The “New River” City 10 Robertson St. May 24, 2021 Radford, Virginia Meeting Number 20 of Radford City Council, F.Y. 2020-2021 The regular meeting of the Radford City Council was convened at 7:00 p.m. on May 24, 2021 in the Radford City Council Chambers, located at 10 Robertson Street Radford, VA. The Mayor of the City, Raymond David Horton, was present and presiding. Other members of City Council present were Mr. Onassis Burress, Ms. Jessie Foster, Mr. Forrest Hite and Ms. Huntington. Others present were as follows: Mr. David Ridpath, City Manager Mrs. Jenni Wilder, City Clerk Mr. Michael Bedsaul, City Attorney MINTUES APPROVAL: Mayor Horton asked the minutes be moved to the June meeting for further time to review. CITIZEN COMMENTS: Mr. Gary Harris invited everyone to the Memorial Day program in Bisset Park. COUNCIL RESPONSE: NONE SUBJECT: Ordinance 1751-Cigarette Tax Increase SUMMARY: The City of Radford has a tax on “tobacco” and “cigarette” products of .15 per pack. The rate has been level for over a decade. Radford has had the tax option since 2004. The state has now given counties similar authority. The rate in Christiansburg is 40 cents/pack and the rate in Blacksburg is 30 cents per pack. The surrounding counties are considering implementing 40 cents. ACTION: Mr. Burress made a motion to approve the Ordinance on its second reading, Ms. Foster seconded the motion. VOTE: AYES: Mr. Burress, Ms. Foster, Mr. Hite, Ms. Huntington, Mayor Horton NAYES: NONE-0 NEW BUSINESS: SUBJECT: F.Y. 2021 Pavement Maintenance Program SUMMARY: The City procured bids for the F.Y. 2021 Paving Program. Only one bid was received from Adams Construction Company for both paving and milling at a cost of $386,356. The program will include the pavement overlay of Wadsworth Street from West Main Street to Rock Road, as well as the pavement overlay of Sundell Drive from Wadsworth Street to Armentrout Circle. ACTION: Mr. Burress made a motion to award the contract to Adams Construction Company, Ms. Foster seconded the motion. VOTE: AYES: Mr. Burress, Ms. Foster, Mr. Hite, Ms. Huntington, Mayor Horton NAYES: NONE-0 ACTION: Ms. Foster made a motion to approve the Appropriation Ordinance 1713.26 on the first reading, Mr. Hite seconded the motion. VOTE: AYES: Mr. Burress, Ms. Foster, Mr. Hite, Ms. Huntington, Mayor Horton NAYES: NONE-0 ACTION: Ms. Foster made a motion to dispense with the second reading of the Appropriation Ordinance 1713.26, Mr. Hite seconded the motion. VOTE: AYES: Mr. Burress, Ms. Foster, Mr. Hite, Ms. Huntington, Mayor Horton NAYES: NONE-0 SUBJECT: School Board Budget Amendment SUMMARY: The School Board has requested that its F.Y. 2021 Budget be amended to reflect additional revenues and expenditures associated with the virtual school enrollment and cares funding. The amount of the amendment is $4,067,155. Since the amount exceeds 1% of the City annual appropriation, a public hearing is required and can be held on June 14, 2021. ACTION: Ms. Huntington made a motion to schedule the public hearing for June 14, 2021, Mr. Burress seconded the motion. VOTE: AYES: Mr. Burress, Ms. Foster, Mr. Hite, Ms. Huntington, Mayor Horton NAYES: NONE-0 Proclamation: SUBJECT: Memorial Day SUMMARY: A proclamation was prepared to recognize Memorial Day. ACTION: Mayor Horton made a motion to approve the proclamation as presented, Mr. Burress seconded the motion. VOTE: AYES: Mr. Burress, Ms. Foster, Mr. Hite, Ms. Huntington, Mayor Horton NAYES: NONE-0 CITY MANAGER COMMENTS: Mr. Ridpath spoke to the summer paving schedule, the spring beautification efforts city wide. The July 4th event will be scheduled and the fireworks show the same length as last year. COUNCIL COMMENTS: Ms. Huntington reminded everyone to fill out the East Main Development Plan survey and that there is a new portion of the survery for those to fill out. Ms. Foster asked what the status of the third bid for the American Legion project was and how we can continue to move that project forward. Mr. Burress reminded everyone to have a fun and safe Memorial Day weekend and be safe and smart. Mayor Horton reminded everyone about the East Main Street survey. Mayor Horton mentioned the Ride of Silence and what a good turn out it was. Mayor Horton reminded everyone of the patriotic holidays coming up and thanked former Council Member Gropman for the flags that are up throughout the community.
