The Mayor of the City, Dr. Bruce Brown, was present and presiding. Other members of City Council present were Mr. Cox, Dr. Richard Harshberger, Mr. Keith Marshall, and Mr. Robert Nicholson III. MINUTES APPROVAL: On a motion by Dr. Harshberger, seconded by Mr. Nicholson that the minutes of October 22, 2012 were approved with minor corrections. The Proclamation recognizes their successes by proclaiming the month of December, 2012 as “Radford Bobcat Cross Country Month” CITY OF RADFORD PROCLAMATION WHEREAS, the 2012 Radford High School Boys Varsity Cross Country Team was made up of: Walker Mogen Ryan Johnson Andrew Vaccaro Sam Mogen Cole Schafer Michael Mann Sam Van Noy Will Mann Adam Johnston Matt Turk Tyler Agnes Eli Lawrence Dean Colby Randolph Colby Jesse Harrell Head Coach: Mr. Michael Carrow Assistant Coach: Gary Collier WHEREAS, the RHS Cross Country Team showed endurance and perseverance while competing in several meets throughout the cross country season, including a second place finish at the Maroon Tide Invitational and a fifth place finish at the Blue Demon Invitational; and WHEREAS, the team was victorious at the Three Rivers District Meet, in Pearisburg, beating second place Floyd County by more than 30 points. With Walker Mogen, Matt Turk, Adam Johnston, and Ryan Johnson all earning All- District Honors; and WHEREAS, the team also won the Region C Meet in Abington placing four runners in the top fifteen. With Walker Mogen, Matt Turk, Adam Johnston, and Ryan Johnson earning All-Region Honors; and  WHEREAS, Radford competed in the VHSL State Championships in Great Meadows, Virginia, finishing in first place and taking the Group A Championship. CITY OF RADFORD PROCLAMATION WHEREAS, the 2012 Radford University Women’s Soccer Team is made up of: Mary Wiley Caitlin Kick Julie Ruh’e Melissa Vogel Megan Rhodes Lauren Hicks Cate Weaver Asyia Mitchell Micaela Filsoof Torrie Jackson Kim Harkins Stephanie Herb Rachel Conway Sydney Golden Tyler Drake Annabel Bergin Sammie Trone Sahar Aflaki Krissia Vasquez Alayna Henby Caitlin Annear Lauren Markey Maddy Bisantz Torii Johnson Kara Nay Shannon Nasca Amanda McKee Sally Dillinger Lexy Eckerle Sierra Merkes Che’ Brown Head Coach: Ben Sohrabi Assistant Coach: Chris Barrett Athletic Trainer: Katlyn Joyner WHEREAS, the 2012 Radford Women’s Soccer enjoyed one of the most successful seasons in program history, and WHEREAS, the team set new Big South marks for tournament championships (5), single -season shutouts (14) undefeated streaks, which going into the NCAA Tournament was tied for the second longest active streak in the country, and WHEREAS, The Highlanders undefeated home season (8-0-2) was the first in Cupp Stadium history (2002-present), allowing just three goals in 10 home matches and ended the season with six straight shutouts and a 583:57 scoreless streak, and WHEREAS, the Highlanders won their second straight Big South Championship and third in five years, compiled undefeated home and league marks and set numerous school and league records, and WHEREAS, goalkeeper Che’ Brown’s 13 “clean sheets” broke the Big South record that was held since 1995, along with Radford University’s program record that was established in 1997. She also set the program’s career mark with 27 shutouts with one season to go in her career, and WHEREAS, Head Coach Ben Sohrabi won his fifth league tournament title, tying second among all Radford head coaches and the most among all Big South women’s soccer coaches. Sohrabi is already the league’s all-time winningest coach with an overall record of (175-130-32) and league regular season (74-44-18), WHEREAS, the team members served as excellent ambassadors for Radford University and the City of Radford, bringing honor to their school and the City as a whole, and Now Therefore, the Mayor and Council of the City of Radford do hereby proclaim the week of November 26, 2012 to be Radford University Women’s Soccer Week And urge the entire community to join them in showing our appreciation for their efforts, skills and successes. OLD BUSINESS SUBJECT: Consider Memorandum of Understanding with Main Street Radford SUMMARY: The City of Radford supports the operations of the Main Street program through a contribution based on the performance measures agreed to by both bodies in the annual “Memorandum of Understanding”. The contract includes promotions of local products, business and vacant properties, tourism support, development and execution of special events and coordination with other economic partners. ACTION: Mr. Nicholson made a motion to approve the extension of the Memorandum of Understanding, seconded by Dr. Harshberger. The consulting engineer, OWPR, Inc, has evaluated and designed a replacement unit. Bids were received from five companies. The low bid was received from Valley Boiler. ACTION: Dr. Harshberger made a motion, seconded by Mr. Marshall, to award the bid to Valley Boiler in the amount of $159,000 and authorize Mr. Ridpath to sign the contract. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 CITY MANAGER COMMENT: Mr. Ridpath shared that the City of Radford has once again received the GFOA Distinguished Budget Presentation award for its budget. Also, VDOT has notified us that the Second Avenue project has been approved and we are expecting to begin the project early 2013. The DG’s sports facility will begin moving forward again soon and still expect that it can be played on in late spring. He also wanted to publicly thank the Electric Department for their quick response and fix of a fiber optic line that broke and had power out on Main Street. And finally on behalf of the staff, we appreciate the continued support from Council for extra time off and bonuses. CITY COUNCIL COMMENTS: Mr. Nicholson wanted to take a moment to thank the Main Street Board, along with Doug Jackson for all their efforts. He reminded everyone of the upcoming parade on December 1st beginning at 4pm. Mayor Brown wanted to remind everyone that along with our recycling facility on 17th Street, there are additional facilities located at the Recreation Center and at the High School. He had noticed that the one on 17th Street is often overflowing and believes people forget about the others. He also shared how he would love to see in the back entrance of High School a Welcome to Title Town sign. Mayor Brown wished Rev. John McClandlish well, who has found another calling and hopes that New River Community Action will recognize you personally. We thank you for what you have done and know you are going to succeed. Finally, I know that Tracy Howard is not here, but wanted to recognize his leadership and how efficiently our elections are ran. If you saw on the news, other communities had people waiting for hours trying to cast their vote. We are blessed. Mr. Marshall made a motion to adjourn the meeting at 8:17, Seconded by Mr. Cox.
