Minutes City of Radford Economic Development Authority Regular Meeting June 8, 2023 / 12 p.m. City Council Chambers Members Present: Mr. Abram Williams, Ms. Caroline Gaskins, Mr. Keith Weltens, Mr. Jeff Cumberland, Mr. Justin Mosby Staff & Visitors: Ms. Kim Repass, Executive Director Mr. Abram Williams called the meeting to order at 12:13 p.m. A quorum was established. 1) Closed Session I. Mr. Jeff Cumberland made a motion, seconded by Mr. Justin Mosby to convene a closed meeting for purpose of consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by such counsel. Nothing in this subdivision shall be construed to permit the closure of a meeting merely because of an attorney representing the public body is in attendance or is consulted on a matter to specifically discuss the REDI program. Virginia Code 2.2-3711 (A) (8). No action was taken in the closed meeting. Mr. Keith Weltens made a motion to adjourn the closed meeting. Mr. Jeff Cumberland seconded the motion. Mr. Abram Williams made a motion to re-convene the regular meeting. Ms. Caroline Gaskins seconded the motion. Certification of the Closed Meeting: Mr. Abram Williams made a motion that the EDA did not discuss anything in the closed meeting other than the item for which was convened. Mr. Jeff Cumberland seconded the motion. 2) Board Comments i. Mr. Abram Williams suggested that we revisit the guidelines and conditions of the POP Program at the next meeting. ii. Mr. Justin Mosby suggested we look into finding creative ways to have a working lunch meeting with our local businesses to discuss how things are going and if there are ways we as an EDA can help with current issues if any.  Meeting Adjourn Being no further business the meeting was adjourned at 12:57 p.m. Director, Economic Development Director, Tourism
