The “New River ” City 10 Robertson St. February 10 , 201 4 Radford, Virginia Meeting Number 11 of Radford City Council, F.Y. 2013-2014 The regular meeting of the Radford City Council was convened at 7:00 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was present and presiding. Other members of City Council present were Mr. Timothy Cox, Dr. Richard Harshberger, Mr. Keith Marshall, and Mr. Robert Nicholson III. Others present were as follows: Mr. David Ridpath, City Manager Ms. Melissa Skelton, City Clerk Mrs. Gail Cook-DeVilbiss, City Attorney Mr. Donald Goodman, Police Chief Mr. Basil Edwards, Economic Developer Mrs. Jenni Wilder, Public Information Officer The news media was represented by Radford News Journal. Following the Pledge of Allegiance, led by Mayor Brown, an invocation was pronounced by Chaplin Jim Hanager. MINUTE APPROVALS: On a motion by Dr. Harshberger, seconded by Mr. Marshall, that the minutes of January 27, 2014 are approved as presented. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 RESOLUTION: SUBJECT: Radford Transit – Title VI SUMMARY: The resolution is needed to comply with the requirements of the FTA concerning Title VI of the Civil Rights Act. Mr. Nicholson asked if the requirements provided a conflict with the current transit provider. Mrs. DeVilbiss responded that they have been working with the provider and the provider asked the City to take the lead and establish the policy. ACTION: Mr. Cox made a motion, seconded by Mr. Nicholson, to approve the resolution and authorize Mayor Brown to sign and Melissa A. Skelton, City Clerk to attest. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 REPORT: Comprehensive Plan Update – Melissa Skelton, Community Developer SUMMARY: Ms. Skelton shared a progress report that the Sub-committees have been working to address land use, infrastructure, transportation and housing needs, goals and issues. CITIZENS COMMENTS: Chief Goodman shared some information regarding of a couple events that are coming up. The Polar Plunge is on February 15th at 11:30, located at Dudley’s landing; it will benefit the local Special Olympics chapter. This year our goal is to raise $50,000. He encouraged everyone to come out and laugh. Also, on February 18th the 6th session of the Citizens Police Academy begins. Wolly Gallo, Chamber President, shared with Council that an interview committee has been established to help with application process in hiring of the Director. He also mentioned that they were trying to get vendors from the Farmer’s Market to set up on April 5th for Steam train excursion and the regular season will start in May and run through October. He informed everyone that the Chambers office renovation is complete and are now open. NEW BUSINESS SUBJECT: Consider Appropriation Ordinance 1648.27: $14,485.81 for Police Department SUMMARY: The Police Department has received Asset Forfeiture funds from the State Attorney General. The funds will be used to purchase ammunition, training and equipment. ACTION: Mr. Marshall made a motion, seconded by Mr. Nicholson to place Appropriation Ordinance 1648.27 on its first reading. The reimbursement is tied to Library network use under the “E-Rate” program. Funds will be used to purchase books and subscriptions. ACTION: Dr. Harshberger made a motion, seconded by Mr. Cox, to place Appropriation Ordinance 1648.28 on its first reading. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 SUBJECT: Virginia Stormwater Management Act – Authorize application to the State of Virginia for MS4 permit. SUMMARY: The Virginia Department of Environmental Quality has classified Radford as a “small municipal separated storm sewer system” (MS4) that will now fall under the requirements of the Virginia Stormwater Management Act. The Act requires that the city file a State application for a permit to discharge stromwater from the City owned stormwater system. ACTION: Mr. Nicholson made a motion, seconded by Mr. Cox, to approve the permit application. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 SUBJECT: Virginia Stormwater Management Act – Approve Contract with Anderson & Associates to develop the permit and stormwater mapping SUMMARY: Outside assistance will be needed to coordinate the complexities of filing the permit, development of a stormwater management plan, as well as develop an accurate stormwater map. Anderson and Associates has worked with the City on its drainage system for over 40 years, and has the experience to complete all phases of the work and meet the requirements of the Virginia Stromwater Management Act. ACTION: Dr. Harshberger made a motion, seconded by Mr. Nicholson to approve the contract with Anderson & Associates to develop the permit and stormwater mapping. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 SUBJECT: Consider Appropriation Ordinance 1648.29: $28,000 for Virginia Stormwater Management Act permit and engineering services. SUMMARY: This appropriation will cover the cost of the permit and contract for professional services. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 CITY MANAGER COMMENT: Mr. Ridpath shared that he hopes spring comes sometime soon. We have had a busy winter and are expecting another snow storm this week. The storm appears to be substantial and our crews are prepared. The roads are getting pretty rough and there is no control, we are unable to get asphalt now so we are tarring and sealing the potholes. The Second Avenue project is moving forward with all the cold weather. The stormwater and utility poles are going up and hopefully the road will begin to take some shape and start to see the layout of the road. Mr. Cox asked if there is going to be a power interruption when the poles are set. Mr. Ridpath responded that we are not planning on any interruptions. Mr. Cox asked how we were doing with salt for the roads. Mr. Ridpath responded that we have a good stock and there is more available to us if needed. Mr. Ridpath also shared that the budget process has started and will be providing Council a schedule soon. CITY COUNCIL COMMENTS: Dr. Harshberger shared that the Heritage Foundation meets tomorrow which kicks off the membership drive and they hope to further expand their membership. Mayor Brown requested a report from Heritage Foundation regarding the progress on the Oral history reports. Mr. Ridpath added that related to that, the plaques will be ready by Memorial Day. Dr. Harshberger mentioned that one of the things they have been working on with interviews is talking to some of the widows of the WWII veterans. Mayor Brown commented that’s what we are hoping to get from this project. He also shared that one of the things they have been wanting to do is recognize Nelda Pearson, with the Robert Allen Hall award but with some of the health issues that her husband has been dealing with, we think its prudent to put that on hold while. So Council talked about maybe doing a joint resolution with school board to honor Mr. Green and recognize him with Robert Allen Hall Humanitarian Service Above Self Award. Mr. Marshall made a motion to adjourn the meeting at 7:54, seconded by Mr. Nicholson VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 ATTEST: _________________________________ Melissa A.
