City of Radford Electoral Board Minutes of Public Meeting November 6-14, 2024 Chairwoman Ann Craig called the meeting of the City of Radford Electoral Board to order at 10:17 a.m. on November 6, 2024, at 619 2nd Street, room 149, Radford, Virginia. Present were Chairwoman Craig, Vice Chairman Chris Quesenberry, and Secretary Carol Colby, constituting a quorum, as well as General Registrar Lindsey Williams and Chief Deputy Registrar Missy Mayweather. Also in attendance were Gloria Boyd and Amanda Winters. The Board conducted the initial canvass of the results of the November 5 general election. At 11:45 a.m., the meeting was continued. Chairwoman Craig called the reconvened meeting to order at 2:04 p.m. on November 12, 2023, in the same location. The Board continued the canvass of results. At 2:38 p.m., the meeting was continued until November 13 at 10:00 a.m., whereupon the Board would consider provisional ballots. At 10:00 a.m. on November 13, Chairwoman Craig called the reconvened meeting to order. Secretary Colby moved to go into a closed meeting for consideration of provisional ballots, pursuant to Virginia Code § 2.2-3712A, the subject matter of the meeting being the consideration of provisional ballots, the purpose of the meeting being to fulfill the Board’s obligations under Virginia Code § 24.2-653.01 to determine the validity of provisional ballots, and the closed session being permitted by Virginia Code § 24.2-653.01(B). Vice Chairman Quesenberry seconded the motion, which passed unanimously. The Board went into closed session. Gloria Boyd and Amanda Winters were authorized to be in attendance. At 5:00 p.m., the Board reconvened in an open meeting and conducted a unanimous roll call in accordance with Virginia Code § 2.2-3712D, certifying that to the best of each member’s knowledge, only public business matters lawfully exempted from open meeting requirements under the Virginia Code and only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered in the meeting. At 10:30 a.m. on November 14, Chairwoman Craig called the reconvened meeting to order. Secretary Colby commented that in the meeting of November 13, people not in attendance had been informed of the proceedings of a closed session and were allowed to disrupt the meeting. She reiterated that proceedings in a closed session are not to be shared with people not in attendance. She also requested that if Mrs. Williams were to seek guidance from someone at ELECT, she include the Board in such conversations. Secretary Colby moved to go into a closed meeting for consideration of provisional ballots, pursuant to Virginia Code § 2.2-3712A, the subject matter of the meeting being the consideration of provisional ballots, the purpose of the meeting being to fulfill the Board’s obligations under Virginia Code § 24.2-653.01 to determine the validity of provisional ballots, and the closed session being permitted by Virginia Code § 24.2-653.01(B). Gloria Boyd and Amanda Winters were again authorized to be in attendance. At 1:18 p.m., the Board reconvened in an open meeting and conducted a unanimous roll call in accordance with Virginia Code § 2.2-3712D, certifying that to the best of each member’s knowledge, only public business matters lawfully exempted from open meeting requirements under the Virginia Code and only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered in the meeting. The Board completed the canvass, and adjourned at 1:22 p.m.
