The New River City 10 Robertson St. April 10, 2017 Radford, Virginia Regular Meeting Number 15 of Radford City Council, F.Y. 2016-2017 The regular meeting of the Radford City Council was convened at 7:00 p.m. in Council Chambers, 10 Robertson Street, Radford, VA. The Mayor of the City, Dr. Bruce Brown was present and presiding. Other members of City Council present were Mr. Robert Gropman, Dr. Richard Harshberger, Mr. Daniel Keith Marshall, and Mr. Michael Turk. Others present were as follows: Mr. David Ridpath, City Manager Ms. Jenni Wilder, City Clerk Mr. Don Goodman, Chief of Police Mr. Basil Edwards, Economic Development Director Following the Pledge of Allegiance, the invocation was led by Jim Henegar. MINUTES APPROVALS: On a motion by Dr. Harshberger and seconded by Mr. Marshall that the minutes for March 27, 2017 are approved as presented. VOTE: AYES: Mr. Gropman, Dr. Harshberger, Mr. Marshall, Mr. Turk, Mayor Brown NAYES: None-0 REPORT: Radford Public Library SUMMARY: The week of April 9 to April 15, 2017 is National Library Week. The Director of the Radford Public Library, Elizabeth Sensabaugh, presented an overview of the programs and services of our local library. PROCLAMATION: SUBJECT: National Library Week SUMMARY: April 9-15, 2017 is “National Library Week”. The week recognizes the significant contributions that libraries make in meeting the communities’ economic needs, providing a place for education, opportunities for life-long learning, as well as offering a host of community services for citizens of all ages. The Proclamation recognizes “National Library Week” locally, as well as encourages our residents to visit the Radford Public Library. ACTION: Mr. Marshall moved to approve the National Library Week Proclamation, the motion was seconded by Mr. Turk. VOTE: AYES: Mr. Gropman, Dr. Harshberger, Mr. Marshall, Mr. Turk, Mayor Brown NAYES: OLD BUSINESS: NONE CITIZEN COMMENTS: Superintendent of Schools- Mr. Rob Graham gave Council a brief overview of the RCPS Budget Proposal. Mr. Graham talked about how this was a challenging budget year, but they are pleased with the final outcome and as always appreciate the support of City Council. Mr. Graham also put in a plug for Cow Pie Bingo, the school’s fundraiser for the ACCE program taking place on April 29, 2017. NEW BUSISNESS: SUBJECT: Appointments to Boards and Commissions: SUMMARY: The City has a position it needs filling on the New River Valley Economic Development Alliance to represent the local Economic Development Authority (EDA). We also need one of the representatives to serve on the Executive Committee. The Mayor is Radford’s elected Official on the Board. Danny Wilson has resigned from the City /University Commission and a replacement is needed to represent the neighborhood interest. DISCUSSION: Council decided to have Mr. Edwards bring this up to the EDA at their next meeting and have a representative in mind for April 24, 2017 meeting. Council requested staff look into where Mr. Josh Smith lives, and come back with his name and other possibilities to the April 24, 2017 meeting. CITY MANAGERS COMMENTS: Mr. Ridpath discussed the success of the past week’s events including the Native American Heritage Festival Glencoe Museum Dedication. CITY COUNCIL COMMENTS: Mr. Marshall stated he had some good news regarding development opportunities in West End. Radford has received at $50,000 grant to help clean up the foundry property. Mr. Marshall complimented Basil on his hard work. Mr. Marshall made a motion to adjourn the meeting at 7:37 p.m., Mayor Brown seconded the motion.
