NOVEMBER 3, 2014
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 3, 2014, BY MAYOR RIX.
ROLL CALL
Present: Greene, LaFore, Misteravich, Rix, Schultz, Yaroch
Absent: Goodar
Others: City Manager Moore, City Clerk Stagl
Visitors: Doug Swiss and Dennis Doelle, the City’s Health Insurance
Representatives, Sgt. Fair
Motion by Yaroch, seconded by LaFore, to excuse Councilor Goodar from tonight’s
meeting, due to having to work.

APPROVAL OF MINUTES
Motion by LaFore, seconded by Greene, to approve the minutes of the October 20,
2014, regular meeting, as presented.

Motion by Yaroch, seconded by Greene, to approve the minutes of the October 21,
2014, quarterly roundtable workshop, as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Approving Resolution No. 2014-17/Change to Council
Meeting Start Time
Motion by Schultz, seconded by Misteravich, to approve Resolution No. 2014-17: a
resolution establishing the meeting times for the 2015 Council meeting schedule, with
the July and August meetings moving to 6:00 p.m. from the normal schedule of 7:00
p.m.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Manager will be on vacation Monday and Tuesday (11/10 & 11/11)
- West Shore will be out this week to make repairs to the City Hall fire siren.
COUNCIL COMMENTS
LaFore – The Football Team has a playoff game this Friday.
Rix – Reminder of upcoming calendar events:

CLOSED SESSION
1. Contract Negotiations/Teamster and Patrol
Motion by Yaroch, seconded by Misteravich, to convene into closed session in
accordance with Section 8(c) of the Michigan Open Meetings Act, Public Act 267 of
1976, as amended, for strategy and negotiation sessions connected with the negotiation
of a collective bargaining agreement if either negotiating party requests a closed
hearing.

One absent (Goodar) Motion passes
Council recessed at 7:09 p.m. to go into Closed Session.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the
item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
