APPROVED 06/20/16 REGULAR MEETING MINUTES June 6, 2016 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JUNE 6, 2016, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Rix, Warn, Yaroch Absent: None Others: City Manager Moore, Deputy Clerk Focht Visitors: Assessor Colleen Cargo, DPS Director Jim Goetzinger, Dave Foster, Russ Eggli, Melissa Eggli APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the May 16, 2016, regular meeting as presented. All yeas Motion carried Motion by Warn, seconded by Greene, to approve the minutes of the May 16, 2016, budget workshop meeting as presented. All yeas Motion carried Motion by LaFore, seconded by Misteravich, to approve the minutes of the May 23, 2016, budget workshop meeting as presented. All yeas Motion carried AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Yaroch, seconded by Warn, to adopt the agenda as presented. Ccm: 06/06/2016 Page 1 of 4 CONSENT AGENDA a) Receive and File Recreation Board Minutes of May 3, 2016 b) Receive and File Library Board Minutes of May 9, 2016 c) Receive and File TIFA Minutes of May 25, 2016 d) Approval of June 2, 2016, Schedule of Bills in the amount of $ 161,236.39 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion carried ITEMS FOR CONSIDERATION 1. Consideration of Lot Split/Combination Request – David and Susan Foster Motion by LaFore, seconded by Misteravich, to approve the three lot split/combination actions requested from Mr. and Mrs. David Foster for Parcel 50-07-03-35-326-001, 50-07-03-35-326- 012, and 50-07-03-35-402-001. The actions are listed below. Action #1: Split .60 acres from the 38 acre vacant parcel (50-07-03-35-326-001) on Circle Lane (parcel #1). Action #2: Combine the .60 acre parcel created from the split in Action #1 with the property at 69894 Circle Lane (50-07-03-35-402-001). Action #3: Combine the remainder of Parcel #1 with Parcel #2 (50-07-03-35-326-012). All yeas Motion carried 2. Consideration of Richmond Lenox EMS Sewer Work Motion by Allen, seconded by Greene, to approve the quote from Carrigan Development in the amount of $37,285 to extend the City’s sanitary sewer line along Division Road to the west, with the understanding that Richmond Lenox EMS will pay back the City. All yeas Motion carried Councilor Yaroch said that it’s nice that we are working together for success. Councilor Misteravich asked if there was going to be something legally drawn up for the payback. City Manager Moore stated that the EMS contract will be brought to Council at their next meeting and it will be addressed in there. Mayor Rix said that this project makes good sense. The City and EMS have a good working relationship so it’s nice we could help each other out. Ccm: 06/06/2016 Page 2 of 4 3. Consideration of TIFA Board Resignation Motion by Yaroch, seconded by Warn, to accept the resignation of Karen Ellis from the TIFA Board. All yeas Motion carried MISCELLANEOUS MATTERS FROM THE CITY MANAGER Tomorrow a representative from Comcast is walking through the building with the Cable Coordinator to see where a “head-in” could be located. Bid opening for the Park Street houses demolition is tomorrow at 10:30 Groundbreaking ceremony will be held at noon on July 20th for Henry Ford Reminder that City Manager is off on Friday COUNCIL COMMENTS Councilor Misteravich wanted to note what a great Memorial Day weekend it was in the City and a great speech at the parade by Jeff Churchill. Councilor LaFore wanted to say that the spring sports ended on a good note. Councilor Yaroch also complimented Jeff Churchill on his Memorial Day speech. Also complimented Maniaci’s on the concert. The Pound Road project is moving along nicely. Councilor Allen congratulated the 2016 graduates. Councilor Greene also complimented Jeff Churchill on his speech. Mayor Rix announced the upcoming events: 6/9 – Planning Commission meeting 7:00 p.m. 6/10 – Last day of school 6/11 – 6/12 – Little League Blue Devil Tournament 6/14 – Cable Commission meeting 7:00 p.m. 6/19 – Father’s Day 6/20 – City Council meeting 7:00 p.m. 7/23 – Concert in the Park 7:00 p.m. 7/28 – Concert in the Park 7:00 p.m. 8/18 – Concert in the Park 7:00 p.m. Mayor Rix wanted to thank John Eynon and City Staff for their work on the Memorial Day Parade. Also wanted to express his sincerest sympathy at the passing of Doug Pentzien. He was a wonderful contributor to our community and will be greatly missed. Also asked for a moment of silence to remember him. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
