The “New River” City 10 Robertson St. September 2, 2025 Radford, Virginia Special Meeting Number 1 of Radford City Council, F.Y. 2025-2026 The special meeting of the Radford City Council was convened at 5:30 p.m. on September 2, 2025 in the Radford City Council Chambers, located at 10 Robertson Street Radford, VA. The Mayor of the City, Raymond David Horton, was present and presiding. Other members of City Council present were, Vice- Mayor Seth Gillespie, Mrs. Jessie Foster, Mrs. Kellie Artrip, and Mr. Guy Wohlford. Others present were as follows: Mr. Todd Meredith, City Manager Mr. Mike Bedsaul, City Attorney Mr. Craig Meadows, Consultant Ms. Melissa Skelton, City Clerk Mayor Horton made a motion, seconded by Mr. Gillespie to convene a closed meeting for the purpose of Discussion, consideration, or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of any public body; and evaluation of performance of departments, under Virginia Code Section 2.2-3711(A)(1), specifically to discuss compensation rates and Pursuant to Virginia Code Section 2.2-3711(A)(8) for consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, where such consultation or briefing in open meeting would adversely affect the negotiating or litigating posture of the public body; specifically, to discuss the lawsuit filed by Pulaski County concerning the revenue sharing agreement.” VOTE: AYES: Ms. Artrip, Ms. Foster, Mr. Gillespie, Mr. Wohlford, Mayor Horton NAYES: NONE-0 Mayor Horton made a motion to adjourn the closed meeting, Mr. Gillespie seconded the motion. VOTE: AYES: Ms. Artrip, Ms. Foster, Mr. Gillespie, Mr. Wohlford, Mayor Horton NAYES: NONE-0 Mayor Horton made a motion to re-convene the regular meeting Mrs. Foster seconded the motion. VOTE: AYES: Ms. Artrip, Ms. Foster, Mr. Gillespie, Mr. Wohlford, Mayor Horton NAYES: NONE-0 CERTIFICATION OF THE CLOSED MEETING: Mayor Horton made a motion that Council did not discuss anything in the closed meeting other than the item for which it was convened, Mr. Wohlford seconded the motion. VOTE: AYES: Ms. Artrip, Ms. Foster, Mr. Gillespie, Mr. Wohlford, Mayor Horton NAYES: NONE-0 Mayor Horton made a motion to amend the agenda to remove the Council retreat, Mrs. Artrip seconded the motion. VOTE: AYES: Mrs. Artrip, Mrs. Foster, Mr. Gillespie, Mr. Wohlford, Mayor Horton NAYES: None SUBJECT: Ordinance # 1820 –Communication Officer’s Compensation SUMMARY: In order to promote the health, safety, and welfare of the City’s inhabitants, and provide for the functions of the City’s government, the City Council has determined it appropriate to amend the city’s budget to provide a salary adjustment for the communications officer of the Police Department. ACTION: Mayor Horton made a motion to approve the street closure on the first reading, Mr. Gillespie seconded the motion. VOTE: Mrs. Artrip YES Mrs. Foster YES Mr. Gillespie YES Mr. Wohlford YES Mayor Horton YES Mayor Horton adjourn the meeting at 8:33.
