NOTICE IS GIVEN THAT THE CITY COUNCIL OF THE CITY OF RIALTO HAS DECLARED A LOCAL EMERGENCY
RELATED TO COVID-19 AND HAS CLOSED PUBLIC MEETINGS TO PHYSICAL ATTENDANCE BY THE PUBLIC AND
HAS TAKEN STEPS TO HOLD PUBLIC MEETINGS BY TELEPHONIC AND OTHER ELECTRONIC MEANS TO THE
GREATEST EXTENT POSSIBLE. THE PLANNNG COMMISSION WILL BE PARTICIPATING IN THE MEETING FROM
REMOTE LOCATIONS VIA TELECONFERENCE WITHIN THE GUIDELINES OF GOVERNOR NEWSOM’S EXECUTIVE
ORDER N-29-20. THE COUNCIL CHAMBERS WILL NOT BE OPEN TO THE PUBLIC DURING THE PLANNING
COMMISSION MEETING.
PLEASE UTILIZE THE FOLLOWING METHODS TO SUBMIT COMMENTS TO THE PLANNING COMMISSION. YOU MAY

PC-20-0876 General Plan Amendment No. 2019-0004: A request to change the
general plan land use designation of approximately 2.92 gross acres (2.77
net acres) of land (APNs: 0250-091-25 & -26) located on the east side of
Cedar Avenue approximately 630 feet north of San Bernardino Avenue
from Residential 6 to Residential 12. A Mitigated Negative Declaration
(Environmental Assessment Review No. 2019-0033) is included for
consideration in conjunction with the project in accordance with the
California Environmental Quality Act (CEQA).
Zone Change No. 2019-0003: A request to change the zoning
designation of approximately 2.92 gross acres (2.77 net acres) of land
(APNs: 0250-091-25 & -26) located on the east side of Cedar Avenue
approximately 630 feet north of San Bernardino Avenue from
Single-Family Residential (R-1C) to Multi-Family Residential (R-3). A
Mitigated Negative Declaration (Environmental Assessment Review No.
2019-0033) is included for consideration in conjunction with the project in
accordance with the California Environmental Quality Act (CEQA).
Tentative Tract Map No. 2019-0002 (TTM 20294): A request to allow
the subdivision of approximately 2.92 gross acres (2.77 net acres) of land
(APNs: 0250-091-25 & -26) located on the east side of Cedar Avenue
approximately 630 feet north of San Bernardino Avenue into twenty-two
(22) single-family lots and two (2) common lots (for private streets,
common open space, landscaping, and stormwater retention). A Mitigated
Negative Declaration (Environmental Assessment Review No. 2019-0033)
is included for consideration in conjunction with the project in accordance
with the California Environmental Quality Act (CEQA).
Precise Plan of Design No. 2020-0005: A request to allow the
development of a private residential neighborhood comprised of
twenty-two (22) detached single-family dwelling units with corresponding
fencing/walls, paving, drainage, lighting, amenities, and landscaping on
approximately 2.92 gross acres (2.77 net acres) of land (APNs:
0250-091-25 & -26) located on the east side of Cedar Avenue
approximately 630 feet north of San Bernardino Avenue. A Mitigated
Negative Declaration (Environmental Assessment Review No. 2019-0033)
is included for consideration in conjunction with the project in accordance
with the California Environmental Quality Act (CEQA).

PC-20-0869 Conditional Development Permit No. 2020-0021 & Precise Plan of
Design No. 2020-0031: A request to establish a small collection
recycling facility within the parking lot area of an existing retail center
located at 151 West Base Line Road (APN: 0127-311-19) within the
Community Shopping Center (C-1A) zone. The proposed project qualifies
as a Class 3 Exemption (Environmental Assessment Review No.
2020-0025) pursuant to the California Environmental Quality Act (CEQA).

make a Finding of Public Convenience or Necessity (PCN) for the on-site
sale of general public premises (License Type 48) at Uptown Downtown
(Bar and Grill) within an existing 3,120 square foot tenant space within a
multi-tenant commercial building located at 210 S. Riverside Avenue within
the Core Commercial (C-C) zone of the Central Area Specific Plan.
