BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
REGULAR MEETING – DECEMBER 2, 2024
Borough Council held its Regular Meeting on the above date at 7:00 PM at the
Municipal Building. Council President Joy Kemper called the meeting to order
with the following persons present: Council Members Brian Braightmeyer, Cheryl
Bowman, Susan Noel, James Kreider and Diane Hastings and Borough Manager
Scott Peiffer. Councilman Gerald Hassel, Junior Council Person Parker Boos,
Chief Erick Stone and Mayor Cavallaro were not in attendance.
PUBLIC COMMENT: Sean Copper, 415 S. Hillcrest Avenue, spoke on some police
department issues that he was concerned about. His concerns were about
recent resignations in the department.
APPROVAL OF MINUTES – NOVEMBER 4, 2024 COUNCIL REGULAR MEETING: It was
moved by Councilman Braightmeyer and seconded by Councilwoman Noel
that the minutes of the November 4, 2024 Council Regular Meeting be
approved. The motion passed with Councilwoman Bowman abstaining.
APPROVAL OF MINUTES - NOVEMBER 11, 2024 COUNCIL WORK SESSION: It was
moved by Councilwoman Hastings and seconded by Councilman Kreider that
the minutes of the November 11, 2024 Council Work Session be approved. The
motion passed with Councilwoman Noel abstaining.
MANAGER’S REPORT:
Proposed 2025 Meeting Schedule: The 2025 meeting schedule was
reviewed by Council. A motion to adopt the 2025 meeting schedule and
advertise appropriately was made by Councilwoman Noel and seconded
by Councilman Kreider. The motion passed unanimously.
Ordinance No. 56 - Amendment to Park Rules - Dog Park: A motion to
adopt Ordinance No. 456, amending the Park Rules to include specific
dog park rules, was made by Councilwoman Noel and seconded by
Councilman Kreider. The motion passed unanimously.
Employee Gift Cards: A motion to purchase $75.00 Good’s Store gift cards
for all borough employees was made by Councilwoman Hastings and
seconded by Councilman Braightmeyer. The motion passed unanimously.
Christmas Tree Recycling: The Christmas tree recycling program will take
place again this year with the help of Eden Township and space for drop
off provided by SECA. A motion to proceed with the Christmas Tree
Recycling Program was made by Councilman Braightmeyer and
seconded by Councilwoman Noel. The motion passed unanimously.

Final 2025 Budget Approval: A motion to adopt the 2025 budget was
made by Councilwoman Hastings and seconded by Councilwoman Noel.
The motion passed unanimously.
Resolution 2024-11 - Appointments and Reappointments: A motion to
adopt Resolution 2024-11 for the following reappointments to the following
boards and commissions: John Chase and Donald Evans to the Planning
Commission (4-year term), Roger Smith to the Vacancy Board (1-year
term), Brad Groff to the Borough Authority (5-year term), Brett Miller to the
Zoning Hearing Board (3-year term) and Ken Yost to the Civil Service
Commission was made by Councilwoman Noel and seconded by
Councilman Kreider. The motion passed unanimously.
Resolution 2024-12 - Real Estate Tax Levy: A motion to adopt Resolution
2024-12 setting the 2025 the real estate tax rate at the current 4.88 mills
was made by Councilwoman Hastings and seconded by Councilman
Kreider. The motion passed unanimously.
Borough Manager Contract Approval: A motion to accept the
employment contractor for Borough Manager Scott Peiffer for 2025 was
made by Councilwoman Hastings and seconded by Councilman
Braightmeyer. The motion passed unanimously.
Eden Township (Enola Low Grade Trail) Police Coverage Discussion: The
Borough Manager briefed Council on a recent meeting with Eden
Township regarding their request for information and pricing on the
possibility of entering into an intermunicipal agreement for police
coverage of the Bushong Road Access and possibly the Eden Township
section of the trail. Council instructed the Police Committee and
Manager to continue the discussion with the Township regarding an
agreement.
West Coast 711s-Right-of-Way/Easement Payment Approval: A motion to
authorize the President of Council to execute the Agreement with West
Coast 711s concerning the granting of the easement required for the
West Fourth Street/West State Street Project and to comply with the
provisions of the Agreement after receipt of a full executed Agreement
and upon notification that West Coast 711s has forwarded the executed
Agreement Providing for Grant of Easements to the Borough was made
by Councilwoman Noel and seconded by Councilwoman Hastings. The
motion passed unanimously.
Weaver Properties Right-of-Way/Easement Payment Approval: This item
was tabled.
Burn Ban: A motion to rescind the burn ban effective immediately was
made by Councilwoman Hastings and seconded by Councilman Kreider.
The motion passed unanimously.

Police Services Agreement Renewal-East Drumore Township: A motion to
renew the intermunicipal agreement providing police services to
Townsedge Mall areas located in East Drumore Township at a cost of
$19,800.00 per year was made by Councilwoman Noel and seconded by
Councilwoman Bowman. The motion passed unanimously.
Mitchell Lot Add-On Plan Extension Request: A motion to accept/grant a
90-day extension for Borough Council to act on the plan known as the
Mitchell Lot Add-on Plan was made by Councilman Braightmeyer and
seconded by Councilwoman Hastings. The motion passed unanimously.
FINANCIAL REPORTS AND MONTHLY BILLS – NOVEMBER 30, 2024: Council received
the financial report and the bills for November 2024. It was moved by
Councilwoman Bowman and seconded by Councilwoman Noel that the
financial report be received and the monthly bills for November in the amount
of $271,039.82 be ratified. The motion passed unanimously.
POLICE DEPARTMENT REPORT: The police report from November was submitted
by Chief Stone for review.
ZONING OFFICER REPORT: Council accepted the November report as submitted.
QUARRYVILLE BOROUGH AUTHORITY: The November 19, 2024 meeting minutes
were reviewed by Council.
PLANNING COMMISSION: The November 18, 2024 meeting minutes were
reviewed by Council. Councilwoman Hastings announced that the December
16, 2024 meeting will be about the Convenience Store Zoning Amendment.
STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The November 12, 2024 meeting
was canceled.
MAYORS REPORT: None
OLD BUSINESS: Councilwoman Noel gave an update on the Dog Park. The
committee has received a large donation fulfilling much of the funding needed
for the construction of the park.
NEW BUSINESS: None

PUBLIC COMMENT: Ken Yost, 117 Northview Lane, suggested checking with other
neighboring municipalities regarding price structure for intermunicipal
agreements. He also questioned whether the Authority will be flushing the water
system after the standpipe renovation is complete.
Arizona Sharp, 16 East Second Street, represented several Boy Scouts in
attendance who were working on their Citizenship in Community merit badge.
ADJOURNMENT: At 7:29 PM, Council President Kemper called for a motion to
adjourn. It was moved by Councilwoman Bowman and seconded by
Councilman Kreider that the meeting be adjourned. The motion to adjourn was
unanimously approved.
