BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – JUNE 6, 2022 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Diane Hastings, Brian Braightmeyer, Cheryl Bowman and Gerald Hassel. Mayor Anthony Cavallaro, Borough Manager Scott Peiffer and Chief Rick Beighley were also in attendance. PUBLIC COMMENT: Beth Proffit from Econ Refuse Service spoke on the noise/trash collection complaints that the Borough received and explained the reasons for earlier collection times. Streets/Infrastructure/Parks Committee will review the Noise Ordinance and make a recommendation after their 6/14/22 meeting. APPROVAL OF MINUTES - REGULAR MEETING – MAY 2, 2022: It was moved by Councilwoman Bowman and seconded by Councilwoman Hastings that the minutes of the May 2, 2022 Regular Meeting be approved. The motion passed. MANAGER’S REPORT: Fire Police Assistance Request: A motion to approve the request for Fire Police assistance for student pick-up traffic control at Smith Middle School on June 7, 2022 was made by Councilwoman Noel and seconded by Councilman Braightmeyer. The motion passed unanimously. Ordinance No. 436 Amendment: A motion to move forward with advertising the proposed amendment following the timeline to implement once adopted (January 1, 2023) was made by Councilwoman Bowman and seconded by Councilwoman Noel. The motion passed unanimously. Resolution 2022-05 – Zoning and Permit Fees: A motion to adopt Resolution 2022-05 increasing certain zoning and permit fees was made by Councilman Braightmeyer and seconded by Councilman Hassel. The motion passed unanimously. Quarryville Borough/Quarryville Borough Authority Subrecipient Agreement: A motion to approve the subrecipient agreement with the Borough Authority in the amount of $100,000 for the Maple Avenue Water Line Project was made by Councilwoman Noel and seconded by Councilwoman Hastings. The motion passed unanimously. Quarryville Borough Council Meeting Minutes – June 6, 2022  Resolution 2022-06 - Sale of Surplus Items: A motion to adopt Resolution 2022-06 authorizing the sale of a 2008 GMC Tool Body Truck and miscellaneous items was made by Councilwoman Bowman and seconded by Councilwoman Hastings. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – May 31, 2022: Council received the financial report and the bills for May 2022. It was moved by Councilman Braightmeyer and seconded by Councilwoman Noel that the financial report be received and the monthly bills for May in the amount of $106,351.57 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for May 2022. Chief Beighley gave a report on the companies that have met with him and have reviewed the existing security system. Chief Beighley introduced the recently hired part-time police officer, Mitchell Melot. ZONING OFFICER REPORT: Council accepted the May report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The minutes of the May 17, 2022 Authority meeting were reviewed by Council. Councilman Braightmeyer commented on the future drawdown testing at the Larkspur well. The testing may be completed by the fall of 2022. PLANNING COMMISSION: The May 16, 2022 Planning Commission meeting minutes were reviewed by Council. Councilwoman Hastings commented on the Planning Commission’s recommendation for approval for the Good’s Store petition for rezoning. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The minutes of the May 10, 2022 S/I/P meeting were reviewed by Council. Councilwoman Bowman commented on several items contained in the minutes. OLD BUSINESS: None NEW BUSINESS: Manager Peiffer reported that GMS is preparing to submit an ARLE grant application for technology upgrades to the Fourth St./Church St. signal. The Manager also reported on the 2022 Car Cruise held on June 4 at Memorial Park. Approximately 180 vehicles were displayed and the Borough received $930.00 in donations for park maintenance. The Manager reported that we have received 8 job applications and the committee will begin interviews. EXECUTIVE SESSION: At 7:58 PM, Council President Joy Kemper called for a motion to enter into Executive Session for Personnel matters. Councilwoman Hastings offered that motion and Councilman Braightmeyer seconded the motion. The motion passed unanimously. ADJOURNMENT: At 8:18 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the meeting be adjourned.
