The Vice-Mayor of the City, Mr. Daniel Keith Marshall,, was present and presiding. Other members of City Council present were Dr. Richard Harshberger, Mr. Robert Nicholson III, and Mr. David Michael Turk. MINUTE APPROVALS: On a motion by Dr. Harshberger, seconded by Mr. Turk, that the minutes for April 27, 2015 are approved as corrected. VOTE: Dr. Harshberger: Yes Mr. Nicholson: Yes Mr. Turk: Yes Vice-Mayor Marshal: Yes PROCLAMATION SUBJECT: Wayne Pridgen SUMMARY: The proposed proclamation recognizes the dedication and contribution that Wayne Pridgen has made in our community, its schools and its youth. CITY OF RADFORD PROCLAMATION WAYNE PRIDGEN DAY WHEREAS, Wayne Pridgen has been an educator with Radford City Schools since 1973; and WHEREAS, in his time at Radford, Mr. Pridgen served as principal for 14 years, as well as a Radford City Schools teacher for 27 years; and WHEREAS,Mr. Pridgen is dedicated and passionate about his profession, spending his own personal time cheering on the bobcats or supervising extra-curricular events and always doing so with a smile on his face; and WHEREAS,Mr. Pridgen’ s greatest gift is that of an educator, teaching from the heart, to the Radford High School students and spending quality time getting to know them as individuals; this relationship developed at RHS is carried on throughout the students’ lives, as Wayne remains a mentor and friend, and WHEREAS, Mr. Pridgen is a proud bobcat and coach of many high school academic and athletic programs, serving as the MAAC Social Studies coach, Assistant Basketball and Football Coach and Girls Basketball Coach; and WHEREAS,Mr. Pridgen coaching influence is best known by the RHS Baseball Team, where he has served as the head coach for 12 years; and WHEREAS,Wayne Pridgen goes above and beyond the call of duty to provide a productive learning environment for the Radford High School students, while teaching them how to be a productive, respectful citizen. NOW THEREFORE BE IT PROCLAMED, by the Radford City Council, that Mr. Wayne Pridgen is recognized, commended, and appreciated for the extraordinary service he has rendered to the youth of Radford, as well as for his contributions to the citizens and students of the Radford community by naming May 12, 2015 Wayne Pridgen Day in the City of Radford. _____________________________ Daniel Keith Marshall, Vice-Mayor ATTEST: __________________________ Melissa A. VOTE: AYES: Dr. Harshberger, Mr. Nicholson, Mr. Turk, Vice-Mayor Marshall NAYES: None-0 PUBLIC HEARING SUBJECT: CDBG 2015 Action Plan SUMMARY: Each year, an “Action Plan” is required by the U.S. Department of Housing and Urban Development relating to expenditures by communities under the Community Development Block Grant Program. The City anticipates receiving $141,427 in allocations for program year 2015-2016. The City plans on funding service organizations, planning and administration, section 108 repayment, beautification and infrastructure improvement. A public hearing is required prior to adoption of the plan. Vice-Mayor Marshall opened the public input hearing at 7:05 p.m. No Comment Vice-Mayor Marshall closed the public input hearing at 7:05 p.m. Clerks note: Notice of the public hearing has been duly advertised. OLD BUSINESS: None CITIZENS COMMENTS: Heather Bell thanked the City crews for picking up trash on the Sunday after graduation. The businesses were very busy with graduation and this was very helpful. NEW BUSINESS SUBJECT: Consider Appropriation Ordinance 1660.19: $10,000 Brownfield Grant SUMMARY: The City received more funding from Virginia Resource Authority for additional environmental assessment and engineering on the site of the old foundry operation on West Main Street. ACTION: Mr. Nicholson made a motion to place 1660.19 on its first reading, Dr. Harshberger seconded the motion. VOTE: Dr. Harshberger: Yes Mr. Nicholson: Yes Mr. Turk: Yes Vice-Mayor Marshal: Yes ACTION: Mr. Nicholson made a motion to dispense with the second and final readings and approve Appropriations 1660.19, Dr. Harshberger seconded the motion. SUMMARY: The City of Radford had several Capital Improvement Projects, Grants and Purchase Orders that were still in progress at the end of 2014 fiscal year that continued into F.Y. 2015, they are summarized as follow: Purchase Orders/Encumbrances $2,448,450 Capital Projects $1,951,624 Grants $ 167,946 The funds are associated with highway maintenance, transit, enterprise commitments and Second Avenue. Because the total cost of the projects exceeds 1% of the total City Budget, a public hearing is required. ACTION: Dr. Harshberger made a motion to schedule a public hearing for June 8, 2015, Mr. Turk seconded the motion. VOTE: Dr. Harshberger: Yes Mr. Nicholson: Yes Mr. Turk: Yes Vice-Mayor Marshal: Yes SUBJECT: Consider scheduling a public hearing to receive comments regarding Ordinance #1676- disposition of Armory Property. SUMMARY: The City accepted 5.313 acres of land and an 11,500 sq ft block and brick structure know as the “Armory” from the Virginia Department of Military Affairs last fall. A survey was conducted and preliminary environmental assessment of the property. A public hearing is scheduled to receive citizen comments relating to the future use of the property and structure. ACTION: Mr. Nicholson made a motion to schedule a public hearing for June 8, 2015, Mr. Turk seconded the motion. VOTE: Dr. Harshberger: Yes Mr. Nicholson: Yes Mr. Turk: Yes Vice-Mayor Marshal: Yes CITY MANAGERS COMMENTS: Mr. Ridpath shared we have some successful help from people from VT that came and have done a lot of work at the Animal Control facility and will have appropriation in June to help with flooring. CITY COUNCIL COMMENTS: Dr. Harshberger said he has had a number of people ask why we can’t have a fountain on the round-about. They think it would be such a nice thing to have. Mr. Ridpath responded that we have no funds for a fountain. Dr. Harshberger said maybe we can get someone to donate a fountain and believes it would be nice to have that as a signature piece there. Mr. Nicholson shared information regarding two notices within the Freedom Of Information Act, one in reference to electronic meetings and whether emails constitute a meeting or not. And also we have been filling out the statement of economic interest for some time and they are now required to submit semi-annually. Dr. Harshberger commented if three Council members just happened to meet, they have to be careful not to speak on any City business because that would be considered a meeting. Mr. Marshall reminded the audience that the ribbon cutting for the Farmer’s Market is this upcoming Saturday. And on May 18th the annual Student in Government Day will be held and we are looking forward to spending the day with the high school seniors. He thanked Chief Goodman for the invocation this evening and is thankful to the men and women for their service and sacrifice to the City.
