REGULAR MEETING MINUTES NOVEMBER 4, 2013 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 4, 2013, BY MAYOR RIX. ROLL CALL Present: Goodar, Greene, LaFore, Misteravich, Rix, Schultz, Yaroch Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: Dean Roberts, Police Chief Teske, Katelyn Larese, Pastor Russ and Melissa Eggli APPROVAL OF MINUTES Motion by Yaroch, seconded by Lafore, to approve the minutes of the October 15, 2013, special quarterly roundtable, as amended: Pg. 2, para. 5, should read: The School Board brought up the idea of the City,….. Pg. 2, Para 7, should be removed and the following language should be added: Manager Moore discussed the Library with the School Board. Currently the physical building of the Library sits both on City property and School property. The Deed needs to be cleaned up and the possibility of the City acquiring additional land surrounding the Library. There was a communication error in regards to the deed during the City Manager transition approximately twenty years ago. In addition Manager Moore also discussed the idea of placing a parking lot on the additional land to connect it to the current lot that would benefit both the School and the City. All yeas Motion passes Motion by Yaroch, seconded by Goodar, to approved the minutes of the October 21, 2013, regular meeting, as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File October 24, 2014, Board of Zoning Appeals Meeting Minutes b) Approval of October 31, 2013, Schedule of Bills in the amount of $ 138,678.31 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of the Second Reading and Adoption of Ordinance No. 159-1/Revisions to Pawnshop Ordinance Motion by Yaroch, seconded by LaFore, to approve the Second Reading and Adoption of Ordinance No. 159-1, which amends the City of Richmond Code of Ordinances Chapter 66 Secondhand Goods sections 66-35, 66-43, and 66-63 to require the use of the Richmond Police Department’s computerized system and scheduling the same for second reading and adoption at the City Council’s November 4, 2013, regular meeting. Consideration of request to conduct the annual Good Fellow Paper Sale/Richmond Lions Club Motion by Schultz, seconded by Greene, to approve the request received from the Richmond Lion’s club to conduct their Good Fellow Paper Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, December 6th and Saturday, December 7th, 2013, from Dawn to Dusk; further, the Lion’s Club agrees that the volunteers will wear fluorescent vests and utilize traffic cones; that the Lion’s Club agree not to be in the Main/Division intersection on Friday, December 6th, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER None received. COUNCIL COMMENTS Misteravich – Pleasure to serve on Council, hope to be re-elected tomorrow. LaFore – There is a big district football game this Saturday. Yaroch – Hope for a strong voter turnout tomorrow - It has been an honor to serve on Council Schultz – Streetlights are out from Washington to the Fire Hall. - The Christmas decorations will be put up on December 1st Rix – Reminder of upcoming calendar events: - 11/5 – Recreation Board at 7:00 pm - 11/5 – Election 7:00 am until 8:00 pm - 11/11 – Library Board at 7:00 pm - 11/11 – Council Organizational Meeting at 8:00 pm - 11/12 – Cable Commission at 7:00 pm - 11/14 – Planning Commission at 7:00 pm - 11/18 – Council at 7:00 pm - 11/26 – Last day for yard waste collection - 11/28 – Thanksgiving Rix – It has been an honor to serve with everybody. - Wished all candidates Good Luck at tomorrow’s election. CLOSED SESSION CCM: 11/04/2013 Page 3 of 4 Motion by Yaroch, seconded by Misteravich, to reconvene into closed session in accordance with Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiations of a collective bargaining agreement if either negotiating party requests a closed hearing.
