The “New River ” City 10 Robertson St. December 8 , 201 4 Radford, Virginia Regular Meeting Number 9 of Radford City Council, F.Y. 2014-2015 The regular meeting of the Radford City Council was convened at 7:00 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown, was present and presiding. Other members of City Council present were Dr. Richard Harshberger, Mr. Daniel Keith Marshall, Mr. Robert Nicholson and Mr. David Michael Turk. Others present were as follows: Mr. David Ridpath, City Manager Ms. Melissa Skelton, City Clerk Mr. Basil Edwards, Economic Developer Mrs. Gail Cook-DeVilbiss, City Attorney Mrs. Jenni Wilder, Public Information Officer Mr. James Hurt, City Engineer Following the Pledge of Allegiance, led by Mayor Brown, an invocation was pronounced by Chaplin James Hanager. RESOLUTIONS SUBJECT: Robert “Big Al” Hall Humanitarian Service-Above-Self Citizenship Award SUMMARY: The resolution recognizes Norman and JoAnn Lineburg for their overall service, dedication and contributions to our community. The Resolution reflects the ideals of the Robert Allen Hall Humanitarian Service Award established by City Council in 2011. City of Radford Resolution Honoring Norm and Joann Lineburg Recipient of the Robert Allen” Hall Humanitarian Service Above Self Citizenship Award WHEREAS, the City of Radford wished to honor Robert Allen “Big Al” Hall by establishing a Humanitarian Service- Above- Self Citizenship Award in 2011, and WHEREAS, the establishment of this award recognizes unsung heroes that contribute to making the City of Radford a better place, and WHEREAS, a humanitarian is recognized as one who extends benevolence and kindness, by putting others before one’s self, and WHEREAS, Norm and Joann Lineburg chose to make Radford home in 1970 and never left, raising all four of their sons in the community they love, and WHEREAS, Norm and Joann used their talents to educate and coach the youth of Radford, teaching “health is wealth,” and WHEREAS, Joann Lineburg worked for Radford City Schools as the Elementary Physical Education Teacher from 1977-2001, receiving the 1992 Virginia Association of Health and Physical Education Recreation and Dance Elementary Educator of the Year award, as well as the Radford Chamber of Commerce Educator of the Year award, and WHEREAS, Joann Lineburg was excited and eager to teach children about how to enjoy physical activity and live a long, healthy life and her enthusiasm showed on a daily basis through her constant smile and eager spirit, and WHEREAS, Norm Lineburg served in several positions at Radford High School, from the Guidance Counselor to Athletic Director and the Track and Football Coach, and WHEREAS, while serving in the various positions Norm was known for preaching “no grumps” to his athletes and students and teaching that athletics should be fun, simple, and always about what we can do as a team, not the individual, it is always a family. Norm taught that those are the values you should take through life with you, and WHEREAS, Norm Lineburg coached football at Radford High School for 34 years winning 270 games and receiving numerous accolades include an induction to the Virginia High School League Hall of Fame and the National High School Athletic Coaches Association Hall of Fame, and WHEREAS, Norm and Joanne Lineburg served as role models, not only to Radford’s youth, but to the entire community by putting others first and leading by example. NOW THEREFORE BE IT RESOLVED, that the Radford City Council does hereby honor Norm and Joann Lineburg for dedication and service to the City of Radford, by presenting them with the Robert Allen “Big Al” Hall Humanitarian Service- Above-Self Citizenship Award. _________________________ Dr. Bruce Brown, Mayor ATTEST: _______________________ Melissa Skelton, City Clerk Adopted: December 8, 2014 ACTION: Mr. Marshall made a motion to approve the resolution as presented, Mr. Nicholson seconded the motion. SUBJECT: New River Valley Planning District Commission Name Change SUMMARY: The Board of the New River Valley Planning District Commission has requested that the fourteen member localities approve Resolutions supporting the change in its name to the “New River Valley Regional Commission.” The request came from a 2012 agency study, a need to better reflect the Commission’s mission and identity, as well as “regional” collaboration. RESOLUTION REQUESTING SUPPORT FOR CHANGING THE NAME OF THE NEW RIVER VALLEY PLANNING DISTRICT COMMISSION TO THE NEW RIVER VALLEY REGIONAL COMMISSION WHEREAS, the New River Valley Planning District Commission was established by the local governments within the region on September 15, 1969 and chartered the Commission with the aforementioned name, and WHEREAS, the Commission conducted an assessment of the agency in 2012 which identified eight implementation priorities, one of which included changing the name to the New River Valley Regional Commission, and WHEREAS, the Commission Board of Directors conducted a vote that secured unanimous support at their meeting on October 23, 2014 to pursue changing the name to the New