JULY 1, 2019
THE SPECIAL JOINT MEETING OF THE RICHMOND CITY COUNCIL AND
RECREATION BOARD WAS CALLED TO ORDER AT 6:48 P.M., ON MONDAY,
JULY 1, 2019, BY MAYOR RIX.

Motion by Warn, seconded by Aiken, to excuse Board Members Caperton and Kiel
from tonight’s meeting.

ITEMS FOR CONSIDERATION
1. Review of Recreation Master Plan Sections
City Manager Moore explained the processed used to gather public input on the
updates for the Recreation Master Plan: 1) Recreation Master Plan Survey, 2) Pizza in
the Parks Event and 3) Stakeholders’ Meeting.
The purpose of the joint meeting between Council and the Recreation Board was to
discuss the three most important sections in the Recreation Plan: Section VI – Goals
and Objectives, Section VII – Action Program and Section VIII – Prioritized Project List.
Section VI Goals and Objectives. This section contains very broad language to guide
recreation activities. Council and the Recreation Board were in agreement with the
Goals and Objectives as presented.
Section VII Action Program. The Action Plan provides the details of the elements that
the City will strive to accomplish in order to better meet the goals and objectives for
parks and recreation within the community. Based on the information collected,
discussions were held with the public, Recreation Board, City Council and city staff to
identify ideas and projects that became the High Priorities represented in the Action
Plan. Projects identified as a “high” priority in the Prioritized Project List are provided
additional text to define the project.
Section VIII Prioritized Project List. Council was provided a Prioritized Project List. The
Prioritized Project List breaks down all of the projects in the various parks that the
Recreation Board and City Council would like to see by High, Medium and Low
Priorities.
Council went through the Prioritized Project List as made the following changes:
Bailey Park
Move from Low Priority to High Priority – Improve seating at tennis courts
Move from Medium Priority to High Priority – Permanent Bathroom

Beebe Park
Provide list of acceptable trees that can be planted at Beebe Park
Under High Priority – Revise: Band Shell/Bathroom Renovation
Move from Low Priority to High Priority – Light Ball Field C
Move from Medium Priority to High Priority – Pickle Ball Courts
Add under Medium Priority – Recliners for Pool Area
Add under Medium Priority – Shade Structure at Pool
Gierk Park
Move from Medium Priority to High Priority – Restroom Building
Add under Medium Priority – Benches
Swan Creek
Remove Tables from Medium Priority
Remove all items from Low Priority
Trail Head
Move from Low Priority to High Priority – Decorative Item in Circle of Hard Surface
Trail Connections
Add to Low Priority – Limited camping facilities
Veterans Memorial Park
Add under Medium Priority – Bike Rack and Garbage Cans
Waste Water Property
Add under High Priority – Pond/Sledding Hill
Armada Ridge Property
Begin discussions with Richmond Township regarding the possibility of developing a
joint park.

Land Acquisition
Council also discussed the possibility of reaching out to the owner of the old high school
property – see if there is possibility for the City to purchase or lease the property for
development of a passive park.
