Re: ISPD Budget and Contract for Law Enforcement Services
BUDGET and CONTRACT
Chief Holroyd and the Indian Shores Finance Director, Amy Lockhart, will present the police
department annual estimated budget for FY27 and our town’s cost. The Town’s current fee for
FY26 is $649,019.00 for the year.
The Town’s contract with Indian Shores for law enforcement services is set to expire September
30, 2026. The current contract includes the option to extend for an additional 5 years. The town
will need to consider whether to extend the current contract for 5 years or renegotiate a contract.
At the writing of this memo, I have not received new contract details from ISPD, so I cannot make
any specific recommendations at this time.
Attached you will find the contract signed in 2020 and the amendment signed in 2023.

Re: Emergency Operations Plan
In preparation for the upcoming staff and commissioner hurricane-preparedness training on April
30th, I have updated the town’s Emergency Operations Plan. A draft will be provided.
LESSONS LEARNED
After Hurricanes Helene and Milton, we discovered that many areas of our plan needed updating.
Example updates include:
• Adding the role of Town Manager. The current plan did not include this role because it was
written before the position was created.
• COMMUNICATION with residents is highlighted throughout the plan.
• The updated plan includes much more Building Department planning:
o Use of the Forerunner software program* for damage assessment data collection.
o Preparing permit application paperwork packets.
o Preparing for waiving of certain permit fees**. (Upon Commission approval.)
o Incorporating new State Statute requirements.
• Ensuring remote work capabilities for critical staff. This includes: mobile hotspots, mobile
phones, town-issued laptops that are set up with secure remote access.
The updated plan is also written to complement the Indian Shores plan. This is important since
the Indian Shores PD is our Emergency Management Coordinator.
NEXT STEPS
I welcome feedback from the Commission. Once a final draft is ready, it will be sent to the attorney
for review and then placed on a Regular meeting agenda for final approval.

Re: Redistricting Review
Redistricting typically occurs following the release of the decennial U.S. Census population totals.
However, at the July 30, 2025 Workshop, Commissioners discussed district boundaries and
decided to revisit the topic of an election district boundary review after the March 2026 election.
According to the Town Charter:
§ C-8. Election districts.
A. The Board of Commissioners above-named shall divide, within 20 days of this Act becoming law, the
territory lying within the municipal boundary of the Town of Redington Shores into four areas to be known
as "districts." These four districts shall be created by the Board of Commissioners by dividing said territory
such that each district shall contain as nearly as possible the same number of electors. The districts shall
be numbered 1 to 4 in order, from south to north, with District No. 1 being that district lying most southerly
within the municipal limits. Upon completion of the divisions of the territory into four districts, the Board
of Commissioners shall forthwith prepare a map setting forth the four districts, showing their numbers and
boundaries, and file the same with the Town Clerk, and a copy shall be provided for public inspection.
B. Thereafter, the Board of Commissioners may from time to time by ordinance change the boundaries of
said districts as it may deem expedient so that each district shall contain as nearly as possible the same
number of electors. No change in districts shall be made within six months next preceding an election in
said Town, and the election district so fixed by the Board of Commissioners pursuant to this subsection shall
remain as so fixed until, in the judgment of the Board of Commissioners, a change may be necessary.
C. In each instance where the Commission revises the boundaries of the districts, it shall, in addition to
considering the numbering and population distribution requirements set forth in subsections (A) and (B)
above, attempt to develop district boundaries which would prevent or make less likely the election of more
than one Commissioner (excluding the Mayor-Commissioner) from any one homeowner or
condominium association. The intent of this subsection is that no one condominium or homeowner
association should hold a majority of the Town Commission seats.
Former Commissioner and current resident, Christy Herig, volunteered to take a first look at the
project and report her recommendations.
Ms. Herig completed her review and submitted a draft for Commissioners to consider. The draft
and her rationale will be distributed at the workshop. The objective of the exercise was to analyze
the roll of active registered voters and create a district boundary map that captures approximate
equal numbers of voters within each district.
Staff recommendation: review the proposed district boundaries and consider whether the
presented draft is acceptable. If so, the next step would be to direct the Town Attorney to draft
an Ordinance to reflect the changes.
If the draft is not acceptable, please provide direction to staff as to research desired, etc.

Re: Building Department Staffing
The Building Department office is currently staffed by:
2 CAP employees:
• Building Official – Eve Spencer
• Permit Technician – Jenny Gonzalez
1 Town temporary “employee”:
• Administrative Support Specialist - Suzi McEwen
After the hurricanes in late 2024, the town contracted with an agency to fill a few temporary
clerical staff positions – to assist with the Building Department. Suzi McEwen was one of those
employees. After a certain amount of time, Suzi was able to transition out of the agency to a
temporary position directly with the town. The benefit was a cost savings to the town.
At this time, the town should transition Ms. McEwen away from temporary status. CAP
Government has indicated their interest in employing Ms. McEwen 3 days per week (24 hours).
They have asked if the town would be interested in employing her for 2 days per week (16 hours).
The current salary is $21.00/hr. The salary for this position can be paid from the Building
Department fund.
Options:
1. Create a new part-time administrative position in the Building Department.
2. Do not create a new position and do not renew the current temporary position which
ends on 7-1-26.
3. Create a “floater” part-time administrative position that could also assist with occasional
coverage in the Clerk’s Office.

Re: Disability Beach Access Mat
A resident inquired about the possibility of installing a disability beach access mat at the County
Beach access. A disability beach access mat is a portable, non-slip, firm surface—often made of
mesh—that rolls out over sand to allow wheelchair users, walkers, and strollers access to the
shore. These mats create an ADA-compliant, stable pathway across soft sand, improving access
for those with mobility challenges
I contacted Pinellas County for information. The Department of Environmental Protection permit
that would be necessary for the project cannot be issued during turtle season. The deadline for
application completion is April 30th. This means the town will need to apply closer to the end of
turtle nesting season, which is around October 31st.
In the meantime, I will gather all the necessary information for application and competitive
quotes for the mat itself. An update will be provided when the project is ready to begin.

Re: Movie in the Park for July 4th Holiday
Based on feedback from the Town Commission and Indian Shores Police Department at the April 8
Regular meeting, we have moved the July 4th event to Saturday, June 27.
Staff have secured Awesome Outdoor Cinema for the new date. The $775 quote covers the projector,
popcorn, and snow cone machine. The movie and licensing fee are not included. Licensing for audiences
of 0-100 ranges from $375 to $495, depending on the title. The vendor recommends purchasing the
chosen movie, as this may be more cost-effective than renting it.
Staff now ask the Town Commission to choose a movie for the event.