River Valley Regional Commission, and WHEREAS, changing the name of the Commission necessitates an amendment to the Commission’s Charter which must secure a majority of affirmative support from its members (8 out of 14) to be implemented, and WHEREAS, the Commission is seeking unanimous support from its members to change the name, and WHEREAS, the Commission is pursuing the name change to better reflect the overall mission and actions of the agency as a regional body serving the New River Valley, while recognizing the Commission routinely provides services beyond planning to its members, and the name Planning District Commission is often mistaken for local government Planning Commissions, and WHEREAS, the purpose and function of the Commission will remain unchanged, while the new name offers better alignment with the intended purpose/function of regional collaboration, convening, visioning and service delivery. NOW, THEREFORE, BE IT RESOLVED, that the City of Radford fully supports the New River Valley Planning District Commission changing the name of the agency to the New River Valley Regional Commission. ______________________________ Dr. Bruce Brown, Mayor ATTEST: _________________________ Melissa A. NEW BUSINESS SUBJECT: Consider Appropriation Ordinance 1660.10: $2,362 for Bio-Circle Gun Cleaning System SUMMARY: The Police Department received Federal Asset Forfeiture funds and they will be used to purchase a “Bio-Circle Gun Cleaning System” needed to improve weapon maintenance, as well as acquire weapon supplies. ACTION: Mr. Marshall made a motion to place 1660.10 on its first reading, Mr. Nicholson seconded the motion. SUMMARY: The City of Radford receives state funding support for the Police Department, Social Services, Radford Public Library, the courts and our constitutional officers. Due to the reductions in support across the Commonwealth mandated by the General Assembly for the F.Y 2015 budget year, the City will need to account for a $49,710 loss in aid. ACTION: Dr. Harshberger made a motion to place 1660.11 on its first reading, Mr. Nicholson seconded the motion. VOTE: AYES: Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mr. Turk, Mayor Brown NAYES: None-0 SUBJECT: Schedule a public hearing to receive comments regarding electronic summons for the January 12, 2015 meeting. SUMMARY: The Code of Virginia Section 17.1-279.1 permits localities to adopt provisions to impose electronic summons and assess a fee not to exceed $5.00 for criminal and traffic related court cases. The Commonwealth Attorney, City Attorney and Police Department have reviewed the merits of an ordinance that would improve efficiency, reduce paperwork and decrease radio traffic. A public hearing is required to hear the merits of a local Ordinance. ACTION: Mr. Nicholson made a motion, to schedule a public hearing for the January 12, 2015 meeting, Mr. Turk seconded the motion VOTE: AYES: Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mr. Turk, Mayor Brown NAYES: None-0 SUBJECT: Consider Ordinance #1667 – Employee Performance Recognition SUMMARY: This Ordinance authorizes a bonus to recognize the hard work, dedication and performance of our employees over the past year in keeping cost down, providing high quality service and meeting our corporate goals. The F.Y. 2014 Audit reflects positive revenues to support the consideration of the Ordinance and related appropriation. The recommendation would provide $400 to full-time employees and $75 to our part time employees. ACTION: Dr. Harshberger made a motion to approve, Mr. Nicholson seconded the motion. VOTE: AYES: Dr. Harshberger, Mr. Marshall, Mr. Nicholson, Mr. Turk, Mayor Brown NAYES: None-0 CITY MANAGERS COMMENT: Mr. Ridpath shared that it’s been a while since we have had cold weather this early, we are preparing for difficult winter and the salt trucks are ready as needed. He added that the completion of Second Avenue is running behind due to the cold weather. There is some detail work that needs to be finished but still anticipated it being done by Christmas. Mayor Brown asked when final completion will be done. Mr. Ridpath responded that substantial completion is done now and the engineer will go through every item to make sure it is done. Mayor Brown asked why they used the 4x4 posts for the signs. He would love to see if we can have the sign post be uniform with the light posts throughout the project. Dr. Harshberger asked about getting the sweepers through there to clean it up. Mr. Ridpath responded that the contractors will do that themselves along with power wash the roads. Mr. Ridpath also mentioned that the personnel policy will be on our plate early in January and will move forward with approval. And finally, he shared on behalf of all employees, we thank you for the extra days off, the Thanksgiving Dinner and we wish you all a Merry Christmas and a Happy New Year. COUNCIL MEMBER COMMENTS: Mayor Brown wished Lynn Burris and the School Board, good luck with finding a new Superintendant. Mr. Turk made a motion to adjourn the meeting at 7:38p.m., Mr. Marshall seconded the motion.
