BOROUGH OF QUARRYVILLE – COUNCIL MINUTES WORK SESSION – JULY 8, 2024 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Brian Braightmeyer, James Kreider, Cheryl Bowman and Diane Hastings. Police Chief Erick Stone, Mayor Anthony Cavallaro and Borough Manager Scott Peiffer were also in attendance. Councilman Gerald Hassel was not in attendance. Pres. Kemper announced that Council held an Executive Session prior to the Regular Meeting that started at 6:15PM and adjourned at 6:50PM regarding personnel matters. Borough Council recognized members and leaders of Boy Scout Troop/Pack 87 who led the flag retirement ceremony in Memorial Park on Flag Day this year. There were approximately four to five hundred flags retired. PUBLIC COMMENT: Sean Copper of 415 S. Hillcrest Avenue asked if National Night Out is being held this year. Councilwoman Hastings responded that it was canceled in the Borough due to lack of interest. Lori Lundy-Morrow of 503 Hollow Road, Quarryville, approached Council regarding holding Witness Music Festival in 2025. The Christian music festival has not been held for several years and they would like to hold it in Memorial Park on June 14, 2025. A motion to allow Witness Festival to be held in Memorial Park on June 14, 2025 was made by Councilman Braightmeyer and seconded by Councilwoman Bowman. The motion passed unanimously. APPROVAL OF MINUTES – JUNE 3, 2024 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the minutes of the June 3, 2024 Regular Meeting be approved. The motion passed with Councilwoman Bowman abstaining. APPROVAL OF MINUTES – JUNE 10, 2024 COUNCIL WORK SESSION: It was moved by Councilwoman Noel and seconded by Councilwoman Hastings to correct the motion regarding the dog park to state: “to move forward with planning, fundraising and annual estimated costs of a dog park in Memorial Park with the condition that rules for the dog park are created by the committee and reviewed by the solicitor, insurance carrier and the zoning officer prior to commencing construction”. The motion passed unanimously. It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the minutes of the June 10, 2024 Council Work Session be approved as corrected. The motion passed unanimously. A motion to have Borough Council review the proposed dog park rules was made by Councilman Braightmeyer and seconded by Councilwoman Hastings. The motion passed unanimously. Quarryville Borough Council Meeting Minutes July 8, 2024 MANAGER’S REPORT: Social Media Informational Sessions: A motion to have the Borough Manager create short informational videos to post online bi-weekly was made by Councilman Braightmeyer and seconded by Councilman Kreider. The motion passed unanimously. Stormwater Management Agreement: A motion to approve a small project stormwater management agreement for John and Patricia Quinn of 216 Maple Avenue was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Additional Engineering Fees for West End Intersection Project: A motion to approve additional engineering fees in the amount of $20,000.00 for Traffic Planning and Design was made by Councilwoman Noel and seconded by Councilwoman Bowman. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – JUNE 30, 2024: Council received the financial report and the bills for June 2024. It was moved by Councilman Braightmeyer and seconded by Councilwoman Hastings that the financial report be received and the monthly bills for June in the amount of $98,047.60 be ratified. The motion was approved unanimously. POLICE DEPARTMENT REPORT: Chief Stone gave the activity report for June. Chief Stone reported that the department policy review and updates are complete. Comment/Complaint forms have been created and are now available on the Crimewatch site. Chief Stone also updated Council on the PennDOT reimbursement policy to cover for wages for special details. ZONING OFFICER REPORT: Council accepted the June report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The June 18, 2024 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The June 17, 2024 Regular Meeting was canceled. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The June 11, 2024 meeting was canceled. MAYORS REPORT: None OLD BUSINESS: None Quarryville Borough Council Meeting Minutes –July 8, 2024 2 NEW BUSINESS: A motion to accept the resignation of Police Chief Richard Beighley II was made by Councilwoman Hastings and seconded by Councilman Braightmeyer. The motion passed unanimously. PUBLIC COMMENT: Councilwoman Bowman commented on several issues regarding the Mayor, Borough Council, the Police Department and social media. She encouraged unity and moving forward to serve the community. Devin Groff, 112 Northview Lane, commented on door-to-door solicitation in Quarry Ridge development, West End Intersection Project, Stoner-Wade Ford lot development and PennDOT police wage reimbursement. Sean Copper, 415 S. Hillcrest Avenue advised Council that he records meetings for his Facebook page and to reduce misinformation in the community. EXECUTIVE SESSION: At 7:47 PM, a motion to enter into Executive Session for personnel matters regarding the Borough Manager was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. RETURN TO REGULAR SESSION: Council returned to Regular Session at 8:26PM. ADJOURNMENT: At 8:28 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the meeting be adjourned. The motion to adjourn was unanimously approved.
