BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
REGULAR MEETING – OCTOBER 2, 2023
Borough Council held its Regular Meeting on the above date at 7:00 PM at the
Municipal Building. Council President Joy Kemper called the meeting to order
with the following persons present: Council Members Diane Hastings, Susan Noel,
Cheryl Bowman and Gerald Hassel. Mayor Anthony Cavallaro, Chief Rick
Beighley and Borough Manager Scott Peiffer were also in attendance.
Councilman Braightmeyer and Councilman Kreider were absent.
PUBLIC COMMENT: Stella McComsey of 200 South Hess Street questioned
Council on Borough Council members raising the issue of receiving pay for their
service as members of Council. She felt that it would be a burden on taxpayers.
Councilwoman Bowman responded that she had obtained information
regarding Council pay at a recent seminar. A brief discussion followed with
opinions shared on the advantages and disadvantages of receiving payment
for serving on Borough Council.
APPROVAL OF MINUTES – SEPTEMBER 5, 2023 REGULAR MEETING: It was moved by
Councilwoman Hastings and seconded by Councilwoman Noel that the
minutes of the September 5, 2023 Regular meeting be approved. The motion
passed with Councilman Hassel abstaining due to absence.
APPROVAL OF MINUTES- SEPTEMBER 11, 2023 WORK SESSION: It was moved by
Councilwoman Noel and seconded by Councilwoman Hastings that the
minutes of the September 11, 2023 Work Session be approved. The motion
passed unanimously.
MANAGER’S REPORT:
Council Pay Issue: After a brief discussion, a motion to pursue an
Ordinance to approve payment for serving on Borough Council was
made by Councilwoman Bowman and seconded by Councilwoman
Hastings. The motion did not pass with Councilwoman Bowman casting a
Yes vote and Councilman Hassel, Councilwoman Hastings,
Councilwoman Noel and Council President Kemper all casting No votes.
Auditor Appointment: White/Rudy LLC from Elizabethtown and Hamilton &
Musser from Mechanicsburg were interviewed for the Borough auditor
position. President Kemper told Council that the interviews went well. After
discussion, White/Rudy was the preferred choice for the Borough’s
auditor. Council will wait for input from the Authority to see if they are in
agreement to retain White/Rudy as their auditor as well. A decision will
follow at the October 23, 2023 Council Work Session.

Trick or Treat Night Designation: Trick or Treat Night in the Borough will be
on October 31, 2023 from 6PM-8PM per Resolution 2021-05. The Quarryville
Fire Department will be hosting Trunk or Treat at Memorial Park on October
15, 2023 from 2PM-4PM. Borough Administration Staff will be taking part in
the event.
Police Car Replacement - LSA Application: After a discussion on aging
Car #10, Council agreed to move forward on the submission of an
application by GMS Funding Solutions to the Local Share Account
Program. GMS will provide a resolution for Council’s approval prior to the
November grant application deadline.
FINANCIAL REPORTS AND MONTHLY BILLS – SEPTEMBER 30, 2023: Council received
the financial report and the bills for September 2023. It was moved by
Councilwoman Hastings and seconded by Councilman Hassel that the financial
report be received and the monthly bills for September in the amount of
$143,655.92 be ratified. The motion was approved.
POLICE DEPARTMENT REPORT: Council received the Police Department Report of
Calls for Service for September 2023. Chief Beighley reported to Council that
the department will be taking part in the November Beards for Brothers
Campaign which raises funds for families of police officers affected by illness.
Councilwoman Noel requested that the administrative offices receive a
schedule for each month of officers on duty. Chief Beighley will supply
Adminstrative staff with a copy of the monthly schedule.
ZONING OFFICER REPORT: Council accepted the September report as submitted.
QUARRYVILLE BOROUGH AUTHORITY: The September 26, 2023 Regular Meeting
minutes were reviewed by Council.
PLANNING COMMISSION: The September Planning Commission meeting was
cancelled.
STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The September 12, 2023 meeting
minutes were reviewed by Council.
MAYORS REPORT: None
OLD BUSINESS: None
NEW BUSINESS: President Kemper read a letter of invitation from Great Rock
Wellness regarding discounted membership available to employees and
Council members. The Manager will relay information to the employees.

Budget Discussion: Council members discussed the 2024 proposed budget.
Council discussed and suggested preliminary numbers for the donation line
items. Non-uniform wages were discussed as well. It was decided to allow up to
4% raises determined by performance reviews at the discretion of the Borough
Manager, Maintenance Superintendent and Council.
After a brief discussion, it was decided to cancel the October 9, 2023 Work
Session but hold the October 23, 2023 Work Session. This will allow for the
proposed budget to be ready for approval to advertise as well as the decision
for the auditing firm to be voted on following input from the October 17, 2023
Borough Authority Meeting.
PUBLIC COMMENT: None
ADJOURNMENT: At 8:07 PM, Council President Kemper called for a motion to
adjourn. It was moved by Councilwoman Noel and seconded by
Councilwoman Bowman that the meeting be adjourned. The motion to adjourn
was unanimously approved.
