Meeting of Radford Electoral Board, 06/26/2019 10:00 a.m. Meeting called to order at 10:05 Chairman Wohlford called the meeting to order; Roll Call: Chairman Wohlford. Yes Vice Chair Turk, Yes Secretary Mannon, Yes Also Attending Tracy Howard, Director of Elections Minute approval: Minutes of May 7, 2019, distributed, Motion to approve by Mr. Wohlford, 2nd by Mr. Mannon Mrs. Turk: Yes Closed Session: Motion made by Mrs. Turk to go into executive session under §2.2-3711 personnel for registrar evaluation. Specifically, for “Discussion, consideration, or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of any public body”; Mr. Mannon 2nd Mr. Wohlford: Yes Motion by Mr. Wohlford to re-open session, Statement by Mr. Wohlford no other business discussed, other than personnel under §2.2-3711. Mrs. Turk, 2nd Mr. Mannon: yes General Registrar performance review, conducted in closed session presented to DoE Howard for comment and signature, Remittance page signed and sent to ELECT as required by Virginia Code §24.2-109.1 Old Business: Moving Central Precinct from Firehouse; Discussion and reminder of City Council public hearing @ 7:00 p.m. July 8, 2019. Letter dated June 17, 2019 from Central UMC asking for consideration as Central Precinct polling place as well, distributed to Board. Central UMC letter deferred due to May 7th vote of recommendation and upcoming public Hearing of Ordinance 1715. The Electoral Board, directed DoE Howard to communicate to Council, that the Board would conduct a site review if requested by Council action on July 8, otherwise would proceed with current recommendation. New Business: Electronic meeting participation, discussion. Recommendation of creation of policy for electronic participation of Electoral Board Member. Director asked to look up and distribute E-participation guidelines as published by ELECT. Discussion of upcoming dates and deadlines for November General Election: Director asked to check with Treasurer about utilization of utility billing notices for Election related deadline dates, and recruitment of Officers of Election. Next regular meeting : August 27, 2019 at 10:00 a.m. for officer placement in Polling places. Assignment of new Chief Officers in New River and West Precincts.
