The “New River” City 10 Robertson St. March 13, 2023 Radford, Virginia Meeting Number 15 of Radford City Council, F.Y. 2022-2023 The regular meeting of the Radford City Council was convened at 7:00 p.m. on February 27, 2023 in the Radford City Council Chambers, located at 10 Robertson Street Radford, VA. The Mayor of the City, Raymond David Horton, was present and presiding. Other members of City Council present were, Vice- Mayor Seth Gillespie, Ms. Jessie Foster, Mr. Bobby Davis, and Ms. Kellie Artrip. Others present were as follows: Mr. David Ridpath, City Manager Ms. Jenni Goodman, City Clerk CITIZEN COMMENTS: NONE COUNCIL RESPONSE: NONE MINUTES APPROVAL: Ms. Foster made a motion to approve the minutes for February 27, 2023 as presented, Mr. Gillespie seconded the motion. VOTE: AYES: Mr. Davis, Mr. Gillespie, Ms. Foster, Ms. Artrip, Mayor Horton NAYES: NONE-0 PRESENTATIONS: SUBJECT: Red Bud Festival SUMMARY: Jesse Kelly made a presentation on the “Red Bud Festival” planned for April. The event is supported by the Radford Beautification Commission. SUBJECT: Mountain Trotter Arts SUMMARY: Michelle Beale from Mountain Trotters presented an overview of their plans to restructure “West End Wednesdays” to a weekend event for 2023. The event is planned for the Glencoe lawn. PROCLAMATIONS: SUBJECT: Women’s History Month SUMMARY: The month of March is nationally recognized as “Women’s History Month”. The designation highlights the historic and ongoing critical roles that women have made to the economy, culture and social progress, the leadership, workforce, the military, as well as equal opportunity. ACTION: Ms. Artrip made a motion to approve the proclamation as presented, Mr. Gillespie seconded that motion. VOTE: AYES: Mr. Davis, Mr. Gillespie, Ms. Foster, Ms. Artrip, Mayor Horton NAYES: NONE-0 SUBJECT: Emergency Management Professionals Week SUMMARY: March 19-23, 2023 is “Energy Management Professionals Week” in the State of Virginia. The event proclaimed by the Virginia General Assembly and the Virginia Development of Emergency Management is to recognize, honor and show appreciation for the dedication of those that work in the profession of Emergency Management. ACTION: Ms. Foster made a motion to approve the proclamation as presented, Ms. Artrip seconded that motion. VOTE: AYES: Mr. Davis, Mr. Gillespie, Ms. Foster, Ms. Artrip, Mayor Horton NAYES: NONE-0 OLD BUSINESS: NONE NEW BUSINESS: NONE CITY MANAGER COMMENTS: Mr. Ridpath stated that there will be more daylight with the daylight savings time change and spring is on the way. Mr. Ridpath discussed the Sisson Park renovations and the order times for a new fire truck and ambulance. Mr. Ridpath concluded that April is a busy month between environmental awareness and budget meetings. COUNCIL COMMENTS: Mr. Davis stated that he is excited about all the upcoming events and things we have going on and if there is live music he will be there. Mr. Gillespie echoed the excitement about all the things we heard tonight. Mr. Gillespie expressed excitement about the renovations at the recreation center as well as the park updates and thanked Chief Dodson for having an officer come out and shoe the new police vehicle, it is a much needed vehicle to keep officers safe and help them do their jobs effectively. Ms. Foster dedicated her moment of silence o Charles Hanson Moore and spoke about how this meeting is short, but they have been burning the midnight oil working on budget. Ms. Artrip is excited about all the upcoming festivals and happy International Women’s Month, on some level women do run the world. Thanks to the Police Department for bringing out the car, it made her kids happy. Mayor Horton commented on the quality investment in police cars and all the fun times that are upcoming with the events. Mayor Horton also spoke about the East Main Project and how it is ongoing.
