All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of request to conduct the National Day of Prayer Pastor Eggli thanked the City Council for their support of this event. Motion by Greene, seconded by Schultz, to authorize the Mayor to sign the Proclamation recognizing Thursday, May 1, 2014, as the National Day of Prayer; further, that members of Council, other City Officials, and the public be invited to publicly pray in front of the City Offices from 12:20 p.m. to 12:40 p.m. on this day. All yeas Motion passes 2. Consideration of Special Event Request/Richmond Lions Club/Family Fun Ride/Fund Raiser for Habitat for Humanity Leonard Konwinski expressed his appreciation to Council for the support of this event. Each year they try new ways to make the event a success. They were currently soliciting for homes that are in need of some repairs. Motion by Yaroch, seconded by LaFore, to approve the Richmond Lions Club request to use Richmond’s Trailhead Park for their “Rush for the Brush – Family Fun Ride” bike- a-thon on Saturday, May 31, 2014, from 7:30 a.m. to 1:00 p.m. All yeas Motion passes 3. Consideration of Extending the WWTP Operating Contract Motion by Schultz, seconded by Misteravich, to approve a 5-year WWTP Operating and Maintenance contract with Tetra Tech for the time period July 1, 2014, to June 30, 2019, with the expense charged to line items 590-527-818.000, Contractual Services, WWTP: Sanitary Sewer Fund and 591-548-818.000, Contractual Services: System Expense: Water Fund; and authorize the Public Service Director to execute the CCM: 04/07/2014 Page 2 of 5  APPROVED 04/21/2014 contract as Owner’s Representative. Discussion on motion: Councilors commended Tetra Tech on the outstanding job that they do in operating the City’s wastewater treatment plant – it is run very efficiently – place high confidence with Tetra-Tech – they exceed the minimums specified in the contract. Vote on motion: All yeas Motion passes 4. Consideration of the Introduction and First Reading of Ordinance No. 156-16/Rezoning of five properties Motion by LaFore, seconded by Goodar, to introduce and give first reading to Ordinance No. 156-15, which amends the Official Zoning Map and rezones five properties within the City of Richmond; and schedule the same for second reading and adoption at the City Council’s April 21, 2014, regular meeting. All yeas Motion passes 5. Consideration of Adoption of Resolution No. 2014-2/Request to conduct the Memorial Day Parade Motion by Goodar, seconded by Yaroch, to adopt Resolution No. 2014-2, which directs the City Clerk to apply to the Michigan Department of Transportation to close M-19 on Monday, May 26, 2014, from 9:00 a.m. – 11:00 a.m., for the purpose of conducting the annual Memorial Day Parade. All yeas Motion passes Motion by Schultz, seconded by Misteravich, to authorize the purchase of 3 wreaths to be placed at the Richmond Cemetery, St. Michael’s Cemetery and the Veterans Memorial. Consideration of Appointing a Council Liaison to the Recreation Board Motion by Schultz, seconded by LaFore, to appoint Tim Rix as City Council Ex-Officio Member on the Recreation Board with an expiration date of March 31, 2015. All yeas Motion passes 7. Consideration of Special Event Request/Knights of Columbus Tootsie Roll Sale Motion by Misteravich, seconded by Schultz, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, April 11th and Saturday, April 12th, 2014, from Dawn to Dusk; further, the Knights of Columbus agree that the volunteers will wear reflective vests and utilize orange traffic cones; and further, that the Knights of Columbus agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Rear Engine on the street sweeper is down and is at AIS for repairs – it should be repaired soon. - A tour of Ball Equipment is being scheduled after the EDC meeting on Wednesday - Distributed to Council the City Manager Evaluation forms - Distributed to Council a draft of the FY2014-15 Budget COUNCIL COMMENTS Misteravich – Thanked Council for the opportunity to attend the recent MML Conference – it was very informative. - Attended the MML Governance Meeting – currently on the Committee. Yaroch – Also attended the MML Conference. - Will be attending the Chamber sponsored Elected Official forum - Currently a Delegate on SEMCOG’s Executive Committee LaFore – Spring sports are currently going on at the school. - The School Superintendent search has been narrowed to five candidates.
