APPROVED W/AMENDMENTS 8/18/2014 QUARTERLY ROUNDTABLE MINUTES AUGUST 4, 2014 THE SPECIAL QUARTERLY ROUNDTABLE OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT RICHMOND CITY HALL AT 7:38 P.M., ON MONDAY, AUGUST 4, 2014, BY MAYOR RIX. ROLL CALL Present: Goodar, Greene, LaFore, Misteravich, Rix, Schultz, Yaroch Absent: None Others: City Manager Moore, Recording Secretary Field Visitors: Police Chief Teske, City Planner Jeschke, Ken Kingsley, Gary Seghi AUDIENCE PARTICIPATION None received. ADOPTION OF AGENDA Motion by Yaroch, seconded by Goodar, to adopt the Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Discussion on Items of General Concern City Hall Plans Discussion on the lobby and Council Chamber layout. The Chambers will have doors that close during meetings to help keep distractions down from the dispatch window. Council Chambers and all newly renovated areas will have LED lighting. Motion sensors will be installed to turn on the lights where appropriate. Also, a new efficient boiler will be installed in the building. Council not comfortable with the layout of Council table. Would like the layout Want it more like the existing City Hall, for security reasons. Quarterly Roundtable: 08/04/2014 Page 1 of 4  APPROVED W/AMENDMENTS 8/18/2014 The police and Council Chamber part of the move is considered Phase 1. City Hall part will be Phase 2. The plans should be out to bid on August 11th and to have Phase 1 done by February of 2015. Consensus of Council for the doors to enter Council Chambers to be Door Type V. Richmond Township Code Enforcement Richmond Township Supervisor, Cindi Greenia, approached Chief Teske and City Manager Moore about help with their ordinance enforcement. Cindi's concern was that their current female ordinance officer may not be safe when doing inspections or serving notice to a resident of the violation. In the past, the Township contracted with the Sheriff to provide a deputy to assist with ordinance enforcement. During his time with the County, Chief Teske was involved with providing the deputy to the Township for Code Enforcement. This would be a part-time officer to be used when the Township needed them. The officer would just accompany the Township's ordinance officer and be there if needed to help diffuse the situation. Chief Teske would be in charge. The Department would use the same officer for this job. Council wanted Administration to look into the insurance and liability costs. Consensus of Council to continue talks with Richmond Township and bring more details to Council. Macomb Orchard Trail At the last Trail Commission meeting, it was discussed that the Macomb Orchard Trail Commission is having difficulty being able to afford the costs to maintain the trail. The MOTC has been talking with the Macomb County Finance Department to go over the annual budget. The County Executive's Office has stepped in to review the role of the MOTC and potential future options for the trail. The Trail Commission unanimously voted to take these options to their respective bodies to see what options are best and report back to the County Executive's Office in two months (September 25, 2014). The options are as follows: 1 The MOTC will become independent of the County and function as envisioned by the original agreement. 2 The County will assume full responsibility for the trail and the MOTC will function as an advisory committee to the County. Quarterly Roundtable: 08/04/2014 Page 2 of 4  APPROVED W/AMENDMENTS 8/18/2014 3 The County will assume general responsibility for the trail and enter into agreements with individual communities for maintaining the portion of the trail running through their jurisdiction. 4 Other options? Discussion on if the County has embraced the trail and is behind its continuation. The trail is a wonderful thing and Council wants to see this maintained and continue. Consensus of Council was for City Planner Jeschke to take back to the County Executive's Office that we agree with option number two; but want clarification on what the functions of the Advisory Committee will be and what authority they will have. Council recessed at 9:08 p.m. Council reconvened at 9:18 p.m. City Council Elections Council has had past discussions to move City Council Elections to even years and the costs associated with holding elections just for City Council elections. Council still has mixed feelings on this subject. There would be cost savings of $5,000 to $6,000 every other year; but worry about Council Elections getting lost with all the other Federal and State items on the ballots. Rix - is concerned about losing the focus of Council on an election but thinks the cost savings would be beneficial. Schultz - keep the Council elections the way they are. Goodar - need to keep the focus on the Council and who is running. Do not move it. Greene - likes the idea of focus on Council; but thinks the cost savings is more beneficial. Lafore - move the Council to even year for the cost savings. Misteravich - keep the Council elections the way they are. Yaroch - does not like the idea of Council election information getting lost with all the other election information from the Federal and State; but thinks we should move the elections to even year for the cost savings. Consensus of Council was to have Administration bring this item to the Council Table. Quarterly Roundtable: 08/04/2014 Page 3 of 4  APPROVED W/AMENDMENTS 8/18/2014 Cemetery Annexation As discussed previously, Richmond Township has expressed interest in allowing the City to annex the Cemetery into the City. They want written assurances that the property would only be used for cemetery purposes and that we would cover the cost to have their attorney review the resolutions and any documents. In a recent email, Cindi mentioned one extra condition, that the third condition be that non-resident fees be waived for the Township residents. Consensus of Council is yes on the annexation of the Cemetery and no to the Township getting the resident rates, due to the fact that the City currently subsidizes the cemetery and cannot afford to further subsidize it.
