APPROVE 06/06/16 SPECIAL BUDGET WORKSHOP MINUTES May 16, 2016 THE SPECIAL BUDGET WORKSHOP MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 5:35 P.M., ON MONDAY, MAY 16, 2016, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Rix, Warn, Yaroch Absent: None Others: City Manager Moore, Deputy Clerk Focht Visitors: Brian Wamsley, Deborah Michon, Jason Robbins, Colleen Cargo, Margo VanHove, Angel Hatfield, AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Greene, seconded by Warn, to adopt the agenda as presented. ITEMS FOR CONSIDERATION 1. Review of Proposed FY2016-17 City Budget 101-209 – Assessor – The Assessor gave an overview of the personal property changes. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-247 – Board of Review – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-103 Cable Television Committee – There was discussion on the TV and Broadcast Media Class. Brian Wamsley and Deborah Michon from the schools informed City Council where they are at with the development of this program. There has been a lot of positive feedback. They school has currently agreed to a two year commitment and they will re-evaluate after the first year. SCM: 05/16/2016 Page 1 of 3 Mayor Rix brought up an idea to check into a radio station playing on the potential peg channel for funding. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-372 Building Department – There was some discussion on the grading ordinance. Administration will pull together the history for Council. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-191 Elections – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-215 City Clerk – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-210 Legal Services – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-253 Treasurer – The City Manager discussed the memo that was attached to the Treasurer’s budget regarding hiring a part time bookkeeper/administrative assistant. Councilor Misteravich asked if this person would come from a temp. service and City Manager Moore said he could check into that. Councilor Yaroch asked if this would help with the segregation of duties that is referred to by the auditors. City Manager Moore said yes, it would. There was a consensus to move forward with the part time employee. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-448 Street Lighting – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-528 Refuse Collection and Disposal – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-906 General Fund Debt Service – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 508-ALL Recreation Department – Director VanHove explained that the pool director and Preston Treend will be getting 2% raises. Councilor Allen asked if the travel expenses were for things like going to Sam’s Club and Director VanHove said yes it was. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED.
