The “New River ” City 10 Robertson St. May 12 , 201 4 Radford, Virginia Meeting Number 17 of Radford City Council, F.Y. 2013-2014 The regular meeting of the Radford City Council was convened at 7:00 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was present and presiding. Other members of City Council present were Mr. Timothy Cox, Dr. Richard Harshberger, Mr. Keith Marshall, and Mr. Robert Nicholson III. Others present were as follows: Mr. David Ridpath, City Manager Ms. Melissa Skelton, City Clerk Mr. Basil Edwards, Economic Developer Mrs. Gail Cook-DeVilbiss, City Attorney Mr. Donald Goodman, Chief of Police The news media was represented by Radford News Journal. Following the Pledge of Allegiance, led by Mayor Brown, an invocation was pronounced by Chaplin Henegar. MINUTE APPROVALS: On a motion by Dr. Harshberger, seconded by Mr. Marshall, that the minutes of April 28, 2014 are approved as presented. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 PUBLIC HEARINGS: SUBJECT: Carryover of Capital Projects in progress SUMMARY: The City of Radford had several Capital Improvement Projects that were still in progress at the end of 2013 fiscal year that continued into F.Y. 2014. The cost of the Capital Projects is $4,997,329 and includes the Second Avenue Project, engineering services, water/wastewater materials, landscape supplies and capital equipment. Because the total cost of the projects exceeds 1% of the total City budget, a public hearing is required. Mayor Brown opened the public input hearing at 7:04 p.m. Mayor Brown closed the public input hearing at 7:04 p.m. Clerks note: Notice of the public hearing has been duly advertised. SUBJECT: CDBG 2014 Action Plan SUMMARY: Each year, an “Action Plan” is required by the U.S. Department of Housing and Urban Development relating to expenditures by communities under the Community Development Block Grant Program. The City anticipates receiving $141,759 in allocations for program year 2014-2015. The City plans on funding service organizations, planning and administration, section 108 repayment, beautification and infrastructure improvement. A public hearing is required prior to adoption of the plan. Mayor Brown opened the public input hearing at 7:07 p.m. Mayor Brown closed the public input hearing at 7:07 p.m. Clerks note: Notice of the public hearing has been duly advertised REPORT: New River Mount Rogers Workforce Investment Council – Marty Holliday & Whitney Bonum provided Council with an update on the study on the Workforce Development Gaps Analysis. OLD BUSINESS None CITIZENS COMMENTS: NEW BUSINESS SUBJECT: Consider Appropriation Ordinance 1648.36: $4,997,329 for carryover of Capital Projects in progress from F.Y ended June 30, 2014. ACTION: Mr. Nicholson made a motion to place Appropriation Ordinance 1648.36 on its first reading, Mr. Cox seconded the motion. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 ACTION: Mr. Nicholson made a motion to dispense with the second and final reading, Mr. Cox seconded the motion VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 SUBJECT: Consider Appropriation Ordinance 1648.37: $179,500 for vehicle replacement SUMMARY: Several pieces of equipment that would regularly be scheduled for replacement in the F.Y. 2015 Budget have been reprogrammed for the F.Y. 2014. They include vehicles for the Fire, Police, Sheriff and Public Works Departments. ACTION: Dr. Harshberger made a motion to place Appropriation Ordinance 1648.37 on its first reading, Mr. Marshall seconded the motion. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 ACTION: Dr. Harshberger made a motion to dispense with the second and final reading, Mr. Marshall seconded the motion. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 SUBJECT: Consider approval of the 2014 CDBG Action Plan ACTION: Mr. Cox made a motion to approve the 2014 CDBG Action Plan, Mr. Nicholson seconded the motion. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 SUBJECT: Consider scheduling a public hearing to receive comments regarding Storm Water Ordinance for June 9, 2014. SUMMARY: The General Assembly has established legislation requiring localities to adopt mandatory storm water management controls by July 1, 2014. The City Attorney and City Engineer have been working on the development of the Ordinance for Radford. ACTION: Dr. Harshberger made a motion to schedule a public hearing for June 9, 2014, Mr. Marshall seconded the motion. VOTE: AYES: Mr. Cox, Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 CITY MANAGER COMMENT: Mr. Ridpath had asked Mr. Hurt, City Engineer, to provide a quick update with the Second Avenue project. Mr. Hurt shared some overview pictures of the Second Avenue project and that the majority of the work is currently focused on moving the electrical over to new poles. The progress with the roundabout has taken off since weather has gotten better, the retaining wall across from Bill Armentrout’s house will begin next week. Mr. Ridpath added the last of the water main has been put in, and progress is moving forward and will be happy when the project is complete. Mr. Hurt commented that substantial completion is October 20th. CITY COUNCIL COMMENTS: Dr. Harshberger shared that tomorrow night is a reception for unveiling of Angie Saban paintings at the Glencoe museum at 6:00. Mr. Nicholson congratulated Mayor Brown and Mr. Marshall on their reelections, along with Mr. Turk on being elected to Council. He also thanked Mr. Cox for his service to the community. Mayor Brown shared lots of stuff going coming up, there is Student in Government Day, Police awards banquet on the 26th.
