APPROVED 04/15/2019 REGULAR MEETING MINUTES APRIL 1, 2019 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, APRIL 1, 2019, BY MAYOR RIX. ROLL CALL Present: Greene, LaFore, Misteravich, Rix, Warn Absent: Allen, Reindel Others: City Manager Moore, City Clerk Stagl Visitors: Pastor Eggli and his wife Motion by Warn, seconded by Greene, to excuse Councilors Allen and Reindel from tonight’s meeting, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the March 18, 2019, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Greene, seconded by Warn, to adopt the agenda as presented. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Request to Conduct the National Day of Prayer/Richmond Area Pastors Motion by Greene, seconded by Warn, to authorize the Mayor to sign the Proclamation recognizing Thursday, May 2, 2019, as the National Day of Prayer; further, that members of Council, other City Officials and the public be invited to publicly pray in front of the City Offices from 12:20 p.m. to 12:40 p.m. on this day. All yeas Motion passes 2. Consideration of Special Event Request/AYSO Banner and Sign Request Motion by LaFore, seconded by Warn, to approve the special event applications from AYSO Region 448 to have an across the road banner in conjunction with their registration event and yard signs that will be placed at the City Limit Signs and Beebe Street Park from May 2, 2019 through May 20, 2019. Consideration of Approving Resolution No. 2019-8/Michigan Department of Transportation (MDOT) Performance Resolution for Governmental Agencies Motion by Greene, seconded by Warn, to approve Resolution No. 2018-8, which approves the MDOT Performance Resolution for Governmental Agencies. Consideration of Recreation Board Appointment CCM: 04/01/2019 Page 2 of 4  APPROVED 04/15/2019 Motion by Greene, seconded by Warn, to reappoint Susan Kiel to the Recreation Board for a 2-year term with an expiration date of March 31, 2021. All yeas Motion passes 5. Consideration of Appointing a Council Liaison to the Recreation Board Motion by Misteravich, seconded by Greene, to appoint Tim Rix as City Council Ex- Officio Member on the Recreation Board with an expiration date of March 31, 2020. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - April 23rd, the Manager will be speaking at the Rotary meeting. - The 2019 golf cart registration stickers have been received. We will be sending out letters to those individuals that registered their golf carts last year, reminding them to re-register their golf cart. COUNCIL COMMENTS Rix – Had the opportunity to read books to the first graders at Will L. Lee Elementary – it was a lot of fun. - Reminder of upcoming calendar events: 4/2 – Yard waste collection begins 4/1 – 4/7 – Richmond Schools are on Spring break 4/8 – Library Board meeting at 7:00 pm 4/10 – Library Book Sale preview 4-7 pm 4/11 – Planning Commission meeting at 7:00 pm 4/11 & 4/12 – Library Book Sale 9 am – 4:30 pm 4/13 – Library Book Sale – Bag Day 4/13 – Easter Egg Scramble at Beebe Park at 10:30 am SHARP 4/15 – Budget Workshop at 6:00 pm 4/15 – Council meeting at 7:00 pm CCM: 04/01/2019 Page 3 of 4  APPROVED 04/15/2019 CLOSED SESSION 1. Collective Bargaining Agreement/Teamster Local 214 Motion by Greene, seconded by Warn, to convene into closed session in accordance with Section 8(c) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement, as requested by administration. A roll call vote was taken: Five yeas (Greene, LaFore, Misteravich, Rix, Warn) Two absent (Allen, Reindel) Motion passes Council recessed at 7:19 p.m. to go into closed session.
