E.3 24-1345 Request City Council to Set a Public Hearing for May 14, 2024 to consider (1) General Plan Amendment No. 2019-0006, a request to change the general plan land use designation of approximately 1.55 acres of land (APN: 0132-021-18) located at the southeast corner of Randall Avenue and Lilac Avenue (“Site”) from Residential 2 with an Animal Overlay to Community Commercial (CC), (2) Zone Change No. 2019-0004, a request to change the zoning designation of the Site from Agricultural (A-1) to Neighborhood Commercial (C-1) (3) Precise Plan of Design No. 2022-0019, a request to allow the development of one (1) 8,840 square foot multi-tenant commercial building and one (1) 9,966 square foot multi-tenant commercial building on the Site, and (4) a Mitigated Negative Declaration (Environmental Assessment Review No. 2022-0020) prepared for the project, in accordance with the California Environmental Quality Act (CEQA). It is recommended that the City Council and Rialto Utility Authority Board adopt Resolution No. 8204 and RUA Resolution No. 08-31. E.5 24-1351 Request City Council to Set a Public Hearing for May 14, 2024, to consider (1) Specific Plan Amendment No. 2022-04, and Environmental Assessment Review No. 2024-002, a request to amend the Foothill Boulevard and Central Specific Plan Areas. The Proposed Project will update and combine the existing Foothill Boulevard Specific Plan and Central Area Specific Plan into the Foothill Central Specific Plan (Proposed Project). The Project if approved, would increase the allowable residential density within the Foothill Central Area and provides updates to the development guidelines for this area while preserving existing land uses (2) and Foothill Boulevard Specific Plan Mitigated Negative Declaration prepared for the project, in accordance with the California Environmental Quality Act (CEQA). E.6 24-1340 Request City Council to Set a Public Hearing for May 28, 2024 for the Placement of Liens for Delinquent Refuse Collection Accounts for the 4th Quarter of the 2023 Calendar Year. F. MISCELLANEOUS F.1 24-1337 Request City Council: 1) Authorize the Submission of an Urban and Community Forestry Grant Application to the California Department of Forestry and Fire Protection (CalFire) in Partnership with TreePeople; and 2) Adopt Resolution No. 8205 Authorizing the City Manager or their Designee to Execute all Grant-Related Documents.
