NOTICE IS GIVEN THAT THE CITY COUNCIL OF THE CITY OF RIALTO HAS DECLARED A LOCAL EMERGENCY
RELATED TO COVID-19 AND HAS CLOSED PUBLIC MEETINGS TO PHYSICAL ATTENDANCE BY THE PUBLIC.
PUBLIC MEETINGS WILL BE HELD BY TELEPHONIC AND OTHER ELECTRONIC MEANS TO THE GREATEST EXTENT
POSSIBLE. THE PLANNING COMMISSION WILL BE PARTICIPATING IN THE MEETING FROM REMOTE LOCATIONS
VIA TELECONFERENCE WITHIN THE GUIDELINES OF GOVERNOR NEWSOM’S EXECUTIVE ORDER N-29-20. THE

Public Hearings
PC-21-0149 Conditional Development Permit No. 2020-0025: A request to allow
the establishment of a 39,295 square foot climate-controlled indoor
self-storage facility within an existing commercial building located at 1610
S. Riverside Avenue within the Retail Commercial (R-C) zone of the
Gateway Specific Plan. This project is categorically exempt pursuant to
Section 15301 (Existing Facilities) of the California Environmental Quality
Act (CEQA).
Precise Plan of Design No. 2020-0049: A request to allow the
modification of the exterior façade of an existing commercial building
located at 1610 S. Riverside Avenue within the Retail Commercial (R-C)
zone of the Gateway Specific Plan. This project is categorically exempt
pursuant to Section 15301 (Existing Facilities) of the California
Environmental Quality Act (CEQA).

PC-21-0135 Conditional Development Permit No. 2021-0016: A request to allow
the sale of beer, wine, and distilled spirits for off-site consumption from a
previously approved 3,400 square foot convenience market on 1.61 gross
acres of land (APN: 0128-571-25) located on the north side of Foothill
Boulevard approximately 300 feet west of Larch Avenue within the
Commercial Pedestrian (C-P) zone of the Foothill Boulevard Specific Plan.
On November 13, 2019, the Planning Commission adopted a Mitigated
Negative Declaration (Environmental Assessment Review No. 2019-0014)
for the development and operation of the proposed convenience market, in
accordance with the requirements of the California Environmental Quality
Act (CEQA).

development and use of a 54,484 square foot industrial storage
warehouse/distribution center building for the storage and distribution of
fuel products and lubricants on 4.87 gross acres (4.77 net acres) of land
(APN: 0258-121-08) located on the south side of Santa Ana Avenue
approximately 300 feet west of Riverside Avenue within the Heavy
Industrial (H-IND) zone of the Agua Mansa Specific Plan. A Mitigated
Negative Declaration (Environmental Assessment Review No. 2019-0053)
has been prepared for consideration in conjunction with the project.

development of a 54,484 square foot industrial storage
warehouse/distribution center building with associated paving,
landscaping, fencing, lighting, and drainage improvements on 4.87 gross
acres (4.77 net acres) of land (APN: 0258-121-08) located on the south
side of Santa Ana Avenue approximately 300 feet west of Riverside
Avenue within the Heavy Industrial (H-IND) zone of the Agua Mansa
Specific Plan. A Mitigated Negative Declaration (Environmental
Assessment Review No. 2019-0053) has been prepared for consideration
in conjunction with the project.
