The “New River ” City 10 Robertson St. July 14, 201 4 Radford, Virginia Regular Meeting Number 2 of Radford City Council, F.Y. 2014-2015 The regular meeting of the Radford City Council was convened at 7:00 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was present and presiding. Other members of City Council present were Dr. Richard Harshberger, Mr. Daniel Keith Marshall, Mr. Robert Nicholson and Mr. David Michael Turk. Others present were as follows: Mr. David Ridpath, City Manager Ms. Melissa Skelton, Deputy City Clerk Mr. Basil Edwards, Economic Developer Following the Pledge of Allegiance, led by Mayor Brown, an invocation was pronounced by Chaplin James Hanager. MINUTE APPROVALS: On a motion by Mr. Nicholson, seconded by Dr. Harshberger, that the minutes of June 6, 2014 are approved as presented. VOTE: AYES: Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mayor Brown NAYES: None-0 ABSTAIN: Mr. Turk PUBLIC HEARING SUBJECT: Westside crossing SUMMARY: The project known as Westside Crossing, located on the corner of Lawrence St. and Second Avenue requires the rezoning of four land parcels that have “split” zoning. These parcels, identified as 6-13-3, 4, 5 and 7 are partially zoned R-3 (single family residential).. R-4 (multi-family) is required to support the apartment complex. These parcels were required by the developer after the project began, from Radford City Schools. The planning Commission held a public hearing and considered the re-zoning at its meeting on July 16th. A public hearing is also required by City Council. Mayor Brown opened the public input hearing at 7:06 p.m. No Comment Mayor Brown closed the public input hearing at 7:06 p.m. Clerks note: Notice of the public hearing has been duly advertised. REPORTS SUBJECT: New River Valley Livability Initiative final report – Kevin Byrd SUMMARY: Kevin Byrd, Executive Director of the New River Valley Planning District Commission, presented an overview of the recently completed “Livability Initiative” conducted for the New River Valley. SUBJECT: Transit Development Plan – Jim Hurt, City Engineer SUMMARY: The Virginia Department of Rail and Pubic Transportation require all localities that receive State funding to support public transportation, prepare and adopt a “Transit Development Plan” (TDP). The plan addresses the service and resourced projected over a period of six years, as well as serves as a management and policy document. The plan addresses the goals, system evaluation, operational plan, financing and capital needs of Radford Transit. The plan updates the original transit service plan developed in 2009, with projections on growth and needed resources. OLD BUSINESS SUBJECT: Consider Second reading of Ordinance #1662 – Storm Water Management Act. SUMMARY: The Virginia Storm Water Management Act requires localities to adopt a storm water management controls that addresses State and local plan requirements, pollution prevention, permitting, inspection, enforcement and fees. Ordinance #1662 was developed by the City of Radford to address the State legislation established by the Virginia code section 62.1-44.15.27. A public hearing and first reading was held at the Council meeting on May 12, 2014. Provisional approval has been given from the oversight agency, the Department of Environmental Quality. However, their review of the “Ordinance” has not been completed at the time of the development of the agenda. ACTION: City Council made a consensus that approval be defer to the August meeting. NEW BUSINESS SUBJECT: Amend F.Y. 2015 Rate Resolution for Stormwater Management SUMMARY: Amendment to the F.Y. 2015 Rate Resolution is necessary to incorporate the mandated Stormwater fees. ACTION: Deferred to August 11, 2014 meeting SUBJECT: Consider Appropriation Ordinance 1648.39: $86,950 for Ambulance Grant SUMMARY: An appropriation is required to account for the $86,950 additional revenue for the grant that was not planned in the development of the original F.Y. 2014 Budget. ACTION: Mr. Nicholson made a motion to place Appropriation Ordinance 1648.39 on its first reading, Dr. Harshberger seconded the motion. VOTE: AYES: Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mr. Turk, Mayor Brown NAYES: None-0 SUBJECT: Consider Appropriation Ordinance 1648.40: $106,867 for Multi Purpose Fields SUMMARY: The Appropriation is necessary to “clean-up” expenses that were associated with the multi-purpose field development, originally planned in 2009. Projects included the Sparkey’s Run Dog Park development, Bisset Park stage extension for the Gazebo, Veteran’s Field and Riverview Park improvements, as well as construction of the New River Sports complex. The appropriation provides funding in the F.Y. Budget related to delays in project construction from previous fiscal years. ACTION: Mr. Marshall made a motion to place Appropriation Ordinance 1648.40 on its first reading, Dr. Harshberger seconded the motion. VOTE: AYES: Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mr. Turk, Mayor Brown NAYES: None-0 SUBJECT: Consider Appropriation Ordinance 1648.41: $291,676 for Radford School Board Budget SUMMARY: The Radford City School Board has requested that the budget for Radford City Schools for F.Y. 2014 be amended to accommodate additional expenses and revenues associated with the “Operating Fund”. The funds were used for building repairs, security cameras, a school bus, band uniforms, as well as planning and development of a greenhouse and cross country trail. ACTION: Dr. Harshberger made a motion to place Appropriation Ordinance 1648.41 on its first reading, Mr. Nicholson seconded the motion. VOTE: AYES: Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mr. Turk, Mayor Brown NAYES: None-0 SUBJECT: Consider Appropriation Ordinance 1660.01: $52,797 for Library Aid & Highway Maintenance SUMMARY: The Radford Public Library and the Urban Highway Maintenance Fund/Street Fund receives annual “Categorical State Aid”. The City was notified that State Aid to the library would be reduced and State Aid to the Street Fund would be increased. The Appropriation Ordinance is necessary to amend the F.Y. 2015 Budget for the City of Radford with the new revenue amounts. ACTION: Mr. Nicholson made a motion to place Appropriation Ordinance 1660.01 on its first reading, Mr. Marshall seconded the motion. VOTE: AYES: Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mr. Turk, Mayor Brown NAYES: None-0 CITY MANAGERS COMMENT: Mr. Ridpath commented that they have just concluded the old fiscal year and the audit process has begun. He shared that we had a very successful July 4th, there were about 18,000 people in attendance. The Recreation Department, Police and Public works did a fantastic job. He mentioned that they have concluded the paving project for this year and it is probably the best job that’s been done in decades. It should hold up very well. COUNCIL MEMBER COMMENTS: Mr. Marshall complimented City staff for the July 4th event, along with Mr. Kirk for the firework display. Dr. Harshberger congratulated Mr. Marshall on becoming the Vice Mayor and believes he will do a great job and it has been a great honor to have had the opportunity to be the Vice Mayor for 6 years. He also shared that the Children Development Center is moving forward. Mr. Nicholson congratulated the Mayor and Mr. Marshall on their reelections and welcomed aboard Mr. Turk Mr. Turk shared that he is looking forward to working with all of them. Mayor Brown echoed Mr. Marshall’s comments on the July 4th event and how quickly Public Works got the park ready for the Friday Night concert series. Mr. Marshall made a motion to adjourn the meeting at 7:44p.m., Mr. Turk seconded the motion.
