The “New River” City 10 Robertson St. March 8, 2021 Radford, Virginia Meeting Number 16 of Radford City Council, F.Y. 2020-2021 The regular meeting of the Radford City Council was convened at 7:00 p.m. on March 8, 2021 in the Radford City Council Chambers, located at 10 Robertson Street Radford, VA. The Mayor of the City, Raymond David Horton, was present and presiding. Other members of City Council present were Mr. Onassis Burress, Ms. Jessie Foster, Mr. Forrest Hite and Ms. Huntington. Others present were as follows: Mr. David Ridpath, City Manager Mrs. Jenni Wilder, City Clerk Ms. Melissa Skelton CITIZEN COMMENTS: NONE COUNCIL RESPONSE: NONE PROCLAMATION: SUBJECT: Giesen Caldwell SUMMARY: Giesen-Caldwell, a firm specializing in Real Estate, is celebrating its 75th anniversary as a Radford-grown business. The Proclamation recognizes their special event and success. ACTION: Mayor Horton made a motion to approve the proclamation as presented, Ms. Foster seconded the motion. VOTE: AYES: Mr. Burress, Mr. Hite, Ms. Huntington, Ms. Foster, Mayor Horton NAYES: None-0 SUBJECT: American Red Cross Month SUMMARY: March is American Red Cross Month. The Red Cross has requested that the City consider a local proclamation to help recognize those who volunteer, donate blood, take life- saving courses or provide financial donations to help support the Red Cross and its mission. The Proclamation formally recognizes the Month of March as “Red Cross Month”. ACTION: Ms. Huntington made a motion to approve the proclamation as presented, Mr. Hite seconded the motion. VOTE: AYES: Mr. Burress, Mr. Hite, Ms. Huntington, Ms. Foster, Mayor Horton NAYES: None-0 NEW BUSINESS: SUBJECT: Resolution Radford University Foundation Bond SUMMARY: Bonds from the City of Radford. The bond will support the development, construction, financing, furnishing and related equipment purchases associated with the 88,000 sq. ft, 124 room hotel and 4,000 sq. ft. conference center. The project will be located in the 600 block of Tyler Avenue. Provident Group is non-profit organization established in the State of Georgia as a 501(c) 3 to advance “education” as its charitable mission. The project and related bonds promote economic development initiatives, tourism, job creation and the success of Radford University. The bonds do not constitute a debt or pledge of the faith and credit of the City of Radford, nor obligate the City to pay the bonds. The Radford EDA held a public hearing on March 4, 2021. There were no objections. The EDA approved a Resolution supporting the Revenue Bond. ACTION: Mr. Burress made a motion to approve the resolution as presented, Ms. Huntington seconded the motion. VOTE: AYES: Mr. Burress, Mr. Hite, Ms. Huntington, Ms. Foster, Mayor Horton NAYES: None-0 SUBJECT: Appropriation Ordinance 1726.27 SUMMARY: The City of Radford has received two special funding allocations through the Community Development Block Grant program in response to COVID 19. An allocation of $105,448 and an additional $74,893 for a total of $180,341 has been provided by. The total allocation will be used to support activities that prevent, prepare for, and respond to COVID-19. Funds will be provided to our sub-recipients such as the Women’s Resource Center and New River Community Action to assist the low-to-moderate income population. No local match is required. ACTION: Mr. Hite made a motion to approve Appropriation Ordinance 1726.27 on the first reading, Ms. Foster seconded the motion. VOTE: AYES: Mr. Burress, Ms. Foster, Mr. Hite, Ms. Huntington, Mayor Horton NAYES: None-0 SUBJECT: Amphitheater Presentation SUMMARY: City Council requested an evaluation of the property on the West side of Glencoe for development as Amphitheater/event space. The space would be used for special events, entertainment opportunities associated with concerts and theater performances and Farmer’s Market options. Elements of the project includes concept options, access to area amenities, restroom needs, parking space available, public access, attendance potential facility needs and costs. Barry Collier presented an overview of the project to date.
