VILLAGE BOARD MEETING

Minutes
1. Call to order
The monthly meeting of the Reedsville Village Board was called to order on February 9, 2023, at 6:30 PM
by Village President Jesse Walt.
2. Pledge of Allegiance
3. Roll call
Present were: Becca Fox, Terry Hansen, Jennifer Maertz, Chad Rataichek, Bobbi Reedy and Jack Siebert.
Also present were: Craig Schuh and Tanner Raddatz.
4. Approval of Agenda
A motion was made by Siebert and seconded by Hansen to approve the agenda as presented. Motion
carried 6-0.
5. BID Opening:
a. A motion was made by Hansen and seconded by Fox to approve the generator bid from Hubbartt
Electric in the amount of $72,400.00. Motion carried 6-0.
b. A motion was made by Hansen and seconded by Siebert to approve the sanitary sewer cleaning &
televising bid from Northern Pipe in the amount of $36,660.00. Motion carried 6-0.
6. Public Appearances
a. Public Input: none
b. Visitors: none
7. Approval of Minutes:
A motion was made by Fox and seconded by Rataichek to approve the January 12, 2023 meeting
minutes. Motion carried 6-0.
8. Treasurer’s Reports/Bills
A motion was made by Maertz and seconded by Siebert to pay the accounts payable in the amount of
$416,444.68. Motion carried 6-0.

a. Fire Department
Fire Chief Jason Schuh submitted a written report on the following:
➢ January – 3 Calls Yearly Total – 3
o 2 CO calls
o Smoke smell in barn
➢ Monthly Activity

o 4 members started firefighter cert 1 classes
o WI State Fire Journal is featuring Reedsville Fire Dept in the May/June copy of the
magazine (only 6 depts a year get this honor)
o Working on pre-plans for businesses in our territory
o Burnt the Village brush pile
o Ice Rescue members helped Branch Fire at 7 lakes for a polar plunge
o Bunker gear that was ordered in Sept has been delivered
➢ Firefighters update
o Working with DNR about Ash Bore in the trees at the park
o Playground equipment has been ordered
i. A motion was made by Hansen and seconded by Fox to purchase pagers from Frank’s Radio in
the amount of $1,832.00. Motion carried 6-0.
b. First Responders
First Responders President, Mike Kocourek submitted a written report on the following:

i. A motion was made by Fox and seconded by Hansen to approve the first responder application
for Amara Strenn. Motion carried 6-0.
c. Public Works / Utility Department
Public Works Director Jason Maertz submitted a written report on the following:
• Water/Sewer
Daily Rounds/ samples
Flashed manhole on Hwy W
Fixed water main break on 5th street between Mill st and Menasha st
Put in new analyzer at well 5
Fixed fire hydrant in the fire station parking lot, and put water valve on hydrant
Monthly test on all generator
• Parks
N/A all closed for the winter
• General
Waiting on windows in shop to get replaced
Waiting on all door replacements
• Roads
Cold patched holes in the streets
Snow plowed a few times over the holidays
Got new gearbox put on the new snowblower we bought under warranty
i. C Schuh gave an update on the WWTP Facility Plan and Well #3 projects.

ii. A motion was made by Rataichek and seconded by Hansen to purchase the water testing
handheld meter in the amount of $2,574.00 and ph meter in the amount of $3,850.00 from Hach
Company. Motion carried 6-0.
iii. A motion was made by Rataichek and seconded by Siebert to purchase 125 Orion Cellular LTE-
M Endpoint meter heads from Midwest Meter Inc. in the amount of $31,875.00 using ARPA
funds. Motion carried 6-0.
iv. A motion was made by Rataichek and seconded by Siebert to approve the USDA Pay Request
#10 in the amount of $27,134.44. Motion carried 6-0.
v. The discussion/possible decision on part-time employee was postponed until the next regular
scheduled meeting.
d. Clerk-Treasurer – Mary Jo Krahn
i. A motion was made by Rataichek and seconded by Hansen to approve the combine parcel
request from JB Reedsville LLC. Motion carried 6-0.
ii. A motion was made by Rataichek and seconded by Hansen to approve the operators license
application for Kathie O’Leary. Motion carried 6-0.
iii. The discussion/possible decision on fees/building permits was postponed until the next regular
scheduled meeting.
iv. The survey results will be posted on the Village’s website.
v. Siebert introduce Ordinance 2023-1 adopting a Tourist Lodging Ordinance. A motion was made
by Rataichek and seconded by Fox to approve the ordinance as presented. Motion carried 6-0.
vi. Following a discussion, a motion was made by Fox and seconded by Hansen to not adopt a room
tax ordinance. Motion carried 6-0.
vii. Walt gave an update on the AT&T Agreement.
e. President Report – Jesse Walt
f. Police Department
Police Chief, Kirk Schend, submitted a written report on the following:
January 2023
• Winter Parking enforcement 2 citations
• Dog Feces follow up
• Hacking complaint
• Unregistered vehicle notice given
• Follow up on welfare check or disabled person
• List of village fees to be reviewed
• List of ordinances to be reviewed
o Officer Tisler will be continuing to work from the office. He has and will be working on
finding grant funding. Office Tisler will be continuing light duty assignment. Officer Tisler
handles what he can from the office.
o Office Meeuwsen will continue to work hours as she can schedule them. Thanks, Officer
Meeuwsen for working road time as you work to fit it in your schedule.
o Brillion Office Ben Bastian has been working road time after he has completed his SRO
duties in the afternoon when he gets out of the school.
o Contact hours from the City of Brillion Police Department: Patrol time with travel time was
38.90 hours for January 2023

o Administration hours totaled 24.25 hours for the month of January 2023
o The Reedsville Police Department did host the Manitowoc County Law Enforcement
Executive Meeting in January 2023. Considering the snow storm the night before there was a
very good turnout (20 personnel). The next meeting that the Reedsville Police Department
will host should be in 2024. The LE meeting rotates throughout the police agencies within
Manitowoc County.
i. A motion was made by Fox and seconded by Hansen to have the clerks create a draft of a
street parking ordinance to present at the next regular meeting. Motion carried 5-0 (Siebert
abstained).
11. At 8:10 pm a motion was made by Siebert and seconded by Rataichek to convene into CLOSED
SESSION, pursuant to WI Statute Section 19.85(1) (f) to conduct business which requires a closed session
to consider financial, medical, social or personal histories or disciplinary data of specific persons. Motion
carried 6-0.
12. At 8:18 pm a motion was made by Rataichek and seconded by Fox to reconvene into OPEN SESSION.
Motion carried 6-0.
13. At 8:18 pm a motion was made by Fox and seconded by Hansen to convene into CLOSED SESSION,
pursuant to WI Statute Section 19.85(1) (c) to conduct business which requires a closed session to consider
performance evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Motion carried 6-0.
14. At 9:03 pm a motion was made by Rataichek and seconded by Fox to reconvene into OPEN SESSION.
Motion carried 6-0.
15. A motion was made by Fox and seconded by Siebert to increase wages for the part-time position starting
February 19th, 2023. Motion carried 6-0.
16. Upcoming Meetings: The next regular monthly meeting will be held on Thursday, March 9, 2023 at 6:30
PM.
17. Adjournment: A motion was made by Rataichek and seconded by Fox to adjourn the meeting. Motion
carried 6-0. Meeting adjourned at 9:04 PM.
