BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
REGULAR MEETING – OCTOBER 7, 2024
Borough Council held its Regular Meeting on the above date at 7:00 PM at the
Municipal Building. Council President Joy Kemper called the meeting to order
with the following persons present: Council Members Brian Braightmeyer, Gerald
Hassel and Diane Hastings. Mayor Anthony Cavallaro, Police Chief Erick Stone,
JCP Parker Boos and Borough Manager Scott Peiffer were also in attendance.
Cheryl Bowman, James Kreider and Susan Noel were not in attendance.
PUBLIC COMMENT: None
APPROVAL OF MINUTES – SEPTEMBER 3, 2024 COUNCIL REGULAR MEETING: It was
moved by Councilman Braightmeyer and seconded by Councilwoman Hastings
that the minutes of the September 3, 2024 Council Regular Meeting be
approved. The motion passed unanimously.
APPROVAL OF MINUTES- SEPTEMBER 9, 2024 COUNCIL WORK SESSION : It was
moved by Councilwoman Hastings and seconded by Councilman Hassel that
the minutes of the September 9, 2024 Council Work Session be approved. The
motion passed unanimously.
MANAGER’S REPORT:
Hidden Valley Line of Credit Reduction Request #8: A motion to grant the
line of credit reduction request #8 in the amount of $15,607.00 was made
by Councilwoman Hastings and seconded by Councilman Hassel. The
motion passed with Councilman Braightmeyer abstaining.
Officer Aaron Haun Resignation: A motion to accept the resignation of
Officer Aaron Haun effective September 29, 2024 was made by
Councilwoman Hastings and seconded by Councilman Hassel. The
motion passed unanimously. Chief Stone complimented Officer Haun on
a job well done during his employment with the Borough.
Officer Mitchell Melot Resignation: A motion to accept the resignation of
Officer Mitchell Melot effective October 9, 2024 was made by
Councilman Braightmeyer and seconded by Councilman Hassel. The
motion passed unanimously. Chief Stone complimented Officer Melot on
a job well done during his employment with the Borough.
Resolution 2024-09 Police Pension Contributions Waiver: A motion to pass
Resolution 2024-09, waiving contributions from police officers to the
pension plan, was made by Councilwoman Hastings and seconded by
Councilman Hassel. The motion passed unanimously.

415 West Fourth Street Improvement Agreement: This agreement is part of
the West End Intersection Project. It allows our contractor to remove a
portion of the former showroom building at Stoner-Wade Ford to allow for
the construction of the turning lane. The agreement allows the contractor
to seal the remaining portion of the building without doing finish
construction (windows, doors, finish siding, etc.). If the property is not
developed as a convenience store (entire structure demolished) and the
structures are to be leased to a business, then the Borough would have to
finish the building in a suitable state as to conduct business. A motion to
accept the agreement was made by Councilman Braightmeyer and
seconded by Councilwoman Hastings. The motion passed unanimously.
Councilman Braightmeyer expressed concerns over timing of the
demolition in regard to the project schedule.
Mid-Year Transfer of Funds: A motion to transfer $155,000.00 from General
Fund Savings to General Capital Reserve Savings was made by
Councilwoman Hastings and seconded by Councilman Hassel. The
motion passed unanimously.
Maintenance Agreement - Northview Lane - Providence Township: A
motion to approve a new 5-year maintenance agreement for the section
of Northview Lane that is in Providence Township in the amount of $900.00
per year was made by Councilman Braightmeyer and seconded by
Councilman Hassel. The motion passed unanimously.
FINANCIAL REPORTS AND MONTHLY BILLS – SEPTEMBER 30, 2024: Council received
the financial report and the bills for September 2024. It was moved by
Councilwoman Hastings and seconded by Councilman Hassel that the financial
report be received and the monthly bills for September in the amount of
$150,457.33 be ratified. The motion passed unanimously.
POLICE DEPARTMENT REPORT: Chief Stone gave the activity report for
September, highlighting some of the calls for the month. Chief Stone also
reported that Beards for Brothers campaign will be in November. Chief Stone
asked Council to begin consideration of a supervisor role in the department for
continuity of operations. After discussion regarding the Inaugural Task Force in
January, Council was in agreement that it was a worthy event to participate in.
Chief Stone reported on recruitment efforts recently in Delaware County.
ZONING OFFICER REPORT: Council accepted the September report as submitted.
QUARRYVILLE BOROUGH AUTHORITY: The September 17, 2024 meeting minutes
were reviewed by Council.
PLANNING COMMISSION: The September 16, 2024 meeting minutes were
reviewed by Council.

STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The September 10, 2024 meeting
was canceled.
MAYORS REPORT: None
OLD BUSINESS: None
NEW BUSINESS: None
PUBLIC COMMENT: None
EXECUTIVE SESSION: At 7:26 PM, a motion to enter into Executive Session for
personnel matters regarding the pay scale for the new Administrative Assistant
to be hired was made by Councilwoman Hastings and seconded by
Councilman Braightmeyer. The motion passed unanimously.
RETURN TO REGULAR SESSION: Council returned to Regular Session at 7:40 PM.
ADJOURNMENT: At 7:41 PM, Council President Kemper called for a motion to
adjourn. It was moved by Councilwoman Hastings and seconded by
Councilman Hassel that the meeting be adjourned. The motion to adjourn was
unanimously approved.
