The “New River ” City 10 Robertson St. October 17, 2012 Radford, Virginia Meeting Number 7 of Radford City Council, F.Y. 2012-2013 The special meeting of the Radford City Council was convened at 5:00 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was present and presiding. Other members of City Council present were Mr. Tim Cox, Dr. Richard Harshberger, Mr. Keith Marshall, and Mr. Robert Nicholson III. Others present were as follows: Mr. David Ridpath, City Manager Ms. Melissa Skelton, City Clerk Mr. Donald Goodman, Chief of Police Mrs. Gail Cook-DeVilbiss, City Attorney Mr. Basil Edwards, Economic Director Mrs. Patricia Cox, Finance Director Mr. James Hurt, City Engineer NEW BUSINESS SUBJECT: Ordinance 1642: Financing Agreement Second Avenue Transportation Enhancement Project SUMMARY: Mr. Hurt and Jay McGuire, Project Engineer for Anderson & Associates, provided background information along with the bidding process on the proposed Second Avenue Transportation Enhancement project. Mr. Ridpath reviewed the financing for the project with City Council Mrs. Gail Cook DeVilbiss, went over the proposed Ordinance 1642. ACTION: Mr. Cox made a motion to approve Ordinance 1642 providing for the issuance, sale and award of a general obligation bond, series 2012, of the City of Radford, Virginia, to finance the design, acquisition, construction, extension, widening, paving and improving of City of Radford streets and related facilities, including sidewalks, lights, electric lines and water lines and providing for the form, details and payment thereof, seconded by Dr. Harshberger VOTE: Mr. Cox: Yes Dr. Harshberger: Yes Mr. Marshall: No Mr. Nicholson: Yes Mayor Brown: Yes Mr. Nicholson made a motion to authorize staff to pursue additional revenue sharing funds with VDOT, seconded by Mr. Cox.
