Meeting Number 9 of Radford City Council, F.Y. 2013-2014
A workshop meeting of the Radford City Council was convened at 6:15 p.m. in Council
Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was
present and presiding. Other members of City Council present were Mr. Cox, Dr. Richard
Harshberger, Mr. Keith Marshall, and Mr. Robert Nicholson III.
Others present were as follows:
Mr. David Ridpath, City Manager
Ms. Melissa Skelton, City Clerk
Mr. Basil Edwards, Economic Developer
Mr. Donald Goodman, Chief of Police
Mrs. Patricia Cox, Finance Director
The following items were discussed during the workshop meeting:
Audit
The regular meeting of the Radford City Council was convened at 7:00 p.m. in Council
Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was
present and presiding. Other members of City Council present were Mr. Timothy Cox, Dr.
Richard Harshberger, Mr. Keith Marshall, and Mr. Robert Nicholson III.
Others present were as follows:
Mr. David Ridpath, City Manager
Ms. Melissa Skelton, City Clerk
Mrs. Gail Cook-DeVilbiss, City Attorney
Mr. Donald Goodman, Police Chief
Mr. Basil Edwards, Economic Developer
The news media was represented by Radford News Journal.
Following the Pledge of Allegiance, led by Mayor Brown, an invocation was pronounced by
Chaplin James Henegar.
MINUTE APPROVALS: On a motion by Mr. Nicholson, seconded by Mr. Marshall, that the
minutes of December 9, 2013 are approved as presented.

PUBLIC HEARING
SUBJECT: Rollover of encumbrances from FY 13 to FY 14
SUMMARY: A public hearing is required for the rollover of encumbrances
Mayor Brown opened the public hearing at 7:05 p.m.

CITIZENS COMMENTS:
Wolly Galla, Chamber President, informed Council that the Chambers is in the process of
working on their strategic plan along with setting their calendar of events for the upcoming year.
NEW BUSINESS
SUBJECT: Consider Appropriation Ordinance 1648.21: $5,411,871 Roll Over
Encumbrances
SUMMARY: Each year an Appropriation Ordinance is required to “carry over” funds related to
expenditures from the previous year.
ACTION: Mr. Cox made a motion, seconded by Dr. Harshberger, to place Appropriation
Ordinance 1648.21 on its first reading.

ACTION: Mr. Cox made a motion, seconded by Dr. Harshberger to dispense with the second

SUBJECT: Consider Appropriation Ordinance 1648.22: $127,000 Public Works Street
Program
SUMMARY: This appropriation will expand the asphalt overlay program for F.Y. 2014.
ACTION: Dr. Harshberger made a motion, seconded by Mr. Marshall, to place Appropriation
Ordinance 1648.22 on its first reading.

ACTION: Dr. Harshberger made a motion, seconded by Mr. Cox, to dispense with the second

SUBJECT: Consider Appropriation Ordinance 1648.23: $20,000 Veterans Field
SUMMARY: This appropriation will provide improvements to the existing field. The project
includes reducing the infield area, new backstop and netting. Radford City Schools will provide
50% of the funding.
ACTION: Mr. Marshall made a motion, seconded by Mr. Nicholson, to place Appropriation
Ordinance 1648.20 on its first reading.

CITY MANAGER COMMENT
Mr. Ridpath shared that last week’s weather has been challenging, the fluctuating freezing and
thawing causing water pipes to freeze and is more wear and tear on the streets.
He also mentioned that they are in the beginning phase of the budget development and will have
a schedule out to Council shortly. We are trying to wait a bit longer to have full picture of what
to expect from the State.
CITY COUNCIL COMMENTS:
Mayor Brown mentioned they had received a note from the Alderman’s thanking Council and
staff for the basket and well wishes for Kenny. He also shared that there was an interesting
article in today’s paper about the “Bristol Leaders welcome rail deal”. Clearly there is
momentum to move the passenger train from Roanoke, West and Radford would be ideal
location and what everyone is being coached to do is ride the bus. If you’re going to Roanoke or
to Lynchburg to get on train, the best way to bring that service to you is to use the vehicles of
mass transit that we have. I think it behooves us to make the public aware of this and to
encourage them to ride mass transit.
