BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – SEPTEMBER 3, 2024 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Brian Braightmeyer, James Kreider, Gerald Hassel and Diane Hastings. Mayor Anthony Cavallaro, Police Chief Erick Stone and Borough Manager Scott Peiffer were also in attendance. Cheryl Bowman was not in attendance. PUBLIC COMMENT: Parker Boos, 206 St. Catherine Street, was introduced to the Council. Parker took the pledge as the new Junior Council Person. Sarah Bower and Manny Martinez, representing the Quarryville Library thanked Council for their support and distributed the 2024 municipal support packet to members of Council. Mike and Rachel Ward gave an update on the proposed dog park. The committee has been working on parking, stormwater management and fundraising. Rachel updated the Council on the various fundraising efforts underway. APPROVAL OF MINUTES – AUGUST 5, 2024 COUNCIL REGULAR MEETING: It was moved by Councilwoman Noel and seconded by Councilman Kreider that the minutes of the August 5, 2024 Council Regular Meeting be approved. The motion passed unanimously. MANAGER’S REPORT: Hidden Valley Line of Credit Reduction Request #7: A motion to grant the line of credit reduction request #7 was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed with Councilman Braightmeyer abstaining. 2025 Non-Uniform and Uniform Pension Minimum Municipal Obligation (MMO) Approvals: A motion to approve the 2025 MMOs was made by Councilwoman Noel and seconded by Councilman Braightmeyer. The motion passed unanimously. Public Works HVAC Installation Proposal: A motion to award the contract to install a ductless heating and cooling system in the Maintenance Superintendent’s office and the Employee Breakroom to Martin Heating and Cooling in the amount of $6,995.00 was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed with Councilman Braightmeyer abstaining. Street Closure Approval: A request for street closure on North Summit Avenue to hold a block party on October 5, 2024 was granted on a motion by Councilwoman Noel and seconded by Councilman Braightmeyer. The motion passed unanimously. Quarryville Borough Council Meeting Minutes September 3, 2024 Employee Anniversary Observation: Public Works employees were honored for their years of service and presented a small token of appreciation. Maintenance Superintendent William Lamparter was honored for 30 years of service to the Borough and its residents. Wastewater Treatment Plant Operator Clint Herr was honored for 25 years of service to the Borough and its residents. Fire Police Requests: The following requests were received for traffic assistance: Strasburg Halloween Parade to be held on October 24, 2024, Covenanter Scottish Festival to be held on September 7, 2024, Lancaster County Emergency Management Event to be held on September 10, 2024. A motion to grant all three requests was made by Councilwoman Hastings and seconded by Councilman Kreider Resolution 2024-08: A motion to approve Resolution 2024-08, authorizing a fee of $20.00 for fingerprinting non-residents was made by Councilwoman Noel and seconded by Councilman Kreider. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – AUGUST 31, 2024: Council received the financial report and the bills for August 2024. It was moved by Councilwoman Noel and seconded by Councilwoman Hastings that the financial report be received and the monthly bills for July in the amount of $148,298.74 be ratified. The motion passed unanimously. POLICE DEPARTMENT REPORT: Chief Stone gave the activity report for August, highlighting some of the calls for the month. ZONING OFFICER REPORT: Council accepted the August report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The August 20, 2024 meeting minutes were reviewed by Council. PLANNING COMMISSION: The August 19, 2024 Meeting was canceled. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The August 13, 2024 meeting was canceled. MAYORS REPORT: None OLD BUSINESS: None NEW BUSINESS: The Administrative Assistant job posting was approved with the correction to add “assist the Authority Manager” along with the Borough Manager. The job will be advertised in LNP, The Chronicle, Advertiser, Borough website and the Borough Facebook page. The Manager will check on the website Indeed to see if there is a cost for posting. A motion to post the job opening for 2 weeks was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Quarryville Borough Council Meeting Minutes –September 3, 2024 2 PUBLIC COMMENT: Gina Caldwell, of Nottingham, spoke on an incident at last year’s Solanco Fair involving her family and Officer Burns. She encouraged the Chief to remind officers that during the Solanco Fair, they represent the community. Ms. Caldwell also relayed some concerns she had with Mayor Cavallaro. ADJOURNMENT: At 7:38 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilman Braightmeyer and seconded by Councilman Kreider that the meeting be adjourned.
