, consideration and possible action concerning the purchase or appraisal of real property in accordance with 25 O.S. 307 § (B) (3). c. Discussion, consideration and possible action concerning confidential communications between the City of Purcell/Purcell Public Works Authority concerning a pending investigation, claim, or action if the City of Purcell/Purcell Public Works Authority determines that disclosure will seriously impair the ability of the City of Purcell/Purcell Public Works Authority to process the claim or conduct a pending investigation, litigation, or proceeding in the public interest in accordance with 25 O.S. 307§ (B) (4) . 8. Discussion and possible action regarding a contract with a third-party accounting firm to provide the services of the Purcell Public Works Authority Treasurer on an interim basis and until a new Purcell Public Works Authority Treasurer is hired. 11.
