APPROVED 03/07/2016 REGULAR MEETING MINUTES FEBRUARY 15, 2016 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, FEBRUARY 15, 2016, BY MAYOR RIX PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Rix, Warn, Yaroch Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: Jim Schultz, Barb Templeton, George and Maria Kontoudis from the Village Café, Fire Chief Cooke and Officers from the Volunteer Fire Department APPROVAL OF MINUTES Motion by Yaroch, seconded by Warn, to approve the minutes of the February 1, 2016, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION Fire Chief Cooke, presented George and Maria Kontoudis, from the Village Café, with a plaque in recognition of the fund raising efforts for the Volunteer Fire Department. Their efforts raised over $20,000.00 which will be used to purchase updated thermal imaging cameras. George and Maria thanked the Fire Department and Council for the work they do for the City. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/Richmond Bees Motion by Yaroch, seconded by Misteravich, to approve the Richmond Bees request to use a portion of the Festival Grounds in Beebe Street Park on certain Saturdays and Sundays in May, June and August subject to the following conditions: CCM: 02/15/2016 Page 2 of 4 APPROVED 03/07/2016 a. That the Richmond Bees are deemed to be historical re-enactors not an organized athletic league. b. That the location of the games on the Festival Grounds may change due to ongoing work being done by the Festival Committee. All yeas Motion passes 2. Consideration of Special Event Request/White Cane Sale/Richmond Lion’s Club Motion by Allen, seconded by LaFore, to approve Resolution No. 2016-2, proclaiming the week of April 27th through May 6th, 2016, as White Cane Week and the request received from the Richmond Lion’s Club to conduct their White Cane Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, April 29th and Saturday, April 30th, 2016, from Dawn to Dusk; further, the Lion’s Club agrees that the volunteers will wear reflective vests and utilize traffic cones; that the Lion’s Club agree not to be in the Main/Division intersection on Friday, April 29th, from 2:30 p.m. to 3:30 p.m.; and further, that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The Pound Road Reconstruction bid opening is scheduled for February 23rd. - Department Directors are currently working on their budgets which are due to the City Manager by March 4th. COUNCIL COMMENTS Councilors thanked the Chamber for the great Winter Festival and fireworks – heard a lot of great comments from residents. Also thanked City Staff for their efforts in making the festival a success. LaFore – Congratulated the High School Cheerleading Team and the Wrestling Team. Rix – Reminder of upcoming calendar events 2/22 – Library Board Meeting at 7:00 pm 2/24 – TIFA Meeting at 7:00 pm 2/25 – Streetscape Committee Meeting at 6:00 pm 3/1 – Recreation Board Meeting at 7:00 pm 3/7 – Council Meeting at 7:00 pm 3/19 – Easter Egg Scramble at Beebe Street Park beginning at 10:30 Sharp. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
