Meeting Announcement and Agenda City Council Regular Meeting City Council Chambers, 315 West 4th Street, Red Wing, MN & Virtually Monday, July 27, 2026 at 6:30 PM This meeting will be held in the City Hall Council Chambers and virtually via Webex at the same time. Members of the public can join this meeting either in person at City Hall or virtually. Join the meeting via Webex and type in the password 2026. To join via telephone, please dial (415) 655-0001. Presentations 7. Public Comment Everyone is allowed three minutes to speak on any agenda items and three minutes to speak on any non-agenda items. Non-agenda items will come first; agenda items will follow. Separate sign-up sheets will be available in the lobby. Individuals may only sign up one time per sheet. A person may not give either of their three-minute allotments of time to another person. 8. Consent Agenda (Roll Call Required *) The Consent Agenda consists of items that often don’t require Council discussion. These items are usually routine business, non-controversial, or have been discussed publicly in the past. These items can be approved by the Council all at once unless a Council member acknowledges they would like to comment or have a discussion on any of these items at this meeting. If no Council member has a concern or comment on any of the consent agenda items, the Council will approve them all at the same time. 8.A. Motion to Approve Bills (Warrant #129032 - 129274, totaling $1,033,608.80). 8.B. Motion to Approve July 13, 2026, Regular Meeting Minutes. 8.C. Motion to Approve Finance Report. City Council Agenda Page 1 of 3 8.D. Motion to Approve Private Use of Public Property (PUPP) Application for the 60th Annual Red Wing Arts Fall Festival. The annual Red Wing Arts Festival involves approximately 125 artists' booths plus food vendors in downtown Red Wing and Central Park. The event is scheduled for October 10- 11, 2026. 8.E. Motion to Approve the Solid Waste Delivery Agreement with Lightning Disposal, Incorporated. This agreement provides Lightning Disposal with a disposal rate in exchange for its long- term commitment to deliver municipal solid waste to the City's Waste Campus, including municipal solid waste from the metropolitan area that may become available through the Consent Decree process. Under the metropolitan landfill Consent Decree and associated Schedule of Compliance, metropolitan landfills may deliver municipal solid water to the City when the Waste Campus identifies an anticipated need for additional processing volumes. This process maximizes the use of existing resource recovery infrastructure where processing capacity is available while supporting Minnesota's waste management hierarchy. 8.F. Motion to Approve a One-Day Temporary Liquor License for Red Wing Elks Lodge #845 for the Battle of the Badges Event at the Athletic Field on August 22, 2026. 8.G. Motion to Accept the 2026 Walker Parking Ramp Condition Assessment and Asset Management Plan and to Direct Staff to Incorporate the Recommended Multi-Year Asset Management Plan into the 10-year Capital Improvement Plan Starting in 2027. As part of the 2026 Capital Improvement Plan, the Public Works Department retained Walker Consultants to conduct a comprehensive condition assessment of the City's three municipal parking ramps and prepare an updated asset management plan. The assessment evaluated structural components, waterproofing systems, concrete deterioration, joint sealants, drainage systems, and other building elements to identify existing deficiencies and establish repair priorities. This assessment is performed every ten years to help ensure appropriate maintenance, support long-term capital planning, and extend the service life of the City's parking ramps. 8.H. Motion to Approve Private Use of Public Property (PUPP) Application for Night to Unite. Night to Unite is held annually on the first Tuesday in August and is a statewide event that encourages neighbors to get outdoors and enjoy each other's company as well as to meet members of various City departments and elected City officials. This year, Night to Unite will be held on Tuesday, August 4, 2026. 8.I. Motion to Adopt * Resolution No. 8196, Approving a Minor Subdivision/Final Plat Request to Replat Outlot F of VILLAGE COOPERATIVE OF RED WING as BURDICK PLACE. The proposed plat creates a single parcel for residential development. The Planning Commission reviewed the proposal at its July 21, 2026, meeting and is recommending approval as requested. 9. Motions and General Business (Roll Call Required *) The Council will address each of these items separately. Input from the public on any of these items needs to happen during the Public Comment period at the start of the meeting. The only exception is a Public Hearing. 9.A. Actions Related to the Rezoning of the former Bay View Nursing and Rehabilitation Site. 1. Consider Motion to Adopt * Resolution No. 8197, Approving a Comprehensive Plan Map Amendment at the Former Bay View Nursing Facility Site. City Council Agenda Page 2 of 3 2. Consider Motion to Adopt * Ordinance No. 237, Approving Rezoning Certain Property within the City of Red Wing. 9.B. Options to the Public Comment Period. This agenda item addresses the City Council's Rules of Order, Section 9: Public Comment, in response to a City Council Agenda Item Request, and provides potential changes to the public comment process, including the prohibition on personal attacks at City Council meetings. 10.
