The regular meeting of the Radford City Council was convened at 7:00 p.m. on May 24, 2021 in the
Radford City Council Chambers, located at 10 Robertson Street Radford, VA. The Mayor of the City,
Raymond David Horton, was present and presiding. Other members of City Council present were Mr.
Onassis Burress, Ms. Jessie Foster, Mr. Forrest Hite and Ms. Huntington.

OLD BUSSINESS:
SUBJECT: Appropriation Ordinance #1726.34 -F.Y. 2021 Budget Amendment – School Board
Budget:
SUMMARY: The School Board has requested that its F.Y. 2021 Budget be amended to reflect
additional revenues and expenditures associated with the “Virtual” school enrollment, CARES
Act funding and a security grant. The amount of the amendment is $4,067,155 corresponding
expenses relate to security upgrades, employee bonus, childcare services, virtual academy and air
purification. The amendment will increase the school budget for F.Y. 2021 to $40,527,303.
ACTION: Mr. Hite made a motion to approve the Appropriation Ordinance 1726.34 on its second
reading, Ms. Foster seconded the motion.

NEW BUSINESS:
SUBJECT: CDBG Amendment
SUMMARY: The City of Radford received an additional $74,893 in our Community
Development Block Grant funding for plan year 2019. The additional funding is associated with
“Coronavirus” relief. The Appropriation of the funding was done in March 8, 2021. The funds
would be used for pandemic mitigation for several of our public service agencies…The
Women’s Resource Center ($15,000), New River Community Action ($30,000), Bobcat
Backpack Program ($4,893) and Radford-Fairlawn Daily Bread ($25,000). An Amendment to
the Plan Year -2019 CDBG Action Plan is required by the Virginia Department of Housing and
Community Development.
ACTION: Ms. Foster made a motion to approve the CDBG action plan amendment on the first reading,
Mr. Hite seconded the motion.

SUBJECT: Mutual Aid Agreement
SUMMARY: The Radford Army Ammunition Plant has requested an update of its “Mutual Aid
Agreement” with the City of Radford. The agreement is for 2-years and covers customary Fire,
EMS, Police and Public Works Services, if mutual aid is required to the RAAP site in planning,
preventing and responding to an emergency. The service has worked well for the past two
decades.
ACTION: Ms. Huntington made a motion to approve the mutual aid agreement, Mr. Burress seconded
the motion.

SUBJECT: F.Y. 2022 Calendar
SUMMARY: The City Council “regular” meeting calendar for 2022 calls for twenty-one

no second meeting in July.

SUBJECT: Appropriation Ordinance 1726.43-EMS Scholarships
SUMMARY: The Virginia Office of Emergency Medical Services has provided a $10,000
scholarship to Radford EMS. The funds will provide two scholarships for certification as an
Emergency Medical Response, Emergency Medical Technician, Advanced Emergency Medical
Technician and Paramedic.
ACTION: Mayor Horton made a motion to approve Appropriation Ordinance 1726.43 on the first
reading, Mr. Hite seconded the motion.

CITY MANAGER COMMENTS:
Mr. Ridpath discussed upcoming City Projects including the paving of Sundell Drive and Wadsworth
Street the East Main Street and West Main Street Sidewalk improvement projects, and invited everyone
out to enjoy the Spirit of America Celebration.
COUNCIL COMMENTS:
Ms. Huntington wished everyone a Happy Fourth of July.
Ms. Foster stated she dedicated her moment of silence to Edward Kenneth Cox and gave a recap of the
Diverse Our City Meeting. Ms. Foster also asked if Council could get the commander of the Arsenal out
to speak to Council at an upcoming meeting.
Mr. Burress discusses the bid process for the American Legion and ask if the bids could be presented to
Council so the American Legion could secure a contractor and begin the work on the facility. He also
wished everyone a safe and happy Fourth of July.
Mr. Hite wished everyone a Happy Independence Day and thanked all the citizens who put in their names
wanting to serve on various boards and commissions.
Mayor Horton wished everyone a Happy Fourth and again thanked all who are willing to serve on the
boards and commissions. Mayor Horton mentioned that in June there were events celebrating Pride
Month and Juneteenth.
Mr. Burress made a motion, seconded by Mr. Hite to convene a closed meeting for the purpose of
Discussion, consideration, or interviews of prospective candidates for employment; assignment,
appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public
officers, appointees, or employees of any public body; and evaluation of performance of departments,
under Virginia Code Section 2.2-3711 (A) (1).
