The “New River ” City 10 Robertson St. March 10 , 201 4 Radford, Virginia Meeting Number 13 of Radford City Council, F.Y. 2013-2014 A workshop meeting of the Radford City Council was convened at 5:45 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was present and presiding. Other members of City Council present were Mr. Timothy Cox, Dr. Richard Harshberger, Mr. Keith Marshall, and Mr. Robert Nicholson III. Others present were as follows: Mr. David Ridpath, City Manager Ms. Melissa Skelton, City Clerk Mr. Basil Edwards, Economic Developer Mr. Tracy Howard, Planning Chair Mr. Michael Turk, Commissioner Mr. Ryan Watson, Commissioner Ms. Annie Pearce, Commissioner Mr. David Shelor, Commissioner Mr. Guy Gilmore, Commissioner The following item were discussed during the workshop meeting:  Comprehensive Plan – Planning Commission The regular meeting of the Radford City Council was convened at 7:00 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was present and presiding. Other members of City Council present were Mr. Timothy Cox, Dr. Richard Harshberger, Mr. Keith Marshall, and Mr. Robert Nicholson III. Others present were as follows: Mr. David Ridpath, City Manager Ms. Melissa Skelton, City Clerk Mr. Basil Edwards, Economic Developer Mrs. Gail Cook-DeVilbiss, City Attorney The news media was represented by Radford News Journal. Following the Pledge of Allegiance, led by Mayor Brown, an invocation was pronounced by James Hanagar. MINUTE APPROVALS: On a motion by Mr. Nicholson, seconded by Dr. Harshberger, that the minutes of February 24, 2014 are approved as presented. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 PROCLAMATION: SUBJECT: Local Government Education Week SUMMARY: The first week of April has been designated by the Virginia General Assembly as “Local Government Education Week” in honor of the formation of the Council – Manager form of government. The Virginia Local Government Manager’s Association has asked that all Virginia localities pass a similar Proclamation to increase awareness of students and youth in local government. ACTION: Mr. Nicholson made a motion, seconded by Dr. Harshberger, to approve the proclamation and authorize Mayor Brown to sign and Melissa A. Skelton, City Clerk to attest. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 REPORT: Commonwealth Attorney - Chris Rehak SUMMARY: The Commonwealth Attorney presented a report on payments of fines to the City of Radford related to DUI charges. Presented a commemorative check in the amount of $1 million dollars CITIZENS COMMENTS: Jim Graham – Radford citizen, provided an update on the Community Garden and thanked City Council for their continued support of the garden. He shared that last year’s gardeners got together and created a selective management team consisting of Brittney Gibbs, Martha Kincaid and Lucy Holstein and they are working to have some cleanup work and advertisement. He plans on meeting with the City Attorney tomorrow to update the documents. They decided that for the upcoming season they would split two plots into smaller plots, for those who care to have a smaller plot. They plan on being ready to have people sign up March 24th. Mayor Brown responded that we appreciate your stewardship in this and all that you do. NEW BUSINESS SUBJECT: Consider Appropriation Ordinance 1648.32: $17,165 VDOT agreement for Tyler Ave/East Main St. connector SUMMARY: The City of Radford has an agreement with the Virginia Department of Transportation to plan, design and provide funds for constructing a corridor road from Tyler Avenue to East Main Street. The road was targeted for development from the priorities established by Council in the “Six Year Highway Plan” based on future traffic demands, community growth and the goals of the City Comprehensive Plan. ACTION: Dr. Harshberger made a motion, seconded by Mr. Cox to place Appropriation Ordinance 1648.32 on its first reading. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 ACTION: Mr. Marshall made a motion, seconded by Mr. Nicholson, to dispense with the second and final reading. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 CITY MANAGER COMMENT: Mr. Ridpath shared that asphalt was available and we have begun to repair potholes. CITY COUNCIL COMMENTS: Mr. Nicholson made a comment in reference to Comprehensive Plan worksession that they had just prior to this evenings meeting with the Planning Commission. He thought it was wonderful dialogue between the two organizations to help plan for Radford’s future and look forward to success with the Comprehensive plan update and as Melissa Skelton pointed it out that it would be good for us to have future meeting on that and also would suggest that as we come to final conclusion of the Comprehensive plan review and update I hope we can set aside at least once per year to have a review of some of those strategies so we can see how we are progressing with what we, as the two combine groups have come together to report. Mayor Brown agreed with Mr. Nicholson, that it’s a good idea, we do these things and move forward and often times forget what we have done. Mayor Brown complimented Mr. Ridpath on the packet that was provided on the Second Avenue project. Mr. Marshall made a motion to adjourn the meeting at 7:22, seconded by Dr. Harshberger.
