Jotz called the meeting to order at 7 p.m. and called the roll: PRESENT: Councilmembers Brooks, Brown, Cox, Gibilisco, Miles, Mojica, Newbury, Parker, Parson The City Clerk announced the meeting had been advertised and posted in accordance with the Open Public Meetings Act of the State of New Jersey. This meeting of January 3,2023 included in a list of meetings notice sent to the Home News Tribune and the Union County Local Source, posted on the bulletin board in the Municipal Building and has remained continuously posted as the required notices under the Statute. In addition, a copy of this notice is and has been available to the public and is on file in the offrce of the Municipal Clerk. PLEDGE OF ALLEGIANCE & INVOCATION City Clerk Jotz led the Pledge of Allegiance and Councilman Brown offered an Invocation. ELECTION OF COUNCIL PRESIDENT & VICE PRESIDENT City Clerk Jotz stated that the first order of business was the election of the Council President and Vice President for the year 2022 and asked for nominations. Councilmember Brown nominated Councilmember Cox as Council President for the year 2023. The nomination was seconded by Councilmember Brooks The City Clerk asked if there were any other nominations. Hearing none, nominations were closed. Roll Call on the Nomination of Councilmember Cox for Council President: YES: Councilmembers Brooks, Brown, Cox, Gibilisco, Miles, Mojica, Newbury, Parker, Parson The City Clerk declared that Councilmember Cox has been duly elected Council President for the year 2023.  Councilmember Newbury nominated Councilmember Parson as Council Vice President for the year 2023. The nomination was seconded by Councilmember Brooks. r--- The City Clerk asked if there were any other nominations. Hearing none, nominations were closed. Roll Call on the Nomination of Councilmember Parson for Council Vice President: YES: Councilmembers Brooks, Brown, Cox, Gibilisco, Miles, Mojica, Newbury, Parker, Parson The City Clerk declared that Councilmember Parson has been duly elected Council Vice President for the year 2023. Council President Cox stated that Resolutions AR-3-23, AR-4-23 and AR-6-23 have been removed from the agenda. AR-09-23 RESOLUTION APPROVING A PROFESSIONAL SERVICES CONTRACT TO RAINONE COUGHLIN MINCHELLO, LLC FOR THE PROVISION OF 2023 GENERAL LEGAL SERVICES Motion to adopt the above titled Resolution was made by Councilmember Newbury, seconded by Councilmember Cox and adopted by the following vote: YES: Councilmembers Brooks, Brown, Gibilisco, Miles, Mojica, Newbury, Parker, Parson, Cox Council President Cox declared the motion carried. AR-14-23 RESOLUTION CONFIRMING MAYOR RAYMOND GIACOBBE'S APPOINTMENT OF JOHNATHAN PARHAM AS BUSINESS ADMINISTRATOR FOR THE CITY OF RAHWAY FOR A TERM ENDING ON DECEMBER 31, 2023 OR UNTIL HIS SUCCESSOR IS APPOINTED Motion to adopt the above titled Resolution was made by Councilmember Cox, seconded by the Entire Council and adopted by the following vote: YES: Councilmembers Brooks, Brown, Gibilisco, Miles, Mojica, Newbury, Parker, Parson, Cox Council President Cox declared the motion carried. Council Reorganization Meeting of January 3,2023 4 of 5 City of Rahway  AR-15-23 A RESOLUTION CONFIRMING THE MAYOR'S APPOINTMENT OF MUNICIPAL DEPARTMENT DIRECTORS Motion to adopt the above titled Resolution was made by Councilmember Miles, seconded by Councilmember Gibilisco and adopted by the following vote: YES: Councilmembers Brooks, Brown, Gibilisco, Miles, Mojica, Newbury, Parker, Parson, Cox Council President Cox declared the motion carried. Council President Cox asked for a mover and second to adopt the above resolutions as one motion as a Consent Agenda. Motion made by Councilmember Parson and seconded by Councilmember Gibilisco to adopt the Consent Agenda. The Consent Agenda was adopted by the following vote. YES: Councilmembers Brooks, Brown, Gibilisco, Miles, Mojica, Newbury, Parker, Parson, Cox Council President Cox declared the motion carried. MISCELLANEOUS (Untinished Business) COMMUNICATIONS: HEARING OF CITIZENS ON ANY ITEM (Five minutes per speaker) With no one appearing, Council President Cox closed the Public Hearing. t ADJOURNMENT A motion to adjourn the meeting was made by Councilmember Brooks and seconded by Councilmember Parson.
