The New River City 10 Robertson St. March 13, 2017 Radford, Virginia Regular Meeting Number 13of Radford City Council, F.Y. 2016-2017 The regular meeting of the Radford City Council was convened at 7:00 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown was present and presiding. Other members of City Council present were Mr. Robert Gropman, Dr. Richard Harshberger, Mr. Daniel Keith Marshall, and Mr. Michael Turk. Others present were as follows: Mr. David Ridpath, City Manager Ms. Jenni Wilder, City Clerk Mr. Don Goodman, Chief of Police Ms. Melissa Skelton, Community Development Director Mr. Basil Edwards, Economic Development Director Following the Pledge of Allegiance, the invocation was led by Mr. Jim Henagar. MINUTES APPROVALS: On a motion by Dr. Harshberger and seconded by Mr. Turk that the minutes for February 27, 2017 Work Session are approved as presented. VOTE: AYES: Mr. Gropman, Dr. Harshberger, Mr. Marshall, Mr. Turk, Mayor Brown NAYES: None-0 MINUTES APPROVALS: On a motion by Mr. Marshall and seconded by Mr. Gropman that the minutes for February 27, 2017 are approved as presented. VOTE: AYES: Mr. Gropman, Dr. Harshberger, Mr. Marshall, Mr. Turk, Mayor Brown NAYES: None-0 PUBLIC HEARINGS: SUBJECT: Vacation of Right-of-Way Tyler Avenue SUMMARY: Price Williams Developers/East Radford Development Corporation LLC, has requested the vacation of the residual unimproved right-of-way adjacent to Tyler Avenue. The site is located on the West side of Tyler Avenue adjacent to the Rock Road intersection and consist of 2.195 acres. The vacation would enhance the development of the adjacent commercial property. City Council referred the request to the Planning Commission for review and recommendations as it relates to the City map, as well as authorized a public hearing at its meeting on February 27, 2017. The public hearing has been advertised, as required and the adjacent property owners notified. Mayor Brown opened the public input hearing at 7:03 No Comments. Mayor Brown closed the public input hearing at 7:04 Clerks note: Notice of the public hearing has been duly advertised SUBJECT: Zoning Ordinance Amendment Ordinance 1690 SUMMARY: The Zoning Ordinance requires a Special Use Permit and a 100' setback for “Recreational Facilities” in the R-1, R-2, and R-3 single family zoning districts, as well as in the R-4 Multi-family district. The Planning Commission has been considering an amendment to the zoning ordinance to retain the special use requirements, but consider the setback based on the proposed use and zoning impact. The Planning Commission held a public hearing on February 22, 2017 and received no public comments. The Planning Commission approved recommending Ordinance #1690 to City Council with six affirmative votes (one member absent). City Council “received” the report and scheduled a public hearing at its meeting on February 27, 2017. The Public hearing has been advertised as required. Mayor Brown closed the public input hearing at 7:06 Clerks note: Notice of the public hearing has been duly advertised SUBJECT: Encumber Expenses Appropriation Ordinance 1682.35 SUMMARY: The City of Radford had several encumbrances/purchase orders outstanding at the end of the 2016 Fiscal Year. The purchase order generally relates to computer equipment and software, professional services, maintenance, equipment purchases and the hydroelectric repairs. The purchase orders total $2,103,221. To carry funds into F.Y. 2017, an Appropriation is required, as well as a public hearing since funds exceed 1% of the total City Budget. The public hearing has been advertised as required. These projects include computer system software, construction contracts and engineering. The total for the carryover of Capital Projects is $65,328. ACTION: Mr. Marshall moved to approve Appropriation Ordinance 1682.36 in the amount of $35,328, on its first reading, Mr. Turk second the motion. VOTE: AYES: Mr. Gropman, Dr. Harshberger, Mr. Marshall, Mr. Turk, Mayor Brown NAYES: None-0 SUBJECT: Consider Appropriation Ordinance 1682.37 Carryover Grants SUMMARY: The City of Radford has several grants approved by City Council that were not concluded at the end of the 2016 Fiscal Year. These grants were provided to several departments including Police, Department of Social Services, and the Community Development Block Grant Program. The funds are related to the litter program, professional services, the CDBG action plan, as well as equipment and software. The outstanding grants total $295,844. ACTION: Dr. Harshberger moved to approve Appropriation Ordinance 1682.37 in the amount of $295,844, on its first reading, Mr. Marshall second the motion. VOTE: AYES: Mr. Gropman, Dr. Harshberger, Mr. Marshall, Mr. Turk, Mayor Brown NAYES: None-0 CITY MANAGERS COMMENTS: Mr. Ridpath stated that a crew is on standby and ready to roll with whatever weather comes our way in the morning. Mr. Ridpath also said that the tree that fell in Wildwood Park, has been resolved and will be removed by week’s end. CITY COUNCIL COMMENTS: Mr. Turk congratulated the RHS Bobcat Boys Basketball Team on their 1A State Champion title. Dr. Harshberger commented on what an excellent document the employee handbook was, well done. Mr. Marshall made a motion to adjourn the meeting at 7:16 p.m., Mayor Brown seconded the motion.
