THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, JANUARY 18, 2016, BY MAYOR RIX

Invocation.

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Richmond Chamber of
Commerce/Winter Festival
City Manager Moore informed Council that there were some changes to the event this
year: Free family fun event on Friday, February 5th followed by a fireworks display
beginning at 8:00 pm.; the Historical Society will hold sleigh rides in Bailey Park on
Sunday.
Jill Albin, Chamber Director, informed Council that they have sold 11 ice sculptures so
far, but the main focus of the event is the activities that will take place city wide.
Mike Trautman, from Pyro Joe’s informed Council that during the fireworks display they
would like to close the road between the Elementary and Middle School. Mr. Trautman
was informed that the City did not have jurisdiction over this road – he would have to get
permission from the School Superintendent.
Motion by Greene, seconded by Allen, to approve the special event application for the
2016 Richmond Winter Festival, scheduled for February 5th through the 7th, with the
following requests:
- Utilization of the Veteran’s Pocket Park for the ice carving demonstration.
- The use of Bailey Park in conjunction with RAHGS to hold Sleigh rides on
Sunday.
- Additional signage.
- Approval of the Fireworks display on Friday, February 5th.
- Approval of the closure of Water Street on Saturday, February 6th from
10:00 am – 4:00 pm.

2. Board Appointments
Motion by Yaroch, seconded by Misteravich, to confirm the Mayor’s appointment of
Dean Roberts to the EDC to fill a vacant term with an expiration date of 7/1/2020.

Motion by Allen, seconded by LaFore, to confirm the Mayor’s reappointment of Sue
Foster to the Board of Review for a three (3) year term with an expiration date of
12/31/2018.

Motion by LaFore, seconded by Allen, to reappoint Mike Misteravich to the Board of
Zoning Appeals for a three (3) year term with an expiration date of 12/31/2018.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Ice rink is now open
- The Manager, Library Director and Library Board Chair will be doing Systems
Manager interviews this Thursday.
COUNCIL COMMENTS
Yaroch – Expressed his appreciation for the Fire Vehicle Review Committee members –
a lot of work went into the recent grant application.
Misteravich – Thanked Councilors for the last roundtable – a lot of good discussions
were held.
Rix – Reminder of upcoming calendar events:
1/27 – TIFA meeting at 7:00 pm
1/28 – Streetscape Committee meeting at 6:00 pm
2/1 – Council meeting at 7:00 pm
2/1 – Park Pavilion rentals begin for non-residents
2/5 – 2/7 – Winter Festival
2/9 – Cable Commission meeting at 7:00 pm
2/11 – Planning Commission meeting at 7:00 pm

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the
item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
