APPROVED 11/17/2014 REGULAR MEETING MINUTES NOVEMBER 3, 2014 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 3, 2014, BY MAYOR RIX. ROLL CALL Present: Greene, LaFore, Misteravich, Rix, Schultz, Yaroch Absent: Goodar Others: City Manager Moore, City Clerk Stagl Visitors: Doug Swiss and Dennis Doelle, the City’s Health Insurance Representatives, Sgt. Fair Motion by Yaroch, seconded by LaFore, to excuse Councilor Goodar from tonight’s meeting, due to having to work. All yeas Motion passes APPROVAL OF MINUTES Motion by LaFore, seconded by Greene, to approve the minutes of the October 20, 2014, regular meeting, as presented. All yeas Motion passes Motion by Yaroch, seconded by Greene, to approve the minutes of the October 21, 2014, quarterly roundtable workshop, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CCM: 11/03/2014 Page 1 of 4 APPROVED 11/17/2014 ADOPTION OF AGENDA Motion by Yaroch, seconded by LaFore, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File August 12, 2014Cable Commission Meeting Minutes b) Receive and File October 14, 2014, Recreation Board Special Meeting Minutes c) Approval of October 30, 2014, Schedule of Bills in the amount of $ 78,488.26 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Approving Resolution No. 2014-17/Change to Council Meeting Start Time Motion by Schultz, seconded by Misteravich, to approve Resolution No. 2014-17: a resolution establishing the meeting times for the 2015 Council meeting schedule, with the July and August meetings moving to 6:00 p.m. from the normal schedule of 7:00 p.m. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Manager will be on vacation Monday and Tuesday (11/10 & 11/11) - West Shore will be out this week to make repairs to the City Hall fire siren. COUNCIL COMMENTS LaFore – The Football Team has a playoff game this Friday. Contract Negotiations/Teamster and Patrol Motion by Yaroch, seconded by Misteravich, to convene into closed session in accordance with Section 8(c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement if either negotiating party requests a closed hearing. Roll call vote: Six yeas (Greene, LaFore, Misteravich, Rix, Schultz, Yaroch) One absent (Goodar) Motion passes Council recessed at 7:09 p.m. to go into Closed Session. Contract Negotiations/Teamsters and Patrol OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
